Policy-Making Under Evo Morales: Explaining Ethnopopulist Redistributive Measures In Bolivia, Luis Ferreira

The Evo Morales administration has radically transformed the Bolivian state since his election in 2005. As a result of Morales' indigenous identity and overt ethnic tensions in this state, there is a perception that this factor plays a decisive role in Bolivia's policymaking. However, as the 'renegotiation' of the hydrocarbon industry in 2006 demonstrates, ethnopopulism and political survival provide the most comprehensive approach to predicting the policies of the current Bolivian government.

The resistance to liberalization efforts, the success of redistributive measures and the role identity has had in Bolivia explains why this approach to policy-making has allowed Morales to …

Objective: Pregnant women often report a lack of knowledge concerning the safety of exercising during pregnancy. Healthcare providers play an integral role in providing pregnant women with the necessary knowledge to promote antenatal physical activity. Thus, the objective of this study was to assess healthcare providers’ beliefs, attitudes, knowledge and practices related to antenatal physical activity counseling.

Study Design: 188 Providers (i.e. obstetricians, midwives, and family medicine physicians) completed a 39 closed-item survey. Characteristics among healthcare providers’ physical activity counseling practices as well as belief, attitudes and knowledge were explored.

GASB Statement No. 45 addresses how governmental units account for employees' other post-employment benefits (OPEB), requiring government employers to replace OPEB reporting on a pay-as-you-go basis with an accounting of the cost of current and future benefits. This requirement and the resulting OPEB liability may prompt government employers to reconsider key questions regarding their OPEB provision. The size of the OPEB liability depends on both the benefit promises made to employees and the assets to fund these promises. We propose a typology that defines four approaches for governments to respond to GASB 45 and their OPEB liabilities. These approaches represent …

Research methods and application are crucial aspects of most counseling practitioners and scholars’ lives, yet practical experience with development and implementation of research projects is usually limited to doctoral level dissertations. This article describes an experiential research project that has been integrated into counseling research methods courses at both the master’s level and the doctoral level. In this mentored research activity, students move through the entire research process in one semester. They begin with a notion and finish with a submission for publication. Based on student responses, implementing this process in a research methodology course is recommended.

This study analyses the global energy projections and regional dynamics in the Persian Gulf. It is shown that the future projections in the world energy markets signify the importance of cooperation between developed and developing countries. Through various waves of reform, the European Union's Common Agricultural Policy remains inefficient without meeting all of its stated goals. The MacSherry reforms of 1992 resulted in the opposite of what leaders intended: higher spending and a growing bureaucracy. Later in the 1990s, Agenda 2000 slashed its originally planned cutbacks after farmers protested. Though support exists for reducing spending on agriculture, market intervention remains.

Systematic mass rape during conflict has for centuries met with global ignorance and political complacency despite its atrocious character. The conflicts in Bosnia and Rwanda in the 1990s altered the silence surrounding this long tolerated, dark underbelly of war. Applying Barry Buzan's and Ole Waever'sSecuritization Theory to the cases of Bosnia and Rwanda, this dissertation finds that rape during both wars was successfully securitized. Securitization Theory as a model and indicator of an effective shifting of rape from an apolitical or political perspective into the security realm was appropriate. In spite of the calls for school counselors to be proficient classroom managers (American School Counselor Association [ASCA], 2012; Kyle & Rogien, 2006), the amount of coverage in the school counseling literature on this topic remains sparse (Akos, Cockman, & Strickland, 2007; Weinstein, Tomlinson-Clarke, & Curran, 2004). Exposure to risk in childhood can disrupt social and emotional processes (Leventhal & Brooks-Gunn, 2000) and lead to the development of physical and mental health issues across the lifespan (Flouri, 2008). This study sought to better understand the associations between contextual risk, parent socialization of emotion, and children's emotion regulation skills in an at-risk sample. Information about risk was obtained from U.S. Census data and a family questionnaire. Parent socialization strategies and children's ER skills were measured using self-report and interview methods. Somatic symptoms are a common experience of childhood and research suggests that specific populations, including girls and children who are African-American, may be more likely to experience and report somatic complaints. Although seen in developmentally typical populations, somatic symptoms are also often strongly linked with general psychopathology, especially internalizing disorders. The etiology of somatic symptoms is unclear, with the current literature suggesting various contributing causes. One such contributing factor includes emotional factors such as the management of emotional arousal through emotion inhibition, coping, and dysregulation. This study examined the relationship of anger coping style and relaxation techniques on cardiovascular reactivity and recovery in blood pressure (BP). Eighty-nine students from Eastern Virginia Medical School in Norfolk, Virginia participated. The participants were instructed to rest for ten minutes (baseline), complete a math task with harassment for 6 minutes (stressor), and engage in one of three recovery conditions (a standard control (SC), diaphragmatic breathing (DB), or mantra recitation (MR) without breathing instructions) for 10 minutes. Counselors value remaining positive in the face of adversity. Consequently, positive psychology has placed an emphasis on uncovering how long-enduring positive traits (e.g., hope, wisdom, and creativity) can be developed from short-term positive states. This search has resulted in positive psychology's conceptualization of a state-trait continuum. This study explores the state-trait continuum by examining possible quantitative relationships between a state instrument (the Learning Environment Preferences) and a trait instrument (the Myers-Briggs Type Indicator). Male dominance and intimate partner violence are issues that affect many women. This study examines the relationship between religiosity and attitudes towards women and intimate partner violence. It was hypothesized that individuals with higher levels of religiosity would be more likely to hold traditional/negative attitudes towards women. It was also hypothesized that individuals with higher levels of religiosity would be more likely to be involved in a violent intimate relationship.
