Much research has focused on explaining the very high rate of radicalization among a small number of Caribbean island nations. This paper instead investigates the history and current status of countering violent extremism policies in Trinidad and Tobago, focusing on government, international partners, and local NGO programming in the field. Through an analysis of extended interviews with grassroots organizations, politicians, and members of the security administration alongside a desk review of existing literature and evaluations of CVE programming, we seek to illuminate gaps between official policies and actual, on the ground practices. Purpose – This paper reviews the normative literature of performance measurement within the context of Public-Private Partnerships (PPPs). The purpose of this paper is to examine the effectiveness of current ex post evaluations of PPPs and identify a feasible direction to comprehensively and effectively measure the performance of PPP infrastructure projects.

Design/methodology/approach – An in-depth literature review is conducted in this paper. The focus of the review is associated with the general performance measurement and performance measurements of PPPs.

An Assessment Of Goal-Free Evaluation: Case Studies Of Four Goal-Free Evaluations, Brandon Youker, Allyssa Ingraham, Nicholas Bayer

This article provides a descriptive review of four goal-free program evaluations (GFE). GFE is an evaluation model where the independent evaluator is intentionally screened from the program’s stated goals and objectives in hopes of reducing potential goal-related tunnel vision. The findings from these GFE case studies are focused in three areas: (1) elements of the programs that were evaluated and their existing evaluation contexts (e.g., pre-evaluation conditions, size of evaluation budget), (2) design of the GFEs (e.g., screening method, data collection methods), and (3) expertise of the goal-free evaluators (e.g., training, degrees attained). Historically, foundation-supported program evaluations focused on goal attainment. Goal-free evaluation (GFE) is a model in which the goals and objectives are screened from the evaluator. Several obstacles must be overcome in persuading foundations and programs to consider GFE as a viable option, because both tend to view goal attainment as intuitively and inextricably linked to evaluation. These beliefs are contrary to the fact that successful goal-free product evaluations have been done for more than 75 years. SonomaWORKS was a ‘welfare to work’ program that was evaluated through grant funding from the US Department of Justice in the late 1990's. The outcomes from the research show some indication of success in moving long term welfare dependant families into full time and part time work. From its inception in the autumn of 2008, of the Dispute Resolution Section’s Pro-Bono Mediation Project represented the best type of collaboration between members of the Dispute Resolution Section and community organizations, one designed to improve the lives of the citizens of North Carolina through the use of alternative dispute resolution. Every option explored and decision made was done in the spirit of the 4ALL Campaign. Those involved have the leadership of the North Carolina Bar Association to thank for their vision and leadership in implementing such an innovative and needed project.
