Each day, as the Dow Jones rises and falls, Congress similarly passes and fails legislation. These two seemingly continuous cycles intersect to the point that the two structures appear affixed. For centuries, this has posed an age-old question: is it policy that influences the economic system or is it the economic system itself that molds policy decision-making? Renowned economist Adam Smith is famous for his works detailing the autonomous nature of the economic system. In the modern day, many nations have instituted State Capitalist policies to grow their economies and increase their international influence. To evaluate the efficacy of this strategy, this paper analyzes the historical impacts of State Capitalism, as well as its effects upon economic concepts, including competition and innovation. This work also analyzes the ways in which State Capitalist policies have negatively impacted the international reputations of nations such as Russia and China and explores the specific national characteristics and circumstances that are required to truly alter the global power structure. The study examines a historical period referred to in the literature as deglobalization. After the First World War, economic nationalism gained ground in some countries, mainly for political reasons, characterized by protectionist economic policies and the pursuit of autarchy/self-sufficiency. There were no international regulations or well-functioning international institutions that would have facilitated economic cooperation. How did those who worked hard to reconstruct the European economy react to this situation? This study presents this through the process of developing an informal network of bankers, and it indirectly highlights some important links between informal networks, globalization, and deglobalization.

This dissertation examines the relationship between resource nationalism and energy integration, and uses Bolivia and Brazil as a test case. Essentially, does resource nationalism affect energy integration? The findings nest within more expansive questions on international political economy and export-driven models of development. Why do populist regimes, historically operating under an economic nationalist cum protectionist paradigm, simultaneously pursue policies of economic integration? What is the relationship between resource nationalists and open markets, especially in the hydrocarbons sector? What is the relationship between populists, who are typically resource nationalists, and their decision to choose policies of energy integration?

Chapter 3 sketches the OECD's role in economic governance, in particular the pursuit of its obligation to promote policies which maximize economic growth. While the OECD's work in the economic field evolves, its mechanisms of economic governance have barely altered. Richard Woodward argues that the OECD exerts ‘subtle discipline’ over the trajectory of economic governance through the use of its soft law mechanisms such as surveillance and peer review. These mechanisms can lead to convergence in national policies and, occasionally, outbreaks of international policy coordination.
