Police Spending And Crime Rates: Evidence From U.S. Cities, 1985 – 2010, Daniel Padrick

Panel data covering the largest U.S. cities from 1985-2010 is used to reevaluate the endogeneity issue between policing and crime rates. Crime rates are not found to be a strong predictor of police spending, indicating that reverse causality is not as severe an issue as frequently thought. Increases in police spending result in modest decreases in certain index crimes.

The research conducted in this thesis is an initial attempt to identify the costs associated with occupational exposure assessments within the Air Force. Using cost estimation methodologies, a cost model was created to predict the total costs of occupational hazard assessments focused on air sampling. Data was gathered from bioenvironmental engineering databases and subject matter experts for analysis. The data required extensive curation before running a mixed step-wise regression. The major cost drivers for occupational exposure assessments were identified as the sample time and pre-calibration time for conducting an air sample. High performance organizations desire to provide services in an effective and efficient manner with positive outcomes; therefore measures of performance and cost can be utilized to gauge such success. Through comparative research and analysis of local governments that have and do not have collective bargaining for law enforcement, findings and results can determine if there is any correlation between employee workforce classification (in collective or non-collective bargaining workplaces), high performance traits, costs and high performance return on costs (HPRC) for law enforcement. Public budgeting has become a central artifact of American government the principal means for establishing and implementing policy. Modern public budgeting was introduced in the early Twentieth Century as an adaptation of objects of revenue and expenditure budgeting used in commercial businesses.
