n 1990 Milwaukee County created a “Youth Initiative” to improve the delivery of services to youth. The Youth Initiative Committee made significant recommendations for altering the delivery of county social services and targeting "multiple-problem" families in Milwaukee zipcode areas 53204 and 53206. The Employment and Training Institute was asked to identify those families most in need of county social service intervention, to identify those children most at risk, and to provide measures of accountability which could be applied to government and private programs aimed at assisting these children and their families. In April 1990 as part of its evaluation of the Wisconsin “Learnfare” experiment for the Wisconsin Department of Health and Social Services and the U.S. Department of Health and Human Services, the Employment and Training Institute surveyed the district administrators of the 429 public school districts in Wisconsin to solicit information on the implementation of “Learnfare” in their districts. In all, 351 school districts responded to the survey (82% of the total), including all districts in the state with forty or more AFDC teens under the “Learnfare” requirement. In July, 1987 the State of Wisconsin enacted legislation implementing a "Learnfare" policy for families with teenagers receiving Aid to Families with Dependent Children (AFDC) and who have not completed high school or obtained a GED. Under the policy families are denied AFDC support for teens (or teen parents) not attending school regularly. The Employment and Training Institute was selected by the state Department of Health and Social Services to conduct an evaluation of the program. This report was made to the state Legislature on the progress of the evaluation

In August, 1990 as part of its evaluation of the Wisconsin “Learnfare” experiment for the Wisconsin Department of Health and Social Services and the U.S. Department of Health and Human Services, the Employment and Training Institute surveyed the directors of the 72 county departments of social services regarding the implementation of Learnfare in their area. All counties completed the survey. The counties reported that nearly all had staff who attended training sessions on the implementation of the Learnfare policy and about half in turn trained other local county staff.
