In the preamble of the 2024 presidential election seasons in both the United States and Mexico, there has been an increase in aggressive outspoken expression by national leaders regarding how to best handle the issue of drugs and drug use across the Western hemisphere. These types of sweeping policies are often credited to President Richard Nixon, who on June 18th, 1971, initiated his “War on Drugs,” a global policy campaign intended to address the production, distribution, and consumption of the illicit drug trade. The United States has been increasingly creating lenient drug policies. Seventeen states and Washington, the District of Columbia, legalized marijuana, and Oregon decriminalized certain drugs, including methamphetamine, heroin, and cocaine. The medical community has proven that drugs, including marijuana, have myriad adverse health side effects. This leads to two questions: Why does the United States government continue to create lenient drug policies, and what reasons do citizens give for legalizing drugs when the medical community has proven them harmful? The Tennessee Code 63-1-156 provides immunity to those who suffer from a drug overdose that seek medical assistance, only for the first overdose. After the first overdose, individuals who seek medical assistance do not receive immunity and are subject to criminal charges. Over the past 5 years, drug overdose deaths have increased significantly and in 2021 3,814 Tennesseans died from a drug overdose. In addition, individuals incarcerated for drug-related offenses make up about 20% of the state’s prison population. The state of Tennessee has had a significant increase in drug abuse rates, leading to a rise in overdose deaths and …

AbstractVeterans constitute a significant proportion of the homeless population in the United States. Studies indicate that substance abuse is a major issue these veterans face that can result in homelessness. Despite improvement since 2009, substance abuse among this population remains a significant problem. The objective of this study was to gain a better understanding of the experiences of homeless and substance-abusing veterans to provide information to government agencies that may help them develop a practical approach for addressing the issue. Canada is one of the few jurisdictions in the world where cannabis for personal and recreational purposes is legal. Prior to October 17th 2018, the possession of any quantity of cannabis was a criminal offence, making individuals vulnerable to onerous criminal sanctions. The legislative act that resulted in the decriminalization and regulation of cannabis was framed as a means of advancing public health goals and reducing inequalities. Those once engaged in low level cannabis activities were no longer subject to criminal sanctions within Canada. This thesis investigates how and why U.S. policies and agencies are ill-equipped to respond to narco-terrorism and offers some policy recommendations for remedying that. Narco-terrorism is the merging of terrorism and drug trafficking. Terrorist organizations and narcotics traffickers each have much to offer the other; there is potential for symbiosis in the form of cooperation and even hybridization. Examination of the dynamics between terrorist organizations and drug traffickers, combined with an evaluation of the US responses to narcoterrorism in Colombia and Afghanistan, makes it clear that current US policy responses fail to recognize narcoterrorism as a unique challenge, and instead …

Starting August 21, 2018, Americans incarcerated across the United States have been striking back — non-violently. Inmates with jobs are protesting slave-like wages through worker strikes and sit-ins. Inmates also call for an end to racial disparities and an increase in rehabilitation programs. Even more surprisingly, many inmates have begun hunger strikes. Inmates are protesting the numerous ills of prisons: overcrowding, inadequate health care, abysmal mental health care contributing to inmate suicide, violence, disenfranchisement of inmates, and more. While recent reforms have slightly decreased mass incarceration, the current White House administration could likely reverse this trend. President Donald Trump’s and …

The Veterans Health Administration (VHA) is the largest nationally integrated healthcare system in the United States, operating 168 medical centers and more than 1000 community based outpatient clinics. However, many veterans seek care outside the VHA system, particularly when they are also covered by state or federal programs such as Medicare or Medicaid, or have access to private health insurance, often through employment. Concerted efforts have been made to facilitate communication and coordinate care between VHA and private sector healthcare, but concurrent use of these systems adds to an already fragmented U.S health care system.

The introduction of this work analyzes the types and evolution of cartel IAFVs in Mexico. To this analysis can be added “vehicle number 24” in the picture gallery, which highlights fixed 50 cal. sniper rifles and machine guns found in or on various vehicles seized from the cartels. These represent multiple 50 cal. sniper rifles and heavy machine guns on fixed mounts inside vehicles and, in one instance, on the back of a vehicle with armored gun shield protection. While we have seen no photographic evidence of an organic (main) gun placed on cartel IAFVs as of yet, these weapons …

In collaboration with Sheriff C. T. Woody, the Deputies and other jail personnel, Kingdom Life Ministries (KLM) operates in the City of Richmond Jail. Aimed at serving individuals who suffer from alcoholism and other drug addictions, KLM’s programs offer peer-to-peer recovery support services; meaning people who are successful in their recovery deliver the recovery message. On any given day, rehabilitation and recovery services are provided to 120 men in what used to be the worst tier of the Richmond City Jail. Coming to power with an overwhelming majority in 1997, New Labour had the opportunity to lead the world by adopting a much needed progressive, pragmatic and scientifically informed approach to the management of substance use and misuse in the twenty-first century: by some distance, they failed to deliver on the election promise of change. Instead, they mistakenly continued the pursuit of eradicating drugs through prohibition, perpetuated the misleading distinction between legal and illegal drugs, and failed to overhaul the much criticised and outdated Misuse of Drugs Act 1971, which continues to inform (or some would argue misinform) the public about …

Material Support: Counternarcotics Vs. Counterinsurgency In Afghanistan, Jonathan D. Kulick, Jonathan P. Caulkins, Mark A. R. Kleiman

Microeconomic analysis of counternarcotics strategies in Afghanistan suggests that current policies lend material support to the enemy. Vigorous enforcement can increase the flow of funds to insurgents and other parties that profit from trafficking. Rural-development programs, promoted as elements of a counternarcotics strategy, are open to some of the same objections. The benefits of drug-fighting in Afghanistan for consumer countries in Europe and North America are likely to be modest. Anti-corruption efforts in Afghanistan and demand-reduction programs both in Afghanistan and in consumer countries, insofar as they are feasible, could serve both counternarcotics and counterinsurgency objectives.

This report summarizes the results of a partial evaluation of the 1988-89 Drug Abuse Resistance Education (DARE) effort implemented in all sixth grades in the Nashville, Tennessee, Metropolitan Public School system by trained instructors from the Nashville Metropolitan Police Department. As documented in the following pages, the evaluation effort had two major components.
1. An evaluation of the program by teachers and principals in all the participating schools.
2. Inner-City Study, an investigation designed to assess the impact of the program in elementary and middle schools that service those students thought to be most at risk to the threat of …
