Consumer and business confidence surged in Nebraska during November. The Consumer Confidence Index – Nebraska (CCI-N) rose to 106.2 in November from 95.1 in October. The November value is well above the neutral level of 100.0. Likewise, the Business Confidence Index – Nebraska (BCI-N) rose from 102.7 in October to 114.1 in November, which is also well above the neutral value of 100.0. Nebraska’s consumer confidence remained weak during October while business confidence remained strong. The Consumer Confidence Index – Nebraska (CCI-N) stood at 95.1 in October, below the neutral value of 100.0. By contrast, the Nebraska business confidence remained strong. The Business Confidence Index – Nebraska (BCI-N) stood at 102.7 in October, below the September level of 105.2 but above the neutral value of 100.0. Mobile broadband Internet access is highly important to the American economy and millions of users. There were almost 200 million mobile broadband connections by the end of 2013 in the United States, far more than the number of fixed broadband connections (FCC, 2014a, Table 1). The Consumer Confidence Index – Nebraska (CCI-N) fell to 93.5 in September, well below the reading of 100.9 in August and the neutral value of 100.0. Consumer confidence is now weak in Nebraska. The adjacency by Monjardet (2009) is weakened to a flip between two adjacently ranked blocks and called block-adjacency. The connectedness defined accordingly, blockconnectedness, covers some interesting unconnected domains. An ordinal mechanism on a block-connected domain is block-adjacent sd-strategy-proof if reporting the true preference always leads to a lottery that stochastically dominates the lottery delivered by reporting any preference block-adjacent to the sincere one.A condition on a block-connected domain called path-nestedness is proposed and shown sufficient for the equivalence between sd-strategy-proofness and block-adjacent sd-strategy-proofness. One of the major challenges of environmental policy with regard to conservation is that it must often rely on voluntary and non-selfish actions of individuals. Traditionally policy makers rely on direct regulation and financial incentives, but both approaches face problems. Regulations may lead to resentment and the costs of perfect enforcement are prohibitively high. Financial incentives can be perverse and may lead to unintended consequences, including crowding out of intrinsic motivation. Rising energy prices, dependence on foreign oil supplies, and consequences of climate change have prompted governments worldwide to initiate policies to shift from fossil fuels to renewables for electricity generation. One of the most commonly used policy instruments is the Renewable Portfolio Standard (RPS), which requires electricity providers to procure green energy (e.g., wind, solar, biomass) for a portion of their electricity supplies. To date, RPS has been a state-mandated program in the United States. As of February 2017, 29 states, Washington DC, and 3 territories have adopted RPS policies.
