In an effort to examine the causal determinants of performance dynamics for the administrative presidency, we apply empirical public management theory to White House administration to explain managerial performance. Utilizing original survey data that measures the perceptions of former officials from the Reagan, George H.W. Bush, and Clinton administrations, we conduct quantitative analyses to determine the extent to which a chief of staff’s background, relationship with the president, and internal as well as external management approaches shape overall perceptions of White House administrative efforts. We find that managerial dimensions matter considerably when explaining the dynamics of White House organizational performance.

On July 29, 2010, President Barack Obama took to the air on "The View" to talk politics, policy, and family. Pundits billed the visit as the first time a sitting U.S. president appeared in a daytime television program. The telecast drew about 6.7 million viewers, the highest rating ever for the show, and garnered the largest number of women viewers in 17 months. However, whether and to what extent Obama succeeded in getting his message out and endearing himself to female voters remains an open question that merits further scholarly inquiry. Politics Or Policy? How Rhetoric Matters To Presidential Leadership Of Congress, José Villalobos, Justin Vaughn, Julia Azari

In this study, we examine the linkage between presidential policy proposal messages and legislative success. Employing a dataset on presidential legislative proposals that covers the years 1949-2010, we find that politics matters less than policy. Purely political messages that reference the electoral logic of mandates or appeal to a sense of bipartisanship appear to have no impact on presidential legislative success, nor does policy signaling, though highlighting the role of agency-based policy experts in crafting legislation does. Presidential policy czars have been an important and powerful component of President Barack Obama’s approach to management and leadership in the first part of his time in office. By using czars, the President has been able to demonstrate the importance of policy issues, both to his own agenda and to the broader political system. In this chapter, we find that performance outcomes for these czars have been a mixed bag, with as many stories of success to report as tales of frustration and failure. The mainstream neoconservative perception of the persisting global conflict surrounding Iran’s nuclear program generally casts the nation as pursuing nuclear weaponry with the nefarious intentions of undermining western security interests and using these capabilities against Israel or European nations. Conversely, realist and constructivist scholars suggest that Iran’s alleged pursuit of nuclear weapons is anything but irrational. This project examines the rhetorical devices and practices used by the Obama Administration to express and construct opposition to the Palestinian Authority’s statehood bid. This study focuses on uncovering the ideology embedded within President Obama’s Speech to the United Nations General Assembly during the opening of the 66th Session. My Capstone Project is a rhetorical and descriptive analysis of President Woodrow Wilson’s most notable speeches from 1896 to 1917. As a scholar-president, I particularly focus on Wilson’s ability to translate his personal scholarship into effective rhetoric at different points in his career. Abstract: Through a case study utilizing the rhetoric of President Barack Obama and Secretary of State Hillary Clinton, this essay reveals the value of investigating the rhetoric of presidential surrogates in conjunction with presidential discourse. Support for this argument is derived from a close analysis of the combined rhetorical tactics of Obama and Clinton, illuminated by dramatistic criticism, value analysis, and mode of argument. Although an essential foundation for an analysis of an administration’s foreign policy rhetoric, the president’s discourse is not the only data that merits attention. With nonviolent revolution in particular, displaced governments leave a power and governance vacuum waiting to be filled. Such vacuums are particularly susceptible to what this Article will call “strategic ideological cooptation.” Following the regime disruption, peaceful chaos transitions into a period in which it is necessary to structure and order the emergent governance scheme. That period in which the new government scheme emerges is particularly fraught with danger when growing from peaceful chaos because nonviolent revolutions tend to be decentralized, unorganized, unsophisticated, and particularly vulnerable to cooptation. Between 2005 and 2010 Dutch Special Operations Forces (SOF) carried out three mission in Afghanistan. The authors describe these missions in which both Army SOF and Marine SOF took part. They describe SOF and analyze the planning and execution of SOF missions. Further, they discuss the insights and developments that resulted from these experiences. By doing this, they not only clarify but also explain recent developments in the Dutch SOF realm. The lessons learned and best practices identified are a sound foundation for the future of Dutch SOF. Agenda Setting From The Oval Office: An Experimental Examination Of Presidential Influence Over The Public Agenda, José D. Villalobos, Cigdem V. Sirin

This study employs an experimental approach to isolate and directly test the extent to which presidents can affect public perceptions of issue importance and support for policy action, taking into consideration key factors that condition such effects. Our findings provide new empirical evidence that presidents can, in fact, positively influence public opinion through agenda setting, particularly by increasing the perceptual importance of low salience foreign policy issues. However, the results also indicate that such positive effects do not translate into public support for policy action; instead, presidential appeals actually decrease support. Contemporary political theorists and philosophers of epistemology and religion have often drawn attention to the problem of reasonable disagreement. The idea that deliberators may reasonably persist in a disagreement even under ideal deliberative conditions and even over the long term poses a challenge to the common assumption that rationality should lead to consensus. This essay proposes a previously unrecognized source of reasonable disagreement, based on the notion that an individual's beliefs are rationally related to one another in a fabric of sentences or web of beliefs. In this essay, I aim to locate the scriptural force of American conservatism's secular canon. My basic claim is that the canon created and managed the potential for symbolic fusion and fracture among conservatives. The canon provided the tools to weather the rocky marriage between various conservative sects: traditionalists, libertarians, neoconservatives, and others; the canon afforded resources for each faction to establish their bona fides and to protect their version of authentic conservatism from impostors and apostates. I conclude by analyzing the link between the principles of classical conservatism and canonical politics.
