Public Policy And The Missing Link: A Progress Report On The Design And Implementation Of The Massachusetts Linked Deposit Program, Jim T. Campen

The idea underlying the Massachusetts Linked Deposit Program (LDP), which has been operated by the Treasurer since 1978, is that a portion of the money in the state's General Fund is deposited in Massachusetts banks, with the amounts awarded to individual banks linked to their performance in serving the people and communities of Massachusetts. Bidding banks must offer a required minimum interest rate and must furnish specific information on the composition of their loan and investment portfolios. This information is used to compute a "linked deposit score" for each bank, which provides a basis for linking the awarding of public …

The long-anticipated final link of Boston’s outer beltway, I-495, was opened in southeastern Massachusetts in November of 1982. South Shore residents who watched enviously as Rt. 128 and the North Shore experienced rapid economic growth and all the benefits (and possible drawbacks) of “high-tech” development, can now anticipate some of those changes in the area between Brockton and New Bedford. The catalyst, according to a wide range of indicators, is the completion of Rt. I-495.

Feminist Theory And Social Policy Or Why Is Welfare So Hard To Reform?, Dorothy C. Miller

More than 10 years ago Henry Aaron wrote a classic paper entitled "Why Is Welfare So Hard to Reform?" (1973). This paper answers that question from the perspective of the new discipline of Women's Studies. The author suggests that the use of feminist theories; notably those of Hartsock and Chodorow; can further one's recognition and understanding of male bias in social policy development. Tracing the history of U.S. welfare policies for women and children the analysis provides explanations for the differential treatment of women in the welfare system and the failure of work strategies to increase poor women's economic independence. …

Since early 1981, there has been a large-scale removal of persons from the SSI and Social Security disability programs as a result of the Social Security Disability Amendments of 1980. This article reports on the findings of a national survey designed to determine whether the removal of persons from the federal disability programs had an impact on state and local General Assistance programs and the extent to which older recipients of General Assistance are in need of long-term income assistance for health and other reasons.

The Relationship Between Personality Characteristics And Job Satisfaction Of Secondary Marketing Education Teachers, Connie Kay Staehr Plessman

Department of Agricultural Leadership, Education and Communication: Dissertations, Theses, and Student Scholarship

The purpose of this study was to (1) determine the personality characteristics of secondary marketing teachers, and (2) to examine the relationship between personality characteristics and selected demographic and attitudinal variables with job satisfaction (intrinsic, extrinsic, and general) of marketing teachers. A random sample of 475 marketing teachers was drawn from the membership of the national Marketing Education Association; responses were received from 73 percent of the marketing teachers surveyed. Two instruments, the Myers-Briggs Personality Indicator and the Minnesota Satisfaction Questionnaire, were combined with attitudinal and demographic questions for use in data collection. Two public facilities for the mentally ill, Michigan Institute for Mental Health and Lafayette Clinic were examined, using a framework provided by Douglas R. Boulter (1983). The basic research question was, why did Lafayette Clinic survive while Michigan Institute did not?

The Implementation Of Deterrence: A Multi-Approach Assessment Of The Impact Of Recent Changes In Anti-Drunk Driving Legislation On Reducing Alcohol-Involved Fatalities, Josef R. Soper

The objective of this study is to determine if anti-drunk driving legislation, enacted between January 1979 and December 1983, has significantly reduced the number of alcohol-involved traffic fatalities.

At the macro-level, 60 consecutive months of alcohol-involved fatality data were requested from the 50 states and the District of Columbia. Sixteen states supplied the requested data. The Box-Jenkins technique for interrupted time-series analysis was used to determine if a change in the state's drunk driving law impacted the frequency of alcohol-involved fatalities in that state. Results are discussed in relation to the statewide impact of anti-drunk driver legislation.

This publication is primarily the compiled results of surveys sent to the cities in Tennessee. Electric rate information was supplied by the Tennessee Valley Authority and population figures were taken from the 1985 Certified Population of Tennessee Incorporated Municipalities. If data from a city appears in one section but not another it indicates the city either does not provide that service or information was not included in the survey response for some other reason. One part of determining the feasibility of a Housing Trust Fund in Nebraska is to estimate the resources available for such a fund. This analysis of available resources focused on four separate sources of potential funding--earnings on sales escrow deposits, earnings on mortgage escrow accounts, earnings on rental security deposits, and earnings from transfer taxes. All figures are based on prevailing practices in Nebraska, and ranges of potential funding are offered because of the use of varying rates of return (interest rates).

As we studied these programs, it became clear to us that most of these programs have some intrinsic values and that it would not be practical or advisable for us to evaluate the programs, Instead of rating programs, we selected programs that met at least one of our ten critical factors for program selection, and many of them met several. Our decisions were also based on a desire to present a variety of programs, especially those that seemed to be appropriate for program planners in Nebraska.

In Nebraska and elsewhere, individuals with disabilities should be receiving their education, vocational training, and employment in the same schools, training programs, businesses, and industries as individuals without disabilities, Generally, this requires some specific planning on the part of schools, generic job training programs, and employers. Such support may mean a minor modification in the environment, the acquisition of an aide, or financial assistance. By developing these support services, individuals with disabilities will not be limited to the few vocational opportunities offered by most segregated vocational workshops, but they will have access to a variety of career options.

This is a monograph about new careers for individuals that society has labeled disabled. It is not, however, about disabilities. Instead, it describes how society can effectively use the unique capabilities of each individual in the work place.

The principles outlined in this monograph could apply to any individual, not just those who have mental, physical, or emotional impairments. We believe that in the future successful career development will be the same for all individuals. Career planning which meets the needs of individuals with severe disabilities is presented as an alternative to the segregated workshop model of· the past.
