California’s Sustainable Communities and Climate Protection Act (SB 375) and the Oregon Sustainable Transportation Initiative (SB 1059) have made them the first states in the nation to try and reduce greenhouse gas (GHG) emissions using the transportation-planning process. Evaluating how these pioneering laws have changed local planning processes – as well as plans themselves – in each state provides insight into the laws’ effectiveness at changing development patterns in a way that reduces GHG emissions, without waiting decades to see the effects in the built environment. The traditional process of identifying corridors for road diet improvements involves selecting potential corridors (mostly based on identifying fourlane roads) and conducting a traffic impact analysis of proposed changes on a selected roadway before implementing changes. The evaluation of roadway reallocation projects should include the analysis of traffic volumes, level of service, speeds, queue lengths and bus operations. There are tools and equipment to evaluate effectively traffic volumes and level of service changes in before-and-after studies. Private sector participation in urban rail transit has proliferated in the past two decades. The large metropolises of East Asia have had decades of experience with private sector participation in the provision of heavy metro services. The design of these public–private partnerships (PPP) are varied. The diverse experiences of Tokyo, Hong Kong, Singapore and Beijing contain valuable lessons for other cities. The vast majority of employers provide their employees free parking at work, which encourages employees to drive alone. Multiple strategies exist to level the playing field between travel modes and allow employees to select the travel option most beneficial to them without suffering a financial penalty. The U.S. Department of Transportation, Federal Highway Administration sponsored a study to understand the effect parking cash out, pre-tax commuter benefits, and parking surtaxes can have on congestion, emissions, and other driving-related externalities. Los Angeles (LA), for many years a city with limited rail transit, is substantially expanding its public transit system. This paradigm change in transportation policy and investment creates new requirements for monitoring. The project seeks to capitalize on existing community assets—several TOD stations and a regional bike and pedestrian trail system—by studying how these can be linked. The overarching goal of this project is to increase scholarship on networking safe routes that can encourage public and active transportation choices and thus, encourage a healthier lifestyle and advance sustainability. The net effects of sprawl or compact development on area-wide traffic congestion have been a subject of debate among transportation researchers.

This project aims to settle the debate using:

  • Congestion data from the Texas Transportation Institute’s Urban Mobility Scorecard database;
  • Compactness/sprawl metrics developed at the University of Utah.

Compact development may help at the margin, but the greatest reduction in congestion appears to be achieved through expansion of surface streets and higher highway user fees.

This project, led by Kimberly Kahn of Portland State University, explores social identity factors (race and gender) that influence drivers’ behavior in interactions with pedestrians at crosswalks. One dangerous potential point of conflict for pedestrians within the transportation system is interactions with drivers at crosswalks. In 2010, there was one crash-related pedestrian death every two hours and an injury every eight minutes, and racial minorities are disproportionately represented in these pedestrian fatalities. In light of this disparity, this project examines whether racial discrimination occurs at crosswalks, which may lead to disparate crossing experiences and disproportionate safety outcomes.

From years of research, we know that compact development that is dense, diverse, well-designed, etc. produces fewer vehicle miles traveled (VMT) than sprawling development. But compact development also concentrates origins and destinations. No one has yet determined, using credible urban form metrics and credible congestion data, the net effect of these countervailing forces on area-wide congestion. This paper considers the problem of matching multiple shippers and multi-transporters for pickups and drop-offs, where the goal is to select a subset of group jobs (shipper bids) that maximizes profit. This is the underlying winner determination problem in an online auction-based vehicle sharing platform that matches transportation demand and supply, particularly in a B2B last-mile setting. Each shipper bid contains multiple jobs, and each job has a weight, volume, pickup location, delivery location and time window. Parking is a serious issue in many urban areas, especially those experiencing rapid population growth. To address this problem, some cities have implemented demand-responsive pricing programs, where parking prices vary depending on the occupancy rate in a previous period. Yet, few empirical studies have rigorously evaluated these programs. In this study, we investigate the impacts of SFpark, a demand-responsive pricing parking program in San Francisco that began in 2011. We observe effects on three important aspects of urban transportation: parking availability, transit bus ridership and congestion.
