The Political Origins And Development Of Australia’S People Smuggling Legislation: Evil Smugglers Or Extreme Rhetoric?, Jack H. Smit
The Political Origins And Development Of Australia’S People Smuggling Legislation: Evil Smugglers Or Extreme Rhetoric?, Jack H. Smit
Theses: Doctorates and Masters
This thesis explores the Australian State response to the voyage facilitators of maritime asylum seekers, commonly known as ‘people smugglers’. It does so by examining a number of Parliamentary debates and previously confidential Cabinet papers. Negative depictions of asylum seekers and their voyage facilitators as well as the prevailing political discourse is critically explored while Parliamentary debates are analysed using Critical Discourse Analysis. The research questions the ways Australian legislators justified the criminalisation of these voyage facilitators and investigates whether political elites were sufficiently informed about the circumstances of maritime asylum seeker journeys and the unique nature of their travel …
The Impact Of Managed Care On The Utilization And Distribution Of Inpatient Surgical Procedures With Demonstrated Volume And Outcome Endogeneity, Linda Stephens Gipson
The Impact Of Managed Care On The Utilization And Distribution Of Inpatient Surgical Procedures With Demonstrated Volume And Outcome Endogeneity, Linda Stephens Gipson
USF Tampa Graduate Theses and Dissertations
Purpose
This study is designed to determine whether managed care has had an influence on the number and distribution of procedures with demonstrated volume and outcome endogeneity in Florida healthcare markets; in addition, methods are developed to determine which measures of managed care activity best predict the impact of managed care in health care markets.
Rationale
A retrospective population based cohort design is used capitalizing on the variability among Florida markets between 1995 and 1999, a period which captured the full business life cycle of managed care plans statistical areas and competing hospitals (market share) over time. Multiple regression models …
Public Dollar Private Owners; Tax Subsidies For New Stadiums In Professional Sports, Grant J. Bunnage
Public Dollar Private Owners; Tax Subsidies For New Stadiums In Professional Sports, Grant J. Bunnage
CMC Senior Theses
The growing popularity of North American professional sports over the last twenty years directly coincides with the recent trend of urban communities using tax dollars to publically subsidize professional football, baseball, and basketball stadiums. Communities across North America invest substantial amount of public tax dollars in private facilities in light of a consensus among policy analysts that the economic impact of the new stadium is greatly exaggerated. The economic impact of new stadiums has been extensively researched, the focus of this paper rather, is to examine the impact publically subsidized facilities built in the last twenty years have on the …
A Reexamination Of Us Heroin Policy, Daniel Fogel
A Reexamination Of Us Heroin Policy, Daniel Fogel
CMC Senior Theses
Misguided drug policy in the United States has led to many severe social and economic problems that have burgeoned over the past century. I analyzed heroin policy specifically, investigating new treatment methods and alternative decriminalization policies that would ameliorate some of these problems.
Sector-Switching In Transition Economies: A Case Study Of Kazakhstan's Health Care Sector, Dariga Chukmaitova
Sector-Switching In Transition Economies: A Case Study Of Kazakhstan's Health Care Sector, Dariga Chukmaitova
CGU Theses & Dissertations
The dissertation examines the economic and behavioral factors influencing 'sector-switching' in Kazakhstan's health care industry. Sector-switching involves doctors moving from the national to the private system, which is not well established, thereby raising questions about why the switch occurs. It addresses the question: why health care professionals in Kazakhstan switch from the public sector to similar jobs in the private or nonprofit sectors? This study addresses a key issue in public management (sector switching) and also offers insights into the dynamics of the transition from a centralized economy to a market economy. As such, its findings have `real-world' applications beyond …
Rhetorical Analysis Of Public Policy Rhetoric: Child Nutrition Reauthorization Act Of 2004 And 2010, Julie Ann Stella
Rhetorical Analysis Of Public Policy Rhetoric: Child Nutrition Reauthorization Act Of 2004 And 2010, Julie Ann Stella
All Graduate Theses, Dissertations, and Other Capstone Projects
In this research, I employed content analysis using the constant comparative method to examine and comment on the rhetoric of public policy and its audiences of specialists and generalists in the context of participative government. I examined the specific case of the Child Nutrition Reauthorization Act (CNR) by comparing technical report texts from 2004 and 2010 to reveal and contrast their specialist and generalist features. Unique attributes of the rhetoric of public policy are discussed, particularly authorship and recursion. I organized the research findings into physical features, affective features, and cognitive features according to Carliner's framework of information design (2000). …
Collective Efficacy And Intimate Partner Violence: Community Context, Catherine B. Cowling
Collective Efficacy And Intimate Partner Violence: Community Context, Catherine B. Cowling
Sociology & Criminal Justice Theses & Dissertations
Intimate partner violence is a very serious issue in the United States. In spite of improvements, there is still much work to be done. Policies focusing on formal controls such as arrest, orders of protection, and prosecution have questionable potential. However, collective efficacy and the examination of community context have much to offer the field of intimate partner violence. Collective efficacy, comprised of social cohesion, social capital, and informal social control, may be more effective in reducing intimate partner violence than use of traditional formal social controls alone. These community context variables may also be of great assistance in improving …
