This research paper is an in-depth analysis of the high-speed passenger rail line proposed between Charlotte, NC and Atlanta, GA and its impact on the economy, infrastructure, and future development of the Upstate of South Carolina. Currently, passenger rail service between Charlotte and Atlanta is offered on Amtrak at late hours throughout the night on its long-distance passenger rail line The Crescent from New York City, NY to New Orleans, LA. Smart city technology has its value and its place; it isn’t automatically or universally harmful. Urban challenges and opportunities addressed via smart technology demand systematic study, examining general patterns and local variations as smart city practices unfold around the world. Smart cities are complex blends of community governance institutions, social dilemmas that cities face, and dynamic relationships among information and data, technology, and human lives. Some of those blends are more typical and common. Some are more nuanced in specific contexts. In this dissertation, I advance a political ethnography of critical infrastructure to better understand terminal capitalism, in which the waste products of commodification and resource depletion are destroying the ecological systems that support life. My object of study is the massive disjuncture between individual knowledge and intention, and these catastrophic collective planetary outcomes. Theoretically, I develop critical infrastructure theory to diagnose these destructive structures. By “infrastructure,” I mean systems of material and discursive flows fundamental to sedentary human organization, connecting local actions with global systems. Disamenity Or A Signal Of Competence? The Empirical Political Economy Of Local Road Maintenance, Benjamin Blemings, Margaret Bock

Empirical results find different conclusions than theoretical evidence of how electorates perceive road work. This paper uses a geographically smaller unit of analysis than prior work, political alignment, local election cycles, and difference-in-differences. It finds political distortions in invasive road maintenance timing and rules out maintenance seasonality. Spatial discontinuity plots leveraging ward boundary cutoffs confirm the shift. Results identify new public distortions to road maintenance, local election cycles, which are widespread and frequent. The estimates are used to calculate financial costs of local elections on road maintenance. Local elections have cost medium-large U.S. cities over $185.5 million from 1960- 2020.

This paper uses annual, tract-level data to estimate the economic impact of the Seattle area’s newly operational light rail system and recently implemented toll on a bridge traversing Lake Washington, the large lake immediately east of Seattle that bisects the region. Two modeling approaches are utilized in the estimation of each transit intervention’s economic impact: the primary model allows the transit intervention to affect the designated impact area prior to the system’s operation, under the assumption that individuals will respond to the knowledge of the change and relocate accordingly. The Influence Of The Electric Supply Industry On Economic Growth In Less Developed Countries, Edward Richard Bee

This study measures the impact that electrical outages have on manufacturing production in 135 less developed countries using stochastic frontier analysis and data from World Bank’s Investment Climate surveys. Outages of electricity, for firms with and without backup power sources, are the most frequently cited constraint on manufacturing growth in these surveys.

Outages are shown to reduce output below the production frontier by almost five percent in Africa and by a lower percentage in South Asia, Southeast Asia and the Middle East and North Africa. Production response to outages is quadratic in form. Outages also increase labor cost, reduce exports …

In December of 2004, the small Massachusetts town of Gill took a tremendous step to influence its own future. A fifteen acre parcel of land in the south of town, near the intersection of two important town roads, had been put up for sale by its previous owners. The land had been under an agricultural preservation restriction, a program enabled by Massachusetts General Law Chapter 61 A. As part of this restriction, if the land were ever sold, the town would have right of first refusal.

The City of Methuen’s Department of Planning and Community Development hired a team of students from the University of Massachusetts Amherst’s Master’s in Regional Planning studio class to examine the growth impacts of a potential highway interchange reconfiguration. Exit 46 of Interstate 93 in Methuen is a failed interchange, and will likely be reconfigured in the next ten years. Methuen, a middle class city of 44,000 midway between Boston, MA and Manchester, NH, is currently experiencing significant growth pressures. The reconfigured interchange will only add to these pressures.
