Seventeen percent of the average monthly cellular phone bill in 2004 was comprised of federal, state, and local taxes. As the number of wireless subscribers across the nation continues to increase, states, cities, and counties are increasingly seizing upon cellular taxation as a panacea for budget shortfalls. The purpose of this study was to investigate the relationship of online discussion board interactions of adult learners and their satisfaction with their experience. Specifically, this study's objectives were to examine the asynchronous volumetric and frequency textual communication patterns through online discussion boards and the association to adult learner satisfaction for 102 electronically surveyed adult learners at a mid-western university during the 2005-2006 academic year. Highly reliable (Cronbach alpha = 0.97) and valid data were collected from a learner satisfaction form developed specifically for the outcome variable o f this study. We present two new algorithms for online learning in reproducing kernel Hilbert spaces. Our first algorithm, ILK (implicit online learning with kernels), employs a new, implicit update technique that can be applied to a wide variety of convex loss functions. We then introduce a bounded memory version, SILK (sparse ILK), that maintains a compact representation of the predictor without compromising solution quality, even in non-stationary environments. We prove loss bounds and analyze the convergence rate of both. Experimental evidence shows that our proposed algorithms outperform current methods on synthetic and real data.

The rise of the Internet has changed the First Amendment drama, for governments confront technical and political obstacles to sanctioning either speakers or listeners in cyberspace. Faced with these challenges, regulators have fallen back on alternatives, predicated on the fact that, in contrast to the usual free expression scenario, the Internet is not dyadic. The Internet's resistance to direct regulation of speakers and listeners rests on a complex chain of connections, and emerging regulatory mechanisms have begun to focus on the weak links in that chain. The original configuration of the COST A20 group included provision for an internet and music research group but this was re-focussed following a re-organisation in which DRACE was more formally incorporated. Logic programming has always been a major ontology modeling paradigm, and is frequently being used in large research projects and industrial applications, e.g., by means of the F-Logic reasoning engine OntoBroker or the TRIPLE query, inference, and transformation language and system. At the same time, the Web Ontology Language OWL has been recommended by the W3C for modeling ontologies for the Web. Naturally, it is desirable to investigate the interoperability between both paradigms. Horn-SHIQ has been identified as a fragment of the description logic SHIQ for which inferencing is in PT_IME with respect to the size of the ABox. This enables reasoning with larger ABoxes in situations where the TBox is static, and represents one approach towards tractable description logic reasoning. In this paper, we show that reasoning in Horn-SHIQ, in spite of its low datacomplexity, is E_xpT_IME-hard with respect to the overall size of the knowledge base. We address the issue of extracting implicit and explicit relationships between entities in biomedical text. We argue that entities seldom occur in text in their simple form and that relationships in text relate the modified, complex forms of entities with each other. We present a rule-based method for (1) extraction of such complex entities and (2) relationships between them and (3) the conversion of such relationships into RDF. Furthermore, we present results that clearly demonstrate the utility of the generated RDF in discovering knowledge from text corpora by means of locating paths composed of the extracted relationships.

We present methods for optimally adapting Web processes to exogenous events while preserving inter-service constraints that necessitate coordination. For example, in a supply chain process, orders placed by a manufacturer may get delayed in arriving. In response to this event, the manufacturer has the choice of either waiting out the delay or changing the supplier. Additionally, there may be compatibility constraints between the different orders, thereby introducing the problem of coordination between them if the manufacturer chooses to change the suppliers. Text search engines are inadequate for indexing and searching XML documents because they ignore metadata and aggregation structure implicit in the XML documents. On the other hand, the query languages supported by specialized XML search engines are very complex. In this paper, we present a simple yet flexible query language, and develop its semantics to enable intuitively appealing extraction of relevant fragments of information while simultaneously falling back on retrieval through plain text search if necessary. We also present a simple yet robust relevance ranking for heterogeneous document-centric XML.

Work organizations increasingly adopt shared electronic databases. However, employees' unwillingness to contribute to shared resources undermines the utility of such technologies. Current research is limited to either a utilitarian or normative perspective. To advance understanding in this area, this study proposes a three-dimensional framework. It includes the utilitarian and normative perspectives as two complementary dimensions in addition to a third collaborative dimension. Based on this framework, the study identifies three key organizational processes and advances an additive model to predict employees' willingness to contribute to shared electronic databases. In 2005, the FCC changed the competitive landscape of the high-speed Internet access industry by classifying both DSL and cable modem service as "information services." While many hail this move as a victory for competition and free markets, others fear the ruling could jeopardize the future of the Internet. This iBrief examines the potential end of "net neutrality" and concludes that new federal regulations are unnecessary because antitrust laws and a competitive marketplace will provide consumers with sufficient protection.

Abstract

We describe a pre-professional development program for library school graduate assistants that helped participants learn career survival skills, gave them an overview of academic librarianship, and encouraged networking. Many intern or graduate assistant programs have focused on primary job training, but we know of few other assistantship programs featuring pre-professional development sessions on career survival skills like writing a CV or crafting a poster session. We discuss the structure, topics, and results of our program and provide suggestions for creating similar programs at other academic libraries.

This paper examines the concept of collegiality and how it can be applied to academic libraries. This includes a definition of what collegiality is, a review of the library literature which describes how other writers have seen this issue, and a discussion of how collegiality can be applied in libraries. This includes an examination of how faculty in a library and faculty on other parts of campus work differently which makes collegiality more important in the library. It also looks at why collegiality is important in academic libraries where librarians work hand-in-hand with support staff and student employees.

This article profiles a project to expand our general Information Literacy Tutorial into WebCT for students taking online courses. The Tutorial has provided online learners with a grasp of information competencies. The process of the project has confirmed the importance of academic librarians’ collaborative role in distance learning community. It presents both opportunities and challenges for academic librarians to collaborate with faculty and educational technology specialists in integrating information literacy education into the course management system. More active multi-aspect collaborations are required to ensure effective teaching information literacy via the courseware.
