The Latina/o community is in the midst of a major demographic shift upwards- Along with this population growth, there has been an explosion of Latina,/os across the spectrum of popular culture. However, lack of access to mass-media outlets and social constructions in mainstream society pose obstacles to Latina/o freedom of expression. Meanwhile, the Internet is evolving into a powerful platform for communication and freedom of speech- By developing a stronger Latina/o presence online, it may be possible to channel the power of the Internet as a vehicle for empowerment, expression and freedom of speech.

During the spring and summer of 1999, the Low Power Radio Service Notice of Proposed Rulemaking (NPRM) by the Federal Communication Commission (FCC) recently drew a record number of responses. Several thousand people from all over the country participated in what has traditionally been the purview of major corporations and institutions, including 1120 individuals who signed the Micro Radio Empowerment Coalition comments. This paper examines that response and its implications for the micro radio and other activist movements. The Baldwin Effect: An Archeology, David Depew

Abstract: “The Baldwin effect” stands for a wide variety of ways in which learn ing can be conceived as guiding adap tive evolution ary change. An analysis of the history of this notion reveals that it does not reliably refer either to a theory-neutral empirical phenomenon or to a single theoretical hypothesis. On the contrary, articulations of the general idea depend on distinctive, but in commensurable, theoretical backgrounds. In reconstructing the conceptual history of the Baldwin effect I hope to support contemporary explorations of idea by encouraging the articulation of new theoretical frameworks in which it might make sense.
