Proposed Charlotte To Atlanta High-Speed Passenger Rail Line: An Economic, Infrastructural, And Developmental Analysis In The Upstate Of South Carolina, Ian C. Macurda, Kimberly Whitehead
SC Upstate Research Symposium
This research paper is an in-depth analysis of the high-speed passenger rail line proposed between Charlotte, NC and Atlanta, GA and its impact on the economy, infrastructure, and future development of the Upstate of South Carolina. Currently, passenger rail service between Charlotte and Atlanta is offered on Amtrak at late hours throughout the night on its long-distance passenger rail line The Crescent from New York City, NY to New Orleans, LA. The train is often delayed and is operating at a deficit for Amtrak, like most of their long-distance routes. Traffic on Interstate 85 through the Upstate is another issue …

Southern Nevada Regional Industrial Study, Brookings Mountain West, Center For Business And Economic Research, Transportation Research Center
Policy Briefs and Reports
Recognizing the ongoing need to diversify the Southern Nevada economy, in 2023 GOED commissioned Brookings Mountain West, the UNLV Center for Business and Economic Research, and the UNLV Transportation Research Center to evaluate how Southern Nevada can leverage its geography and connectivity to neighboring states and metros at the megapolitan level to pursue industrial opportunities in the face of shifting global supply chains, diminishing developable land, the need for efficient management of the regional water supply, and the availability of unprecedented federal resources to support clean energy development, manufacturing, electrification of transportation systems, and supply-chain resiliency.
The study builds on …
Broadband Equity, Access, And Deployment In Nevada, Brad Wimmer
Broadband Equity, Access, And Deployment In Nevada, Brad Wimmer
Policy Briefs and Reports
The $45.45 billion Broadband, Equity, Access, and Deployment (BEAD) program’s primary objective is to extend broadband service to all unserved and underserved locations in the U.S. and its territories. Several industry studies predict that the BEAD program can meet its goal of providing universal access to broadband service if eligible entities execute their grant programs well. My review of the BEAD program indicates that policy makers can enhance the likelihood of program success by designing competitive grant programs that give applicants the incentive to undercut the subsidies proposed by their rivals and provide applicants the flexibility to design networks that …
Governing Smart Cities As Knowledge Commons - Introduction, Chapter 1 & Conclusion, Brett M. Frischmann, Michael J. Madison, Madelyn Sanfilippo
Governing Smart Cities As Knowledge Commons - Introduction, Chapter 1 & Conclusion, Brett M. Frischmann, Michael J. Madison, Madelyn Sanfilippo
Book Chapters
Smart city technology has its value and its place; it isn’t automatically or universally harmful. Urban challenges and opportunities addressed via smart technology demand systematic study, examining general patterns and local variations as smart city practices unfold around the world. Smart cities are complex blends of community governance institutions, social dilemmas that cities face, and dynamic relationships among information and data, technology, and human lives. Some of those blends are more typical and common. Some are more nuanced in specific contexts. This volume uses the Governing Knowledge Commons (GKC) framework to sort out relevant and important distinctions. The framework grounds …
Debris Of Progress: A Political Ethnography Of Critical Infrastructure, Ethan Tupelo
Debris Of Progress: A Political Ethnography Of Critical Infrastructure, Ethan Tupelo
Doctoral Dissertations
In this dissertation, I advance a political ethnography of critical infrastructure to better understand terminal capitalism, in which the waste products of commodification and resource depletion are destroying the ecological systems that support life. My object of study is the massive disjuncture between individual knowledge and intention, and these catastrophic collective planetary outcomes. Theoretically, I develop critical infrastructure theory to diagnose these destructive structures. By “infrastructure,” I mean systems of material and discursive flows fundamental to sedentary human organization, connecting local actions with global systems. Such infrastructure is “critical” in three senses: A) denoting the most important forms of infrastructure …

The Case For Dynamic Cities, Brian J. Asquith, Margaret C. Bock
The Case For Dynamic Cities, Brian J. Asquith, Margaret C. Bock
Upjohn Institute Working Papers
Cities today are confronting never-before-seen challenges to their top spot in the economic hierarchy. In this chapter, we lay out four challenges, past and future, that cities face today and identify policies that can help address the problems we identify. We call attention to the need for many U.S. cities to redevelop the large amount of aging postwar single-family housing, while reforming past exclusionary zoning and infrastructure decisions that exacerbated inequality. Cities will have to fix these past mistakes against the backdrop of an aging population and the rise of remote working, both of which undercut cities’ traditional source of …

Keterpilihan Dinasti Politik Pada Pilkada Kabupaten/Kota Di Indonesia Tahun 2017-2020, Theresia Wahyuni Yuliartiningsih, Vid Adrison
Jurnal Kebijakan Ekonomi
The main purpose of this study was to examine whether the health variable as proxied by government health insurance participation and the infrastructure variable as a proxy for steady road conditions were correlated with the electability of political dynasties in the district/city elections in Indonesia in 2017-2020. This study tested using an average of 5 years before the 2017, 2018 and 2020 elections and the sample used was 508 districts/cities. This study uses a probit and a heck-probit regression model. The results of the selection bias control show that the health interest variable, namely BPJS Non-PBI, significantly reduces the probability …

Support New Business To Solve Old Problems With Kentucky’S Keystone Waste From Bourbon & Brewing, Samuel C. Kessler
Commonwealth Policy Papers
Provided here is a policy solution from the backside of Kentucky bourbon and brewing to upcycle Kentucky’s “keystone” wastes and grow businesses in the process. Potential effects range from removing the bottleneck on bourbon production and producing GHG-friendly biogas to lowering the price of milk. This full whitepaper brief provides an incentive model for keystone wastes which have a provider and a use. It is equally applicable for policymakers or advocates wishing to place a policy incentive behind waste-to-product upcycling, businesses involved with methane sequestration & renewable biogas energy, and shifting regulatory and penalizing models of pollution into incentive model for …
Infrastructure Development And Gentrification: A Case Study Of The 2017 Q Line Extension In New York City, Harrison Shoaf
Infrastructure Development And Gentrification: A Case Study Of The 2017 Q Line Extension In New York City, Harrison Shoaf
Honors College Theses
An examination of the 2017 Q Line subway extension in New York City and the potential causal relationship between its implementation and rental rates and gentrification in the surrounding area. Analysis of data covering the timeframe from 2007 to 2019 allows for utilization of OLS regression to determine if the area subject to the implementation experienced a change in rental rates and instigation of gentrification afterward compared to areas that were not subject to the implementation. Results indicate a decrease in rental rates (and by extent, no instigation of gentrification) in the area subject to the extension after it was …
Infrastructure Investment And European Economic Growth, John Ziolo
Infrastructure Investment And European Economic Growth, John Ziolo
Global Tides
As the global economy continues to recover from the impacts of Covid-19, there is significant discussion among policymakers as to the best mechanisms to stimulate recovery. One of those mechanisms is infrastructure investment. There is a large contingent of policymakers who believe that large, immediate spending on infrastructure will lead to significant economic growth. While another group is concerned about the secondary effects of such large government spending packages. With global economies still digging out of the covid shock and supply chains struggling to keep up with demand, there is no better time to explore the topic. This paper then …

The Kind Of Solution A Smart City Is: Knowledge Commons And Postindustrial Pittsburgh, Michael J. Madison
The Kind Of Solution A Smart City Is: Knowledge Commons And Postindustrial Pittsburgh, Michael J. Madison
Book Chapters
This case study brings new attention to a critical but under-appreciated dimension of so-called “smart” cities: how smart city governance builds and relies on institutionalized sharing of data, information, and other forms of knowledge across all sectors of public administration. Those smart city practices are referred to here as knowledge commons and systematized using the Governing Knowledge Commons (GKC) research framework. That framework extends and modifies Ostrom’s research tradition as to community-based resource governance. As with other GKC-focused research, this work relies on a qualitative case study. It draws a detailed, context-specific portrait of a smart city as knowledge commons …
Reassessing The Case For Development Charges In Canadian Municipalities, Andrew Sancton
Reassessing The Case For Development Charges In Canadian Municipalities, Andrew Sancton
Centre for Urban Policy and Local Governance – Publications
“Growth should pay for growth.” This slogan—the common justification for development charges—is rarely challenged in municipal circles. The principle that those who cause new urban growth should pay for the infrastructure associated with it has generally been taken for granted, at least for the last few decades. Development charges evolved from post-1945 subdivision agreements and were initially accepted by most developers as a mechanism for enhancing the likelihood that current residents in a municipality would agree to new development. They now add as much as $90,000 to the cost of a new house in some parts of the Greater Toronto …
Impact Of Infrastructure On Trade: An Empirical Assessment By The Gravity Model In Ecowas, Kossi Edem Baita
Impact Of Infrastructure On Trade: An Empirical Assessment By The Gravity Model In Ecowas, Kossi Edem Baita
Young African Leaders Journal of Development
Increased trade is seen as one of the channels that can boost economic growth in ECOWAS. However, we are witnessing a relative decline in intra-ECOWAS trade. This relative weakness in intra-African trade is said to be due to trade barriers and obstacles, like the quality of infrastructure and transportation costs. In this paper, research is made into understanding the impact of infrastructure quality on trade in ECOWAS countries by referring to the gravity model. Estimates show that bilateral trade increases as the quality of infrastructure improves. Also, the results show that the value of bilateral trade increases with the size …

Parag Khanna, Connectography: Mapping The Future Of Global Civilization (2016), Sudipto Sarkar
Markets, Globalization & Development Review
Parag Khanna’s world tour through “Connectography: Mapping the Future of Global Civilization” provides the reader with vivid details of a connected world that we live in. The prime message of this book is connecting the global nodes through building infrastructure starting from oil pipelines to fibre optic cables. Exploring diverse arenas, this book gives an overview why “connectivity” is important for the entire world and not only for the selected few. Khanna’s pervading visionary approach covers bits and pieces of almost everything to make the world connected for future prosperity. However, a question still remains about how consistently his views …

Disamenity Or A Signal Of Competence? The Empirical Political Economy Of Local Road Maintenance, Benjamin Blemings, Margaret Bock
Disamenity Or A Signal Of Competence? The Empirical Political Economy Of Local Road Maintenance, Benjamin Blemings, Margaret Bock
Economics Faculty Working Papers Series
Empirical results find different conclusions than theoretical evidence of how electorates perceive road work. This paper uses a geographically smaller unit of analysis than prior work, political alignment, local election cycles, and difference-in-differences. It finds political distortions in invasive road maintenance timing and rules out maintenance seasonality. Spatial discontinuity plots leveraging ward boundary cutoffs confirm the shift. Results identify new public distortions to road maintenance, local election cycles, which are widespread and frequent. The estimates are used to calculate financial costs of local elections on road maintenance. Local elections have cost medium-large U.S. cities over $185.5 million from 1960- 2020.

Fertility And Rural Electrification In Bangladesh, Tomoki Fujii, Abu S. Shonchoy
Fertility And Rural Electrification In Bangladesh, Tomoki Fujii, Abu S. Shonchoy
Research Collection School Of Economics
We use contemporaneous and retrospective panel datasets to examine the household-level relationship between fertility and access to electricity in Bangladesh. We find that access to electricity reduces fertility by about 0.2 children over a period of five years or total fertility rate by about 1.2 in most estimates. This finding is robust with respect to the choice of the estimation method, the choice of sample, and potential presence of endogeneity. The finding also corroborates the theoretical predictions on time use and consumption pattern derived from our model of electrification and fertility. The results also suggest that television is an important …
Learning Consequences Of School Improvement In Mexico: Evidence From A Large Government Program, Carlos Alejandro Noyola Contreras
Learning Consequences Of School Improvement In Mexico: Evidence From A Large Government Program, Carlos Alejandro Noyola Contreras
Undergraduate Economic Review
I study the impact of investment in infrastructure of already existing poor schools and increased school based management on learning outcomes, as measured by student achievement in standardized tests. To that end, I implement a difference-in-differences design to compare schools that received money from a large government program to improve their physical conditions with those that do not, before and after program implementation. Unlike previous studies, I focus on the effect of improving schools that already exist, to see whether the impact is different from that of building schools. I find no evidence of positive impacts on test scores at …
U.S. Infrastructure: 1929-2017, Ray C. Fair
U.S. Infrastructure: 1929-2017, Ray C. Fair
Cowles Foundation Discussion Papers
This paper examines the history of U.S. infrastructure since 1929 and in the process reports an interesting fact about the U.S. economy. Infrastructure as a percent of GDP began a steady decline around 1970, and the government budget deficit became positive and large at roughly the same time. The infrastructure pattern in other countries does not mirror that in the United States, so the United States appears to be a special case. The overall results suggest that the United States became less future oriented beginning around 1970. This change has persisted. This is the interesting fact. Whether it can be …

The Politics Of Where: The Federal Government And Canada's Urbanization, 1867-2017, Charles D. Crenna
Electronic Thesis and Dissertation Repository
This dissertation responds to a single overarching research question: what is the nature and extent of the federal government’s influence on urbanization in Canada, both on its systems of cities and on their internal structure? Lessons learned regarding the federal role in Canada’s urbanization remain relevant and applicable to emerging conditions. They offer a sound, streetwise foundation for future urban policy development, based on understanding the vital politics of where.
Large, complex systems of cities are both self-organizing and responsive to strategic guidance by the federal government. Politically-difficult choices among competing urban locations can be made both by hiding …

The Distributional And Countercyclical Effects Of Public Capital Investment In Transportation Infrastructure, Matthijs B. Schendstok
The Distributional And Countercyclical Effects Of Public Capital Investment In Transportation Infrastructure, Matthijs B. Schendstok
Theses and Dissertations--Economics
While the long run productivity of federal highway infrastructure spending has been well researched, their short run effects and effects on income inequality. This dissertation explores those under-researched unconventional effects.
In the first chapter, I investigate the effects of federal infrastructure grants on income inequality. I find that grants reduce inequality in both recipient and neighboring states. The reduction is driven by greater income among the bottom three income quintiles. I explore two mechanisms using person level data and find that the reduction in inequality is attributable to higher income for low-skilled workers and workers working in low-skilled industries.

Hydropower Development And Regional Integration In The Greater Horn Of Africa, Temesgen Aschenek Zeleke
Young African Leaders Journal of Development
Inadequate and poor regional infrastructure networks posed an impact for escalation of insecurity and political instability in the greater horn of Africa. To deal with such problems, filling resource gaps through sharing resources in the way that maximizes mutual benefit is the major approach to be implemented. In this respect, fostering interdependence through infrastructural development of power interconnections is a best mechanism for energy led integration in the region. The purpose of this article is to analyze the major roles that Ethiopian hydropower development is playing in regional integration schemes. To this end, qualitative research methodology is employed to investigate …

Stumbling Toward The Up Escalator: How Trends In International Trade, Investment, And Finance Have Complicated Latin America’S Quest For Sustainable, Diversified Economic Development, Mary Eliza Rebecca Ray
Doctoral Dissertations
This dissertation explores economic, environmental, and social aspects of Latin America and the Caribbean’s (LAC’s) halting steps away from commodity dependence (the “down escalator” envisioned by Hans Singer). It focuses on the most recent commodity boom (2003-2013), during which the region shifted back toward primary commodity production under a new policy framework aimed at limiting the environmental and social costs of this production while more broadly sharing its benefits through infrastructure, social spending, and closer oversight of foreign investors. This dissertation’s three essays focus on three international flows: trade, development finance, and investment. The first essay weighs the environmental impact …

Impact Of Infrastructure On Economic Growth: A Panel Data Approach Using Pmg Estimator, Esra Kabaklarli, Fatih Mangir, Bansi Sawhney
International Review of Business and Economics
Growth theory asserts that infrastructure investments promote economic growth by improving the quality of life and increasing private sector productivity . Transport services, water utility services and telecommunication services provide better facilities to attract FDI (foreign direct investment) and increase productivity across sectors. The aim of this article is to analyze whether transport infrastructure investments have a strong effect on the economic growth. It also attempts to analyze the differential impact of each type of infrastructural spending on economic growth. Our data set covers annual data from 1993 to 2015 period for 15 OECD countries (Austria, Turkey, Czech Republic, Spain, …
