The number of HIV/AIDS cases in Indonesia has steadily increased since 1987. West Java Province, especially Bandung City, had the highest HIV/AIDS cases among other districts/cities in 2016. Some stakeholders' interventions overlap with others, leading to inefficient use of the limited government budget and flattening international donor funding. Local and state laws require municipal budgeting before elected officials in a public setting. But preceding this, many decisions unfold privately, where department heads and executives compete over proposals to legislators about who gets what of scarce resources. This dissertation explores this private aspect of public budgeting, hypothesizing that greater assertiveness receives deeper cuts but more significant budget growth. In contrast, proposal support minimizes budget cuts because legislators adopt what executives recommend. This dissertation demonstrates that county budgeting in California rural counties shows the same dynamics as previous federal and state budgeting studies. This fact sheet details how city and county governments within the Mountain West states of Arizona, Colorado, Nevada, New Mexico, and Utah allocated funds from the State and Local Fiscal Recovery Fund (SLFRF) portion of the American Rescue Plan Act (ARPA). Brookings Metro in partnership with the National League of Cities and the National Association of Counties created the “Local Government ARPA Investment Tracker” to display how communities across the country allocate this financial resource. This interactive site allows budget information from cities and counties to be added as such decisions are made.

A partial enterprise budget simply evaluates the costs and returns profile of the agricultural firm. The simplicity in the partial enterprise budget comes with a cost that it lacks accuracy as it uses fixed single estimates and ignores potential variation in the components of the agricultural production processes. We study risk-rated returns from southern highbush blueberry production using a drip irrigation system under 5 scenarios of the blueberry prices and yields. The risk-rated return analysis gauges the returns over total costs under different specified situations addressing possible uncertainty. Police Spending And Crime Rates: Evidence From U.S. Cities, 1985 – 2010, Daniel Padrick

Theses and Dissertations

Panel data covering the largest U.S. cities from 1985-2010 is used to reevaluate the endogeneity issue between policing and crime rates. Crime rates are not found to be a strong predictor of police spending, indicating that reverse causality is not as severe an issue as frequently thought. Increases in police spending result in modest decreases in certain index crimes.

Financial information disclosure can operate as an accountability tool by reducing? the information asymmetry between governments and citizens. Using data from U.S. state and local governments, this dissertation examines how financial information disclosure affects decisions made by local government managers, citizens, and elected officials. The first essay examines whether setting financial performance targets by state governments improves local governments’ financial performance. Government shutdowns are a relatively frequent, yet understudied, phenomenon in American politics. To better understand these shutdowns, I present them as competitions between parties in two areas: First, the policy space, in which each party tries to end a shutdown with a policy that coincides with that party’s ideology and; second, the public opinion space, in which each party attempts to win support from the public. I use both qualitative (case studies), and quantitative (formal and statistical models) methods to evaluate shutdowns using this lens. When it comes to financing the work of international organizations, voluntary contributions from both state and nonstate actors are growing in size and importance. The World Health Organization (WHO) is an extreme case from this perspective, with voluntary contributions - mostly earmarked for particular purposes - comprising more than 80 percent of its funds. Moreover, nonstate actors are by now supplying almost half of WHO’s funds, with the Bill and Melinda Gates Foundation ranking as the second-highest contributor after the United States. As a result of continual resource inflation and a decreasing budget, Kansas State University Libraries were required to conduct a large-scale electronic journal cancellation project. The current organizational model does not require librarian subject specialists to perform comprehensive collection development duties; therefore, content development librarians developed a methodology of collecting quantitative and qualitative statistics to collaboratively evaluate journals. This article will demonstrate the methodology of assessment, and serve as a working model for libraries operating under circumstances of labor shortages, budget cuts, and leadership restructuring.
