In an effort to contain costs and increase accessibility to health care coverage, Minnesota has begun to transfer medical assistance recipients into Health Maintenance Organizations. This research project explores this change in funding and its impact on the provision of family preservation services. This project focuses on the characteristics of family preservation programs, their effectiveness at teaching families the skills needed to stay together, and the limited mental health care coverage provided under group health plans and its impact on service utilization. Managerial accountability (or the lack of it) to shareholders has been described as “one of the major socio-legal problems of the twentieth century”. That such a comment has come to be made seems inevitable given the fact that common law courts have consistently upheld, in the absence of fraud, the managerial authority of the Board against the shareholders in general meeting. The Directors have almost absolute authority to decide what is, in their opinion, in the commercial interests of the company. A Methodology For Evaluating Military Systems In A Counterproliferation Role, Stanley Stafira Jr.

This thesis develops a methodology to evaluate how dissimilar military systems support the accomplishment of the United States? counterproliferation objectives. The overall scope is to develop a model of the counterproliferation decision process that enables systems to be evaluated against common criteria. By using decision analysis, an influence diagram model is developed which represents military activities in the counterproliferation process. The key questions which must be asked in evaluating counterproliferation systems are highlighted. An analysis of perfect intelligence, perfect defensive, and perfect offensive systems reveal that a perfect intelligence system provides the greatest potential to meet the United States' counterproliferation …

On The Evolution Of Altruistic Ethical Rules For Siblings, Ted Bergstrom

This paper explores the evolutionary foundations of altruism among siblings and extends biologists' kin-selection theory to a richer class of games between relatives. It shows that a population will resist invasion by dominant mutant genes if individuals maximize a "semi-Kantian" utility function in games with their siblings. It is shown that a population that resists invasion by dominant mutants may be invaded by recessive mutants. Conditions are found under which a population resists invasion by dominant and also by recessive mutants. (JEL C70, D10, D63)

Background: Since the recognition that human immunodeficiency virus is transmissible by blood transfusion there has been increasing public and professional support for autologous blood donations before elective surgery. Autologous blood donation is, however, a more expensive process than the donation of allogeneic blood by community volunteers. Furthermore, there have been recent improvements in the safety of the volunteer blood supply. Methods: We used a decision-analysis model to assess the cost effectiveness of donating autologous blood for four surgical procedures. Cost data were collected from the observation of transfusion practice at the University of California, Los Angeles, in 1992. Estimates of …
