Solving The Many Problems With Inner City Jobs, Timothy J. Bartik
Solving The Many Problems With Inner City Jobs, Timothy J. Bartik
Upjohn Institute Working Papers
Inner-city business development is often proposed as a solution to inner-city poverty. However, research evidence suggests that creating new jobs in the inner city is unlikely by itself to significantly increase the employment or earnings of the inner city poor. Public subsidies for inner city business development may be justified by greater environmental, congestion, and fiscal benefits of inner city vs. suburban business location decisions. The research evidence suggests that some boost in inner city business development may be provided by a combination of economic development incentives with enhanced public services. A different set of policies must be used to …

Design For A Net Impact Evaluation Of Retraining In China, Christopher J. O'Leary
Design For A Net Impact Evaluation Of Retraining In China, Christopher J. O'Leary
Reports
The main aim of the national reemployment project in China is to redeploy workers identified as redundant within urban state owned enterprises (SOEs) to new jobs.1 As part of a larger effort to document the success of the reemployment project in China, a net impact analysis of retraining will be performed using a sample drawn from three cities which span the range of economic conditions in China: Shanghai, Wuhan and Shenyang. 2 This paper presents a practical design for the sampling necessary to undertake the evaluation.
On-The-Job Training, John M. Barron, Mark C. Berger, Dan A. Black
On-The-Job Training, John M. Barron, Mark C. Berger, Dan A. Black
Upjohn Press
Firms in the U.S. invest billions of dollars annually in workforce training. Growing evidence of the effects of this training on worker productivity, wages, hiring and turnover has led researchers to gradually incorporate the role of training into their analyses. Barron, Berger and Black advance this line of research by offering new evidence on the amount of training provided to workers during the first three months on the job, and the characteristics of those workers who received that training.

Program Applicants As A Comparison Group In Evaluating Training Programs: Theory And A Test, Stephen H. Bell, Larry L. Orr, John D. Blomquist, Glen George Cain
Program Applicants As A Comparison Group In Evaluating Training Programs: Theory And A Test, Stephen H. Bell, Larry L. Orr, John D. Blomquist, Glen George Cain
Upjohn Press
The authors begin with a thorough assessment of the many nonexperimental employment and training program evaluation techniques based on non-random comparison groups. These techniques typically use econometric methods to estimate the effects of employment and training programs by using comparison groups from non-program "external" sources. Then, recognizing the inherent drawbacks in these methods, Bell, Orr, Blomquist and Cain respond by reintroducing an evaluation method first implemented in the 1960s, the use of "internal" comparison groups consisting of nonparticipating program applicants. These groups include withdrawals, screen-outs and no-shows of the programs being evaluated in order to solve the selection bias problem. …
Race, Economic Development, And The Role Of Transportation And Training, Joan Wallace-Benjamin
Race, Economic Development, And The Role Of Transportation And Training, Joan Wallace-Benjamin
Trotter Review
As Massachusetts confronts its economic future and develops strategic plans for seizing competitive advantages, accessibility promised by proposed development plans for the transportation infrastructure must not only provide commuters with the means to get to work, but also increase the opportunity for participation in the economy for all citizens of the region. Changes in the transportation infrastructure will not ensure accessibility unless workers receive adequate training for the new types of jobs being offered. According to a recent report issued by the Joint Center for Political and Economic Studies, authored by William P. O'Hare, "Black people who live in urbanized …

Employer Training Needs In Hawaii: Summary Report, Stephen A. Woodbury, University Of Hawaii At Manoa, Industrial Relations Center
Upjohn Institute Working Papers
The Survey of Employer Training Needs in Hawaii was undertaken to gather information and data on the needs and preferences of employers in Hawaii regarding government assistance with training. The need for such information was created by passage of Act 68, Session Laws of Hawaii 1991, which created the Hawaii Employment and Training Fund "to assist employers and workers through innovative programs to include, but not be limited to, business-specific training, upgrade training, new occupational skills, management skills, and support services to improve the long-term employability of Hawaii's people."

Levitan and Gallo make use of their considerable experience and prior research to provide a critical assessment of the Job Training Partnership Act (JTPA). The authors evaluate state governments' role in guiding and monitoring the program, and suggest that the success rates are actually lower than the reported official figures. Anyone interested in the JTPA or other job training program will benefit from the assessments provided by the authors in this book.
