“There has never been a protracted war from which a country has benefited” (Tzu 1963: 73).

The forty-eight yearlong Western Sahara conflict over the former Spanish colony between Polisario and the Kingdom of Morocco continues its low prospects of resolution. The future of the territory, with both strategic geopolitical and financial relevance, remains uncertain in which the reasons for the continued prolongation appear to be many. Different conflict theories emphasise various factors causing protractedness, suggesting that many different causes, together, have engendered the current lack of settlement. Local ownership has become a basic tenet of post-conflict peacebuilding strategies sponsored by the International Community. However, research on peacebuilding underlines a gap between policy discourse and actual practice. This paper illustrates the challenges and opportunities posed by the promotion of local ownership by assessing the case of Sierra Leone. This West African country is often labelled as one of the most successful peacebuilding interventions thus far. However, by analysing the interaction between insiders and outsiders during the initial post-conflict phase (1996-2007), this paper concludes that stakeholders perceived differently the meaning and policies associated with the concept of local ownership. …

Beginning from the framework of welfare state regimes in rich capitalist countries, this article radically redefines it and applies the new model to regions and countries which experience problematic states as well as imperfect markets. A broader, comparative typology of regimes (welfare state, informal security, insecurity) is proposed, which captures the essential relationships between social and cultural conditions, institutional performance, welfare outcomes, and path dependence. Using this model, different regions of the world (East Asia, South Asia, Latin America, and sub-Saharan Africa) are compared. The United States is losing the competition for global power to China, especially on the African continent. This thesis aims to analyze opportunities for the United States to take advantage of China’s withdrawal from Ethiopia in order to develop relations with the quickly growing country and influence the country toward democratization. This author found that while democracy is not likely, through increasing relations with Ethiopia’s prime minister, the United States has an opportunity to push for increased individual freedoms for Ethiopians. The author relied on open-source information and strategic analytic techniques often employed by the U.S. intelligence community.

This article explores the degree to which communities of practice can be initiated by funders, and presents the lessons learned and outcomes achieved from the long-term commitment to this concept by the McKnight Foundation's Collaborative Crop Research Program.

This article provides a novel contribution to the literature by showing that a funder can initiate, support, and participate in a community of practice comprised of its grantees, which can succeed in sharing and creating knowledge. Julius Kambarage Nyerere, African philosopher, anti-colonial leader, first president of the United Republic of Tanzania, and respected international statesman, served as president of the newly independent Tanzania from 1964 through 1985., after which he remained politically active in Tanzania and on the global stage. Trying to steer a post-colonial course of self-reliance, he developed and implemented African Socialism in Tanzania, articulated in the Arusha Declaration in 1967. This study examines the e-waste stream in urban Arusha, answer the questions of where electronics go, how people usually dispose of them, if people are aware of the impacts of e-waste, and what next steps are necessary. The study took place in November 2019 in urban Arusha, Tanzania. Through snowball and convenience sampling in 4 quotas (community members, electricians, business members, and a policy maker), the study finds that there is no place for the proper disposal of e-waste in Arusha. In the opening vignette, “A Story about Joala,” we readers are brought to the highlands of Lesotho to share homebrewed beer with brewers, research participants, and the authors. This experience of sharing a drink asks us to consider what it means to share in Lesotho, what the ties are that hold people together. Like the communal sharing of food, sharing joala is a defining social activity and as we learn throughout the ethnography, one that is important in the creation of kin. Higher education is arguably critical for healing and stabilization in postconflict contexts, by developing leaders who value peace and have the skill sets to achieve it in various sectors. A rapidly growing body of literature concludes that peace education in particular has great potential to transform postconflict communities, both in higher education and at other levels of schooling. Yet there exists little rigorous analysis of the decisions faced by educational leaders responsible for implementing such programs, particularly those in postconflict settings where the needs are uniquely challenging.
