Work organizations increasingly adopt shared electronic databases. However, employees' unwillingness to contribute to shared resources undermines the utility of such technologies. Current research is limited to either a utilitarian or normative perspective. To advance understanding in this area, this study proposes a three-dimensional framework. It includes the utilitarian and normative perspectives as two complementary dimensions in addition to a third collaborative dimension. Based on this framework, the study identifies three key organizational processes and advances an additive model to predict employees' willingness to contribute to shared electronic databases. Media studies scholars have employed the "cultural circuit" model to analyze media in the context of capitalist political economy. This model identifies interrelated "moments' in which the meanings of cultural products are determined, negotiated, and subverted in interaction between producers and audiences. The turbulent evolution of new media, however, requires continuous reflection on the adequacy of conceptual tools. Analysis of recent controversy surrounding the Internet music-exchange service Napster indicates that the cultural circuit model must be modified to accommodate the emerging media of cyber-culture.

In an attempt to empirically explore the ways in which governments take advantage of interactive interfaces on the Web for public diplomacy purposes, the authors conduct a content analysis on 83 nations’ ministry of foreign affairs Websites. Through a statistical analysis, they found that a nation’s Gross Domestic Product (GDP) and level of telecommunication infrastructure are significant factors in accounting for variations in the level of interactivity offered in such E-Government Websites. This chapter explores the theoretical and conceptual assumptions underlying the notion of virtual community. Drawing from relevant literature, the author first examines the fundamental properties of the Internet as both technological and cultural artifact and argues that the Internet can embody different technological, functional, and symbolic meanings that will have direct implications for how communities are formed and experienced. Building on that framework, the second part of the chapter focuses on the sociological and psychological bases of community and explores how such conceptions change with the emergence of the Internet. A layered, fractured text; the writing blurs the lines between sense and nonsense making, self and other.
