Historic preservation has been a successful economic development tool that has led to heritage tourism in some Tennessee towns but not in others. The problem studied was to determine if there was a set of tangible attributes a town must possess to be successful in using historic preservation as an economic development tool. Through an extensive literature review, 59 predictor variables were identified and arranged into 6 research questions looking at the tangible attributes related to town demographics, geography, organizational structure, historic preservation organizations, heritage tourism organizations, and town financial structure. Cost estimates are a vital component of any transportation project, but they are particularly significant at the environmental review stage. The accuracy of these estimates in publicly-accessible environmental documents is important for decision making and public trust and is necessary for transportation agencies to make the best available decision to help an area address its transportation needs. Interpretation seeks to help visitors to make intellectual and emotional connections between themselves and park resources through a communication process. To accomplish this goal, interpreters must be intimately knowledgeable of park resources as well as excellent communicators. A substantial literature describes factors that prevent people from participating in and enjoying leisure and recreation activities. These factors have often been regarded as negative and helping individuals use strategies to maintain participation has been advised. The primary purpose of this study was to explore whether losses catalyzed selective optimization of resources. This study investigates the impacts of regional characteristics on the early-stage performance of New Technology-Based Firms (NTBFs) in catch-up regions where a mature industrial cluster has yet to be formed. It hypothesized that the average NTBF performance in a region is a function of its scientist job market conditions, cultural diversity, venture capital, academic research, industrial structure, and local entrepreneurial climate. Elderly persons in long-term care settings are exceptionally vulnerable to abuse, neglect, and exploitation necessitating special protective measures by criminal justice, social services, and health care agencies. In 2006, 28.6% of Michigan households with a family member in long-term care reported that person having experienced one or more forms of abuse including physical, caretaking, verbal, emotional, neglect, sexual, and exploitation (Post, 2006). Criminal justice agencies were scrambling to identify programs aimed at reducing elder abuse in long-term care. Michigan was selected as one of seven states designated as a federal pilot test site. The purpose of this study was twofold: (1) to replicate Victor and Cullen's (1987; 1988) studies to confirm whether ethical climates (ECs) arise in skilled nursing facilities (SNFs), and whether organizations and groups within organizations have identifiable ECs; and (2) to test a model that examines the effects of ECs and perceived organizational support (POS) on licensed nurses' turnover intention (TOI) through job satisfaction (JS) and organizational commitment (OC).
A cross-sectional survey design was implemented. Three hundred and fifty nine freestanding SNFs were selected in a midwestern state. While a total of 110 facilities (31%) agreed to participate, responses were …

When considering future casino development, it is important to know whether the magnitude of a casino's economic impact.
A way to understand the impact of adding a casino to a rural Michigan community is to study the economic changes during the 6 years surrounding casino's opening. If significant changes occur in population, employment, and commercial, industrial, and residential property values, it may be possible to attribute this change to the introduction of a casino.

Quilters have been traveling to regional, national, and international symposia since the beginning of the quilt revival in the 1970's (Bonesteel Films, (Producer), 2005, The Great American Quilt Revival, UNC-TV). These events have attracted large crowds, mostly women, yet there is little data about their travel behavior (L. Brodsky, Country Heritage Tours, personal conversation October 29, 2007). In response to the lack of information on quilting travel, this research was undertaken to determine if quilting experience, skill level and level of serious leisure predict quilting travel behavior.

Human rights violations and abuses affect every region of the globe. The most recent Amnesty International Annual Report details violations in 149 countries. While there are no simple solutions to a problem of this magnitude and complexity, the support of powerful social groups can help in providing relief to the victims, pressure on abusive governments, legal consequences for abusers, and other resources in combating the violence that seems to chronically plague over our world. This thesis presents a challenge to policy initiatives that presume that patient-centered care will reduce racial disparities in health. Data from the Medical Expenditure Panel Survey were used to test patient assessment of provider behavior defined as patient-centered care according to the National Health Disparities Report of the Agency for Healthcare Research and Quality of the Department of Health and Human Services. Results indicated patient-centered care improves self-rated health status, but blacks still report worse health status than whites experiencing comparable patient-centered care. Further, black-white differences in patient-centered care had no affect on health status. Rival theories of black-white differences …

Societies frequently implement land use policies to regulate resource extraction or to regulate development. However, two important policy questions remain unresolved. First, how effective are land use regulations? Second, how do land use regulations affect socioeconomic conditions? Three issues complicate the evaluation of land use policies: (1) overt bias may lead to incorrect estimates of policy effects if implementation is nonrandom; (2) the policy may affect outcomes in neighboring unregulated lands; and (3) unobservable differences between regulated and unregulated lands may lead to biased assessments. Previous evaluations of land use policies fail to address these sources of bias simultaneously. In …

This study explores the manner in which leaders working in the domestic violence field in the US have or have not adopted a human rights framework and what impact this has had on domestic violence policy and intervention. Participants included leaders from national domestic violence and human rights organizations. This study examines 1) whether the different expenditure mechanisms used by the National Institutes of Health (NIH) invite different sources of influences on the budget process and thus on the expenditure outcomes and 2) whether the frequent use of omnibus appropriations bills since 1996 has changed budget levels of the institutes under the NIH. An adoption model was proposed to examine the influence of four types of organizational factors- organizational capacity, organizational structure, operating environment and grantmaking orientation- on the adoption of four effectiveness best practices, formal evaluation, knowledge management, leadership development and operating grants in philanthropic foundations. Data were collected from a national survey of foundations and the Foundation Center database. The results indicate that the grantmaking orientation of a foundation is the greatest indicator of adoptive behavior. Furthermore, capacity constraints are most relevant to the adoption decision when the adopting practice requires significant investments of time, money and expertise. Given the social …

The process in Nevada used to select textbooks, the main tools for classroom instruction, is a complex web of various stakeholders and interactions. Ensuring that quality textbooks get into the hands of Nevada's teachers and students is the goal of the selection process. The main impediments affecting the selection process may be found in the structure of the process and how the stakeholders interact. In most cases, these interactions and responsibilities are dictated by state law and were established gradually over several years. Parents of elementary school children in the small, rural area of Unicoi County, TN were surveyed to determine their attitudes toward health, nutrition, and Unicoi County Schools' Wellness Policy. Elementary school classrooms were randomly chosen to receive surveys for the children's parents to return by mail. Data were compiled and analyzed using SPSS software. Over 99% of parents stated that nutrition education in schools was important, and 96% stated schools played an important role in their child's health. The assessment provided meaningful data and laid groundwork for future nutrition education programs. The research showed rural, lower-income parents are supportive of …
