This Regional Planning studio project was undertaken for the Gardner Industrial Foundation ("the Foundation"). The Foundation requested that we make development recommendations for a 20 acre site along Main Street, adjacent to the "Central Business District" of Gardner, Massachusetts. The Site, containing mostly vacant manufacturing facilities, is a large and visually significant part of the downtown area. It is visible from Route 2, the main transportation highway in the region and is the "gateway property" to Main Street and the Central Business District after exiting Route 2 and heading downtown. This studio project conducted by second year Regional Planning students from the University of Massachusetts examined the potential impacts of moving the Steamship Authority Ferry Terminal from its current location in downtown Tisbury to town owned land on Beach Road, just west of the Oak Bluffs draw bridge (See Figure 1). The Steamship Authority acts as the life line which connects Martha's Vineyard to the mainland. After a preliminary evaluation of limited data, safety emerged as the predominant concern associated with the relocation site. Analyzing Performance Skewness In Public Agencies: The Case Of Urban Mass Transit, Herman L. Boschken

Previous studies of public organizational performance have focused mostly on operating efficiency, without dealing with the complex accountability problems associated with plural public interests. The fact that an agency exhibits multiple and often paradoxical performances has not been of comparable concern. This failure to account for performance in a multiple-constituencies context has led to a narrow view of how well agencies do. To broaden the research on agency performance, a multiple-constituencies model is introduced and tested for statistically significant variances. Discussions have drawn attention to the relationship between strategy and structure for much of the last quarter century. Yet, no firm basis has emerged to settle the issue of causal direction or to affirm the relationship's effects on organizational performance. By adding a new dimension to the strategy-structure model, this article attempts to conceptually link long-term performance with (a) the presence of subunits having distinctive competence in strategic planning and (b) the coordination of these differentiated subunits into a discernible micro-structure embedded within the overall organization. This article, which was published in 1985, describes the development of a "Post-Chicago" antitrust policy. The Chicago School of antitrust analysis has made an important and lasting contribution to antitrust policy. The School has placed an emphasis on economic analysis in antitrust jurisprudence that will likely never disappear. At the same time, however, the Chicago School's approach to antitrust is defective for two important reasons. First of all, the notion that public policymaking should be guided exclusively by a notion of efficiency based on the neoclassical market efficiency model is naive.
