Individual outcomes and barriers to program implementation for Shelter Plus Care are presented in an exploratory study investigating the impact of a permanent supportive housing program - Shelter Plus Care - in Detroit, a city that faces unique challenges and complicated needs. Individual outcomes including improved housing stability, increased income and reports of enhanced self-sufficiency suggest the program is achieving the goals projected by the U.S. Department of Housing and Urban Development (HUD). Despite positive outcomes for individual consumers, barriers to program implementation emerged as thematic problems for organizations running the program. Portugal, one of the countries most affected by the crisis has recently seen consistent public cuts for its cultural organizations. This study examined disruptions in collaborative governance in four state coastal zone management commissions or councils in California, North Carolina, Rhode Island, and South Carolina. The comparative case study used qualitative analysis of pre- and post- disruption conditions. The disruption was defined as a chain of events that started with a loss or diminished level of public trust in the decision-making of the commission or council. The loss of public trust led to changes in the external environment meta-variable (political action) that affected (disrupted) the institutional design and relationship dynamics meta-variables of the commissions or councils.

The global financial crisis triggered by fallout from the sub-prime mortgage market in the U.S. has led economists to focus attention on the role of monetary policy in the crisis. The question of how monetary policy affects the financial sector is the key to the current debate over the role financial stability should play in the monetary policy decisions. The 2001 destruction of the World Trade Center and the subsequent anthrax attacks highlighted the inability of an antiquated public health system in the United States to respond effectively to emergencies. Little documentation exists to define how public health agencies can improve performance. The overarching research question was the extent to which drills and exercises improve performance in public health emergencies. Adult learning theory and deliberate practice theory were explored in this context. Recently, the Centers for Medicare and Medicaid Services (CMS) ranked all hospitals based on Medicare readmission rates for heart attacks, heart failure, and pneumonia. CMS offered subsidies to hospitals ranked in the 4th quartile to develop community support services to reduce the problem of potentially preventable readmissions (PPRs). CMS cited 4 of the 5 hospitals in Prince George's County in the 4th quartile. In public policy literature, there is a lack of research that integrates social construction theory within the advocacy coalition framework, and far less is known about how these theories address policy change and processes related to programs for disabled veterans.The purpose of this study was to conduct a policy analysis to evaluate how well the needs of veterans are met through the U.S. Veterans' Disability Compensation (USVDC) program. Human Immunodeficiency Virus (HIV) remains a serious public health issue, and many social factors are involved in virus transmission and treatment. The current conceptualization of how HIV status disclosure and perceived stigma of HIV diagnosis interact is undeveloped. This study was based on social cognitive theory and tested hypothesized positive relations between HIV serostatus disclosure, social support, and self-efficacy. In addition, self-rated HIV stigma was examined as a potential mediating variable. Participants were 109 HIV positive, mostly White gay men recruited via an online bulletin board. The National Incident Management System (NIMS) is the result of Homeland Security Presidential Directive 5 (HSPD-5). NIMS requires the Secretary of Homeland Security to develop a national policy template for state, local, regional, and federal agencies to work together during emergencies. This research sought to ascertain the extent to which providing public sponsored health insurance (PSHI) to previously uninsured Mexican-American Hispanics improves health outcomes among those requiring ongoing treatment to control diabetes. Prior research utilizing insurance access theory; access, equity, and health outcome interrelationship theory; health affordability theory; and financial and resource burden theory suggests the uninsured receive less care than the insured, with delayed treatment, leading to chronic conditions. Over the past 30 years there has been an increase in socioeconomic inequities between Black and White persons in the United States. Some research suggests that political ideology, which in turn impacts political competition levels, may at least partially explain these disparities, though the body of academic literature in this area is sparse. In the early Cold War arena, international pressure on the United States to live according to its ideological rhetoric enabled the Truman Administration to set a precedent for federal engagement in domestic civil rights reform. As the United States led the march to institutionalise human rights as the standard of moral legitimacy in the global arena, the country’s grisly record of racial oppression and violence invited foreign and domestic criticism alike. Research on the structure and distribution of power in the United States has focused mostly on the relative power of business, and has largely neglected the nonprofit sector. This is despite evidence that points to the emergence and growth of large-scale, bureaucratic, and elite-led nonprofit organizations. When the political role of the nonprofit sector has been examined, it has come predominantly from two sets of literature: the civic engagement/social capital tradition or the interest group tradition. Development in the urban and metropolitan context continues to be a vibrant area of scholarship and debate in the social sciences. This study continues and augments this research by examining two overarching issues: first, how development at the local level is impacted by fragmented political structures and inter-municipal relations, and second, the extent to which local, non-profit organizations and state agencies whose policies involve land-use planning and environmental conservation, are addressing issues of uneven- and parochial-centered development as a by-product of political fragmentation.

Residence restrictions are one of the most recent, and most controversial, public policies seeking to protect community members from registered sex offenders (RSOs) reentering society following incarceration. Residence restriction policies prohibit RSOs from living within a given distance of certain places where children might gather (e.g., schools, daycares, parks, and playgrounds). In doing so, the expectation is that RSOs will have a harder time finding and approaching young children whom they can sexually assault, thus driving sexual recidivism rates down. The engagement of families of children and adolescents with Serious Emotional Disturbance (SED) as full partners in individual treatment, organizational, and system level decision making has become an important focus for systems of care (SOCs) serving youth with emotional and behavioral challenges. SOCs typically include cross-agency partnerships with mental health, child welfare, juvenile justice, and education for the purpose of providing services and supports for youth with SED who have multi-agency needs.
