The Development Of A Stepped Frequency Microwave Radiometer And Its Application To Remote Sensing Of The Earth, Richard Forrest Harrington

The design, development, application, and capabilities of a variable frequency microwave radiometer are described. This radiometer has demonstrated the versatility, accuracy, and stability required to provide contributions to the geophysical understanding of ocean and ice processes. The design technique utilized a closed-loop feedback method, whereby noise pulses were added to the received electromagnetic radiation to achieve a null balance in a Dicke switched radiometer. Stability was achieved through the use of a constant temperature enclosure around the low loss microwave front end. The Dicke reference temperature was maintained to an absolute accuracy of 0.1 K using a closed-loop proportional temperature …

This study is an inter-disciplinary analysis of the backgrounds of the Carter administrative elite. Various theories of political science, public administration, and ethics are presented in relation to Jimmy Carter's appointees. A background composite is presented of the elites' education, career before government service, age, sex, and geographic region of birth and socialization. Information about the elites was obtained from biographical listings, and was stored and processed by an electronic data processing system.
The Carter administrative elite has included persons who have been named to positions that do not maximize their experiences and qualifications in the most appropriate manner. This …

Afghan Persian has a rhythm rule that shifts a strong stress to the left when it occurs near another strong stress. Metrical theory (see LLBA 12/1, 7800555) states this shift as a change in the configuration of hierarchical values where the relationships "stronger than" & "weaker than" apply not only to adjacent syllables, but also to groups of syllables, words, & phrases. This rule accounts for the differences in stress patterns on words in isolation & in some phrases. Core Size, Pricing, And Cost Structure, William K. Edwards

This thesis presents a proof of an inverse limit theorem of the core of an economy. The implication of the theorem is that a larger core can be obtained by the formation of coalitions. A large core contains multiple Pareto optimal allocations from which society may select in order to maximize its welfare. Furthermore, this paper places an emphasis on pricing schemes that guarantee a core allocation under increasing returns to scale. Two pricing models are introduced that guarantee a non-empty core under increasing returns to scale.

The process of community decision making has been examined by many theorists in the field of political science. The purpose of this thesis is to examine the case of Brown and Root, Inc., a marine fabrication industry that hoped to construct a large plant in the rural town of Cape Charles, Virginia. The industry underwent a lengthy decision-making process before a final decision was made.
This case was selected because a wide variety of factors affected the ultimate outcome of the decision-making process. Because the decision-making process covered a five year time span in this case, it includes more factors …

The objective of this thesis is to develop a theory for defining optimal conservation and applying definition to the prevailing rate of domestic petroleum production. Optimal conservation is defined as action designed to achieve or to maintain, from the point of view of society as a whole, the maximum present value of natural resources (or of a natural resource). The proper "action" is defined according to the pure theory of exhaustible resources. The literature survey is a chronological series of articles concerning this theory.

When Senator Harry F. Byrd, longtime opponent of the policies of Presidents Roosevelt and Truman, decided to support Republican candidate Dwight D. Eisenhower for the Presidency in 1952, he weakened the Democratic Party in Virginia and set off a political revolt in that state that lasted for a quarter century. This study concerned the feasibility of using digital satellite imagery and automatic data processing (ADP) techniques as a means of mapping swamp forest vegetation. Multispectral scanner data acquired by the Earth Resources Technology Satellite (ERTS-1; renamed LANDSAT-1) was analyzed using ADP techniques developed by Purdue University's Laboratory for Applications of Remote Sensing (LARS). The site for this investigation was the Dismal Swamp, a 210,000 acre swamp forest located south of Suffolk, Va. on the Virginia-North Carolina border. Two basic classification strategies were employed in determining the vegetation mapping capability of ERTS-1 data. The initial classification utilized unsupervised techniques which produced …

Disturbed by President Harry S. Truman's stand on civil rights, the Democratic Party leadership in Virginia, headed by Senator Harry Flood Byrd, determined to fight Truman's election in 1948. The Byrd organization's strategy was to keep Truman from winning Virginia's electoral votes by releasing the state's electors from the obligation to vote for the national party nominee, but Byrd's opposition managed to mount a last minute pro-Truman movement which carried the state for the President.

Androgyny has been variously understood at different times in different cultures, but the idea has been ever present. Just as in each age myths are reinterpreted, so too the androgynous ideal must be redefined again and again by succeeding generations. Our androgynous vision can be informed by tradition and history, but it must be free of the misogyny and sexism which has pervaded much of what men have written about it heretofore. The continued use of the term androgyny is necessary if we are to transcend the dualistic culture and the sex roles we have inherited, but feminists must clarify …

Railroads And Urban Rivalries In Antebellum Eastern Virginia, Peter C. Stewart

Railroad construction provided a focus for the acceleration of economic rivalry between Richmond, Petersburg, and Norfolk from the 1830's through the 1850's. Richmond's place as a political center provided legislative leverage and attracted able promoters and sufficient capital. Richmond outdistanced its rivals handily, with Petersburg gaining little more than Norfolk. The rivalry left an enduring legacy. Based on railroad archives, manuscripts, and newspapers; 60 notes.

Attempts have been made recently to empirically test several theories of the basis of international trade. These efforts have been concentrated mainly on the empirical testing of the Heckscher-Ohlin and the classical international trade theorems. The results so obtained are both complementary and conflicting. Although a greater degree of empirical relevance has been observed in the Ricardian model than in the Heckscher-Ohlin theorem, so far no sophisticated effort appears to have been made at the empirical testing of Linder's trade hypothesis.

In a dynamic economy some of the most challenging policy problems tend to originate in the realm of international economic relations. In the post World War II period, these problems have been intensified and become more complex.
