The forty-eight yearlong Western Sahara conflict over the former Spanish colony between Polisario and the Kingdom of Morocco continues its low prospects of resolution. The future of the territory, with both strategic geopolitical and financial relevance, remains uncertain in which the reasons for the continued prolongation appear to be many. Local ownership has become a basic tenet of post-conflict peacebuilding strategies sponsored by the International Community. However, research on peacebuilding underlines a gap between policy discourse and actual practice. This paper illustrates the challenges and opportunities posed by the promotion of local ownership by assessing the case of Sierra Leone. This West African country is often labelled as one of the most successful peacebuilding interventions thus far. However, by analysing the interaction between insiders and outsiders during the initial post-conflict phase (1996-2007), this paper concludes that stakeholders perceived differently the meaning and policies associated with the concept of local ownership. …

Beginning from the framework of welfare state regimes in rich capitalist countries, this article radically redefines it and applies the new model to regions and countries which experience problematic states as well as imperfect markets. A broader, comparative typology of regimes (welfare state, informal security, insecurity) is proposed, which captures the essential relationships between social and cultural conditions, institutional performance, welfare outcomes, and path dependence. Using this model, different regions of the world (East Asia, South Asia, Latin America, and sub-Saharan Africa) are compared. Planned communities of practice can be an effective means to spread and create knowledge. This article explores the degree to which communities of practice can be initiated by funders, and presents the lessons learned and outcomes achieved from the long-term commitment to this concept by the McKnight Foundation's Collaborative Crop Research Program.

This article provides a novel contribution to the literature by showing that a funder can initiate, support, and participate in a community of practice comprised of its grantees, which can succeed in sharing and creating knowledge. Julius Kambarage Nyerere, African philosopher, anti-colonial leader, first president of the United Republic of Tanzania, and respected international statesman, served as president of the newly independent Tanzania from 1964 through 1985., after which he remained politically active in Tanzania and on the global stage. Trying to steer a post-colonial course of self-reliance, he developed and implemented African Socialism in Tanzania, articulated in the Arusha Declaration in 1967. As an anti-colonial leader, Nyerere referred to international human rights standards such as the Universal Declaration of Human Rights, and maintained a commitment to human rights as president and afterwards. This experience of sharing a drink asks us to consider what it means to share in Lesotho, what the ties are that hold people together. Like the communal sharing of food, sharing joala is a defining social activity and as we learn throughout the ethnography, one that is important in the creation of kin. According to WHO’s Global Burden of Disease 2001, 3% of the years lived with disability (YLD) are due to neuropsychiatric disorders, a further 2.1% to intentional injuries (WHO, 2013). This paper seeks to survey several of the public participation processes undertaken in a number of African nations, in order to examine the methods followed and the effects produced by such processes. Using Pew’s 2013 Global Attitudes Survey data, we probe whether China is beating the U.S. in the battle for Africa’s hearts and minds, whose hearts and minds are being won over, and the potential import for African and Western strategic interests in the region. We find that Africans acknowledge both countries’ contributions as partners in development, have favorable opinions of both countries, and welcome strong ties with both; however, when the choices are stark, their strongest allegiance is to the U.S. Most Africans believe that China will dislodge the U.S. as the world’s superpower.
