This comment focuses on Section 50.1, provisions 1 & 3 of the draft guidance regarding the negotiation of a “maximum fair price” under the Inflation Reduction Act (IRA), research and development (R&D) costs of the primary manufacturer, and prior federal financial support for novel therapeutic discovery and development. Specifically, we argue that a negotiated, “maximum fair price” must consider both public sector (federal) and private sector (manufacturer) investments and provide returns to both commensurate with the scale and risk of their investments. The purpose of this qualitative phenomenological study was to explore the lived experiences of men in a substance use disorder (SUD) residential program simultaneously receiving domestic violence (DV) perpetration intervention and services that address adverse childhood experiences (ACEs). This study examined men’s ACEs, substance use, and DV perpetration. Urie Bronfenbrenner’s socioecological model and Rudolf Moos’ modification of socioecological model provided the foundational context and theoretical framework for the study. Although there are various reasons individuals use substances, one of the underlying causes is often unattended ACEs. Individuals with SUDs are also often the perpetrators of DV within their intimate relationships. …

Black and homeless people who struggle with substance use disorder (SUD), especially opioid use disorder (OUD), have experienced unique obstacles due to inequalities relating to their social determinants of health (SDOH). Historical context and peer-reviewed research were used to evaluate racial bias and expand upon the factors that contributed to the opioid crisis, the effects of COVID-19 on drug overdoses, and the presence of fentanyl in illicit drug supplies. Various studies combat the stigma surrounding substance use disorder (SUD) by acknowledging the disease as a chronic health condition. Rehabilitative programs designed to reduce future offending have been utilized within communities as well as correctional facilities, including juvenile correctional facilities. The “What Works” literature has now provided clear guidance to correctional facilities on which programs are most effective in reducing recidivism (Andrews & Bonta, 2006). Generally, the metric for success is measuring rates of reoffending and/or new stents of incarceration. This poster outlines the What Works literature for youth, focusing on programs offered within juvenile correctional facilities. In the preamble of the 2024 presidential election seasons in both the United States and Mexico, there has been an increase in aggressive outspoken expression by national leaders regarding how to best handle the issue of drugs and drug use across the Western hemisphere. The rights of transgender youth and their families have increasingly come under attack. In addition to barring transgender youth from participation in sports teams, from accessing bathrooms that match their gender identity, and from receiving gender-affirming healthcare, states are increasingly restricting speech and expression related to transgender issues. Seventeen states and Washington, the District of Columbia, legalized marijuana, and Oregon decriminalized certain drugs, including methamphetamine, heroin, and cocaine. The Tennessee Code 63-1-156 provides immunity to those who suffer from a drug overdose that seek medical assistance, only for the first overdose. After the first overdose, individuals who seek medical assistance do not receive immunity and are subject to criminal charges. Over the past 5 years, drug overdose deaths have increased significantly and in 2021 3,814 Tennesseans died from a drug overdose. In addition, individuals incarcerated for drug-related offenses make up about 20% of the state’s prison population. This dissertation comprises three empirical essays. The first essay estimates the long-term health and socioeconomic impact of early life nutritional deficit using the Bangladesh Famine from 1974-1975 as a natural experiment. The second essay investigates if pubic health insurance coverage of “ immigrant children¬” changed as a result of the lift of the “five-year-ban” in the Children Health Insurance Reauthorization Act-2009. The final chapter estimates the relationship between child health conditions and maternal employment using conventional econometric models. To expand the analysis and contribute to the literature, I estimate the relationship by implementing a Multiple Indicator Multiple Causes Model (MIMIC).

The goal of our laboratory is to study the mechanisms that promote nicotine use, particularly in vulnerable populations such as adolescents and females. Thus, the purpose of this thesis was to characterize age and sex differences in the motivational/rewarding effects of nicotine (Aim 1) and withdrawal behavior (Aim 2). To more closely model human use patterns, the present study employed nicotine vapor methods involving passive exposure for 14 days in adolescent and adult female and male rats. The Appalachian region faces wide scale drug use and opioid addiction that exceeds the national average, and the crisis needs more attention in order to properly address the epidemic. Many previous studies have documented the problems Appalachian residents face regarding opioid addiction and other diseases of despair. Objective
This study aimed to explore the relationships between experiences of perceived racism, mental health and drug and alcohol use among Aboriginal Australians.
Method
Sixty-two Aboriginal Australians, ranging in age from 19-64 years (Mage = 33.71, SD = 12.47) and residing in Victoria completed an online questionnaire containing measures of perceived racism, alcohol use, substance use and mental health.
Results
First, 66% of the sample reported experiencing interpersonal racism, with the highest proportion of reported experiences occurring in health settings, educational/academic settings and by staff of government agencies. Second, perceived racism was significantly associated with poorer mental health …

AbstractVeterans constitute a significant proportion of the homeless population in the United States. Studies indicate that substance abuse is a major issue these veterans face that can result in homelessness. Despite improvement since 2009, substance abuse among this population remains a significant problem. The objective of this study was to gain a better understanding of the experiences of homeless and substance-abusing veterans to provide information to government agencies that may help them develop a practical approach for addressing the issue. Canada is one of the few jurisdictions in the world where cannabis for personal and recreational purposes is legal. Prior to October 17th 2018, the possession of any quantity of cannabis was a criminal offence, making individuals vulnerable to onerous criminal sanctions. The legislative act that resulted in the decriminalization and regulation of cannabis was framed as a means of advancing public health goals and reducing inequalities. Despite exceptionally high rates of trauma and substance use among incarcerated offenders, treatments remain limited in scope and availability within the criminal justice system. Identifying shared underlying mechanisms and potential gender differences could facilitate the development of interventions to target the vicious cycle of trauma, substance use, and crime. One research approach to explain the downturn is death by despair—a recent topic in economics on pain and preventable deaths caused by alcohol, drugs and suicide. African American youth are five times as likely as whites to be detained or committed to youth facilities; 1 out of 10 high school dropouts are institutionalized. $8–21 billion is spent locking up juvenile delinquents.
