A folksongs karaoke product has been created to increase usage of subtitled media to enhance literacy and technology use, particularly among girls in rural India. This entails generating and proliferating popular local folksongs with social and cultural themes of interest to girls, accompanied by the award-winning Same Language Subtitling (SLS) feature. In this paper, the prime goal is to discuss possible implications of this novel technology content on girls’ socialization, education, and activism. Querying Formal Contexts With Answer Set Programs, Pascal Hitzler, Markus Krotzsch

Recent studies showed how a seamless integration of formal concept analysis (FCA), logic of domains, and answer set programming (ASP) can be achieved. Based on these results for combining hierarchical knowledge with classical rule-based formalisms, we introduce an expressive common-sense query language for formal contexts. Although this approach is conceptually based on order-theoretic paradigms, we show how it can be implemented on top of standard ASP systems. Advanced features, such as default negation and disjunctive rules, thus become practically available for processing contextual data.

Digital technologies, it is claimed, provide enhanced opportunities for interactivity and participatory engagement in media communication for ordinary audience members. Whether arising simply from the enhanced functionality offered to media consumers, or through utilising the various channels available to audiences to talk back to media providers, it would appear that audiences are empowered in new ways, previously unavailable in the analogue era. Librarians have often led the way in championing Open-Access (OA) journals on the Internet as an alternative to established journal titles that are subscription based. In the discipline of Library and Information Science, all types of journals continue to be published—paper and electronic, subscription-based and free. Using a survey, this article explores how some librarians view OA titles. The article collects suggestions for editors of OA journals. The article also asks questions about the relationship of OA journals to the promotion and tenure process for academic librarians.

We present methods for optimally adapting Web processes to exogenous events while preserving inter-service dependencies. For example, in a supply chain process, orders placed by the manufacturer may get delayed in arriving. In response to this event, the manufacturer has the choice of either waiting out the delay or changing the supplier. Additionally, there may be compatibility constraints between the different orders, thereby introducing the problem of coordination between them if the manufacturer chooses to change the suppliers. Broadband penetration and available speeds vary widely across OECD countries. Policymakers around the world, and especially in countries like the U.S. that lag in the rankings, are searching for policies to narrow those gaps. Relatively little empirical work tests possible reasons for these differences. In this paper I test the impacts of regulations and demographics on broadband development in a panel dataset across countries. In this paper we present a MOF compliant metamodel and UML profile for the Semantic Web Rule Language (SWRL) that integrates with our previous work on a metamodel and UML profile for OWL DL. Based on this metamodel and profile, UML tools can be used for visual modeling of rule-extended ontologies.

We introduce a new method for masquerader detection that only uses a user’s own data for training, called Oneclass Classification using Length statistics of Emerging Patterns (OCLEP). Emerging patterns (EPs) are patterns whose support increases from one dataset/class to another with a big ratio, and have been very useful in earlier studies. OCLEP classifies a case T as self or masquerader by using the average length of EPs obtained by contrasting T against sets of samples of a user’s normal data. In this paper we present a new tool for semantic analytics through 3D visualization called “Semantic Analytics Visualization” (SAV). It has the capability for visualizing ontologies and meta-data including annotated web-documents, images, and digital media such as audio and video clips in a synthetic three-dimensional semi-immersive environment. More importantly, SAV supports visual semantic analytics, whereby an analyst can interactively investigate complex relationships between heterogeneous information. This dissertation examined state legislators’ dissemination of innovations on their websites by determining the extent to which state legislators’ web sites reflect “best practices” as recommended by Park and Choi (2002) and Jewell (1982). The researcher utilizes content analysis to determine which legislators employ tools of sophistication, as well as relationship-building tools. In addition, the researcher interviewed webmasters across the country to determine the limitations placed on legislators. Finally, the researcher examined legislator and constituency demographics. The purpose of this study is to investigate mobile phone usage patterns among students of the Department of Library and Information Science, Delta State University, Abraka, Nigeria. Through systematic random sampling technique, data were collected by means of a questionnaire from one hundred (110) undergraduate students. Results reveal that a majority of the respondents communicate using their own handsets; the students also use mobile phones at mobile phone shops/booths/kiosks. In this working paper, my goal is to revisit Habermasian public sphere theory by first discussing its strengths and weaknesses in the context of today’s (western European) television landscape. I then move on to exploring one reconceptualization of television as a public sphere, that of the Swedish scholar Peter Dahlgren (1995 & 2005). Finally, I elaborate and further develop those key aspects of Dahlgren’s model that I consider particularly relevant for rethinking the public sphere of today.

Analyzing clustering structures in data streams can provide critical information for making decision in real time. In this paper, we present a framework for detecting the change of critical clustering structure in categorical data streams. The framework consists of the Hierarchical Entropy Tree structure (HE-Tree) and the extended ACE clustering algorithm. HE-Tree can efficiently capture the entropy property of the categorical data streams and allow us to draw precise clustering information from the data stream for high-quality BkPLots with the extended ACE algorithm.
