The Happiness Alliance developed the Happiness Index to provide a survey instrument to community organizers, researchers, and others seeking to use a subjective well-being index and data. It is the only instrument of its kind freely available worldwide and translated into over ten languages. This instrument can be used to measure satisfaction with life and the conditions of life. This essay, the fourth and last of a series published by the Journal of Social Change, is intended as a tool for community organizers, local policy makers, researchers, students and others to incorporate subjective well-being indicators into their measurements and management of happiness and well-being in their communities, for policy purposes, for research and for other purposes. Sea level rise and other effects of climate change on oceans and coasts around the world are major reasons to halt the emissions of greenhouse gases to the maximum extent. But historical emissions and sea level rise have already begun so steps to adapt to a world where shorelines, coastal populations, and economies could be dramatically altered are now essential. This presents significant economic challenges in four areas. (1) Large expenditures for adaptation steps may be required but the extent of sea level rise and thus the expenditures are unknowable at this point. In 2009, the United Nations Food and Agriculture Organization (FAO) adopted the Agreement on Port State Measures to Prevent, Deter and Eliminate Illegal, Unreported and Unregulated (IUU) fishing (PSMA). Countries that ratify the treaty commit to exert greater control at ports over foreign-flagged vessels to detect IUU catch before it is offloaded from vessels, and prevent the ill-gotten catch from entering the world’s markets. The PSMA, when effectively implemented globally, will be a major deterrent to IUU fishing. This paper examines the Congressional success of United States Presidents based on the reported Congressional Quarterly Presidential Box Scores. Their individual success is examined as an effect of the senior staff member a President chooses and whether they are chosen from the campaign, personal experience, or previous administrations. It is important for a President to consider the origins of these staffers as these Assistants to the President act as the body of the President’s administration. Across the country local government revenues have decreased while operating costs such as fuel, materials, equipment, and health insurance costs have significantly increased. In addition to reduced revenues, interest earnings for city and county government investments are low. These factors combined have created a difficult financial arena in which local governments must operate. While economists are reporting signs of economic recovery, many city and county budgets are just now feeling the full brunt of the economic downturn that began in 2008. In developing a strategy for economic development, state government must consider the special needs of its small cities and rural areas. Well-meaning policies crafted for metropolitan areas have unintended and often negative consequences when applied statewide. This article is a revision of the author's topical discussion paper for the August 6, 1992, Conference on Rural and Small City Development at Mount Wachusett Community College, Gardner. It was used by the Massachusetts Executive Office of Economic Affairs and the University of Massachusetts in developing a statewide economic development strategy.
