Almost every country in Southern Africa has a mine problem and most of these countries have a tradition of solving their own problems. Because the region is famous for its mine-resistant vehicles, this paper concentrates on innovative mechanical technologies—but it could just as easily have concentrated on PPE or testing facilities where Southern Africa also leads the way.

The emerging fragile democracies of Africa are grappling to meet such imperatives of good governance as integrity, transparency, openness, and accountability. Perhaps nowhere in the conduct of the public’s business are they more necessary than in accounting for the use of resources to check fraud, abuse, and waste. This essay summarizes reports of auditors general in some African countries, providing comparative insight into how and in what areas these offenses occur. The paper examines the impact of Structural Adjustment Programmes (SAP) on investment and growth in Africa and suggests the need for a new development paradigm. Working in partnership with the private sector, African Governments must establish a sound institutional and incentive framework for rapid growth. An alternative development strategy should be market-friendly and people-centred and must give priority to the accelerated expansion of exports and Small and Medium Enterprises (SMEs). In view of the bleak prospects for external financing, Africa must rely on domestic financial institutions and capital markets to mobilise the required financial resources for economic recovery.
