Minimising Attainment Deficit: A Leadership Process Theory, George K. Kriflik, Robert Jones

Leadership as a process was found by RTA workers to fulfill their need for attaining their potential in their jobs. This article presents an overview of this substantive theory which emerged during a Grounded Theory study. Minimising Attainment Deficit, the process, comprises a number of Leader Strategies which aim to modify workplace conditions and so alter workers’ behaviours. The fundamental premise of this theory is the workers’ perceptions of their own potential and their perception of what they are currently achieving, and that any shortfall in achievement results in an Attainment Deficit. Those interested and concerned about rural Nebraska often focus on population data. In recent months, the media have been very active in focusing on this issue, largely because of the release of the 2000 U. S. Census numbers. For the most part, media reports and analysis have painted a fairly bleak picture of what happened in rural Nebraska during the decade of the 1990s. In this short article we summarize how the recent Census data can be used to paint such a bleak picture and refer to this as “the glass is half empty” story. We then provide an alternative …

Speech delivered by WKU president Gary Ransdell at the National Governor's Association Center for Best Practices. In response to Governor Patton's challenges to create Programs of Distinction and enhance the state's capacity for economic development, we, at Western, have created a series of applied science centers. These centers are directing faculty talent toward creating a relevant curriculum in the sciences, toward solving environmental and material problems which limit economic development, and toward creating practice-based experiences for students. A by-product of these centers is a strengthened core curriculum which brings the applied sciences into focus for all WKU students.

Maintaining rural community economic viability, schools, and retaining youth are concerns for many rural areas. The current population shift from rural to urban areas is compounding the issue. One means of keeping young people and adults in rural communities and encouraging people to move from urban to rural communities is to provide high quality, relevant, affordable educational programs on demand. The Mead Agricultural Sciences Magnet School, the first rural magnet school, was created to fill such a void. Now in its third year of operation, the rural agricultural sciences magnet school concept is being incorporated into three other communities.

Thoughts. on appropriate conceptualization, measurement and accurate characterization of determinants of poverty has a long history. From analytical perspective, thinking about poverty can be traced back at least to the codification of poor laws in medieval England, through to the pioneering empirical studies, at the tum of the century, by Booth in London and by Rowntree in York. Rowntree's study, published in 1901, was the first to develop a poverty standard for individual families, based on estimates of nutritional and other requirements. In the 1960s, the main focus of poverty debate was on the level of income, reflected in macro …

The paper established the facts that poverty is indeed increasing in Nigeria based on the poverty assessment study commissioned and sponsored by the World Bank in 1995.
