What role do local governments play in promoting sustainable economic development? This article uses a 2014 national survey to analyze the relationship between local environment and social equity motivations and the kinds of economic development strategies local governments pursue (business incentives or community economic development policies). Municipalities that pay more attention to environmental sustainability and social equity use higher levels of community economic development tools and lower levels of business incentives. These places are also more likely to have written economic development plans, and involve more participants in the economic development process. This case study was inspired by the One Village One Product (OVOP) movement initiated in the Oita Prefecture region of Japan. While environmental sustainability is increasingly gaining relevance, it appears to have been ignored in certain areas, such as in research on water usage of small and medium enterprises (SMEs) in the hospitality and tourism industries. The purpose of this paper is to examine this dimension from the perspective of the operators. Semi-structured face-to-face and telephone interviews were conducted with ten managers/operators in the Swan Valley region of Western Australia. Strong manager/operator awareness of the impact of their actions on the environment was demonstrated. Also salient was the factors impinging on implementation of environmental initiatives. Conference on Sustainable Development (or Rio+20 conference) has generally followed two lines: the conference was essentially a failure because of its tepid official response to the enormous and related problems of global environmental degradation and global poverty; and the conference successfully managed to mobilize hundreds of voluntary commitments and at least $513 billion for specific sustainability goals.
