By failing to appropriately treat adults and children with severe mental illness, we incur enormous social costs through payments for disability benefits (Medicaid, SSI, SSDI), increased medical expenses, accidents and suicides, avoidable criminal justice proceedings, lost productivity, and increased need for homeless shelters and services. People who are underinsured are forced by arbitrary caps and limits to increasingly rely on the public sector. By providing parity for mental health, Florida will bring mental health into the mainstream of health care and become a leader in dispelling the prejudice that surrounds treatment of persons with severe mental illness.

Farmers' Perspectives Of Michigan State University Extension: Trends And Lessons From 1996 And 1999, Michelle Campo, Murari Suvedi, Maria Lapinski

In 1994, Michigan State University Extension (MSUE) reorganized into Area of Expertise teams (AOE) linking county agents and specialists around specific commodity groups' needs. A statewide survey was conducted in 1996 and 1999 to determine agricultural producers' educational needs and perceptions of MSUE. Participation rates among full-time farmers in MSUE programs are high. The number of part-time farmers is increasing, and these farmers are participating less in MSUE programs. Farmers want one-on-one interaction with Extension agents. Marketing, business management and farm economics were named as important educational needs by significantly more farmers in 1999 than in 1996.

In the history of data processing and computer science the early 1960s were a phase of fundamental decisions. Standards in computer architecture and hardware that are still valid today were established to a large extent. The period of prototypes was finally over. Driven by the military needs in the cold war computers had become industrially manufac- tured products.

Für die Akzeptanz netzbasierter Mediendienste ist die technische Weiterentwicklung der Mensch-Maschine-Schnittstelle von großer Bedeutung. Das Fraunhofer-Institut für Systemtechnik und Innovationsforschung (ISI) in Karlsruhe hat Experten um eine Einschätzung verschiedener Akzeptanzfaktoren, der zukünftigen Entwicklung des Mediennutzungsverhaltens, der Versorgungswege und Endgeräteausstattung sowie der Marktentwicklung gebeten. Im Gegensatz zu weitverbreiteten technophilen Möglichkeitsszenarien werden auf dieser Basis Perspektiven aufgezeigt, die angesichts heutiger Wünsche der Nutzer an die Technikgestaltung und der technischen Möglichkeiten realistisch erscheinen.

Die Geistigen Und Technischen Wurzeln Des Personal Computers, Michael Friedewald

Personal Computer sind aus der heutigen Arbeitswelt nicht wegzudenken und haben längst ihren festen Platz als privates Kommunikationsmedium. Die historische Analyse zeigt, dass die Ent-wicklung des interaktiven Computers von 1945 bis 1985 nicht zielgerichtet erfolgte. Der heu- tige Stand der Technik ist vielmehr Schlusspunkt einer eher zufälligen Folge lokaler Gegebenhei- ten und Umstände. Technische Neuerungen, wie der Digitalcomputer und die Mikrochips, aber auch theoretische Konzepte (Kybernetik, Kognitive Psychologie) und Visionen trieben die Ent- wicklung voran. Entscheidend für den Durchbruch war das Zusammentreffen akademischer und anwendungsorientierter Forschung.

Jean Goodwin
A generation before Beardsley, legal scholar John Henry Wigmore invented a scheme for representing arguments in a tree diagram, aimed to help advocates analyze the proof of facts at trial. In this essay, I describe Wigmore's "Chart Method" and trace its origin and influence. Wigmore, I argue, contributes to contemporary theory in two ways. His rhetorical approach to diagramming provides a novel perspective on problems about the theory of reasoning, premise adequacy, and dialectical obligations. Further, he advances a novel solution to the problem of assessing argument quality by representing the strength of argument in meeting objections.

In the social sciences, we usually think of criteria as culture-free standards that stand apart from human subjectivity and value. The author argues in this article, however, that conflicts over which criteria to apply usually boil down to differences in values that are contingent on human choices. The demand for criteria reflects the desire to contain freedom, limit possibilities, and resist change. Ultimately, all standards of evaluation rest on a research community’s agreement to comply with theirownhumanly developed conventions. The author ends by considering the personal standards that he applies to works that fall under the new rubric of poetic …
