Government needs to invest more in an expanding economy. This can be done by 1) devoting more of the budget to civilian R & D, education, and infrastructure; 2) restoring growth incentives such as an investment tax credit; 3) eliminating double taxation of dividends; 4) providing economic rationality to expanding government regulation; and 5) dealing with the inadequate education of a large portion of the labor force.

The Effects Of Relaxation Plus Imaginal Flooding Versus Relaxation Only On Panic Attacks In Veterans With Post-Traumatic Stress Disorder, Jan E . Bachman

Many Vietnam veterans experience intrusive recollections of combat-related events in the form of nightmares and flashbacks, a primary symptom of Post-traumatic Stress Disorder (PTSD). Imaginai flooding has shown some promise in reducing the frequency and intensity of these. Cognitive- behavioral therapies have also been used, but their effectiveness has not been studied. Experiment 1 attempted to determine whether a self-imposed version of imaginai flooding (called Self-Imaginai Flooding) could be used rather than the usual therapist-led procedure, and whether treatment effects could generalize from the treated to untreated intrusive memories. An experienced ex-pat deminer was working on manual clearance of PTMIBA-III AT mines. The mines were surface laid and in a regular pattern. He had disarmed several that morning and had changed with his No2. He returned after a rest break and approached the next mine in the row. He was witnessed approaching the mine, bending down and it is believed he had a tool in his hand. He reached the mine and his partner reported that he was brushing the sand from the top of the mine when it detonated.

The victim was coming to the end of his shift when he discovered a V-69 and began to expose it for demolition. His partner reported that the victim was racing against the tide to get the job finished, when suddenly the sand gave way and he slid into the hole he was excavating. This may have been because of his heavy weight and the sand getting wetter (softer) as the tide advanced. The mine functioned, bounded and detonated. It is not clear whether it detonated against his lower body or at a distance from it.

Special Events And Community Elites: An Exploratory Study, Roger A. Lohmann

Faculty & Staff Scholarship

Special events are an important phenomenon in the American voluntary sector, both as a form of fundraising activity and as celebrations of the efforts of volunteers and recognition of the importance of causes and problems. This unpublished paper reports on a study of a national sample of elite special events publicized in a national circulation magazine which at the time published a regular feature in each issue highlighting charitable events. Findings profile the kinds of events and beneficiaries identified as special events during the 1980s, before an extensive amount of fundraising research had been done.

Debates over government regulation are often erroneously framed as a battle between business and the public interest. For government officials, however, regulation is an easy way to advance policy agendas without spending much federal money. But every time the government imposes new standards on the workplace or increases employee benefits, it imposes a more expensive method of production on businesses. Politicians are able to simultaneously vote for the better treatment of employees and criticize "greedy" companies. Consumers, meanwhile, suffer by paying for these hidden taxes.

The Omnibus Budget Reconciliation Act of 1990 (OBRA), passed by Congress in November 1990, placed new requirements on local governments for withholding Social Security taxes on wages paid to employees. Final regulations were issued by the U.S. Department of the Treasury and the Internal Revenue Service on June 28, 1991. These regulations affect all public sector employees who are not part of , a qualified retirement plan. Because of uncertainties I.and questions regarding the provisions of the law, this Technical Bulletin offers answers on how the act affects municipal governments in Tennessee.
