This thesis explores the challenges local public administration faced in Hadhramaut, Yemen, and explores avenues for reform. The study's main question is: "What are the main challenges confronting local public administration in Hadhramaut, and what pathways can be pursued for reform?" Hadhramaut, known for its relative stability within Yemen's political unrest, was selected as the case study. A successful local government exemplifies inclusivity, innovation, and deliberate decision-making, all advancing responsible management of taxpayers' resources. In this qualitative investigation, a phenomenological approach is employed to delve into the lived experiences of local elected officials. The aim of this study was to gain insights into the capacity of these local elected officials for success in governance. Subsequently, the insights from these local elected officials' experiences are harnessed to evaluate their influence and impact on municipal performance.

This research study presents a new model of immigration federalism which integrates existing theories into a framework that emphasizes agency at the local level. Unlike dominant models of federalism that observe the cascading effect of higher-level policy on lower levels of government, this research focuses on empirical evidence at the local level to understand its relation to policy at higher levels. Immigration federalism is receiving substantial interest in scholarly work and in practice, but it lacks a cohesive and comprehensive theory explaining variation at the community level. In the decades leading up to the 1960s, the majority of citizens trusted the government to do what was right. But as the country advanced toward 1970, this idyllic state transformed suddenly and unexpectedly. The decline of trust that has characterized decades ever since is of concern because there are some troubling consequences of public distrust. There are significant implications related to understanding perceived barriers experienced by women in local government. The purpose of this study was to identify career barriers of women executives in municipal administrations based on their own experiences. Approached using the situational leadership theory and role congruity theory and the narrative research design along with thematic analysis, this study was comprised of one-on-one interviews with nine female city managers currently working in Californian municipal administrations. This qualitative case study addressed a gap in administrative ethics literature and was aimed at exploring how leaders in local government make ethical decisions and to understand the impact of codes of ethics on ethical conduct and ethical decision making. Trevino’s interactionist model of ethical decision making was used as a theoretical lens to guide the study. Because the model explores contextual interactions and the moral compass of individuals, it illuminated whether managers in local government perceive ethics and codes of ethics as important in decision making. Government organizations’ focus on public service provides a fertile ground for conflict due to competing interests and goals. Conflicts exist and persist because of workplace pressures such as unstable political climates, budget restrictions, technological advances, a diverse workforce, disruptive change, and organizational transformation. Although typically risk-averse, these organizations need flexible and adaptive leaders who exhibit the appropriate behaviors in the best interests of the organization and the community. Institutional void often fuels efforts by social entrepreneurs to fill gaps through social innovations (SIs). Furthermore, governments promote SIs because they tend to advance sustainable solutions and social change. Asset management planning in Ontario has evolved since the early 2000s and Ontario Regulation 588/17: Asset Management Planning for Municipal Infrastructure came into effect on January 1, 2019. The requirements of the regulation are different for small municipalities, being those having a population of less than 25,000, than for large municipalities. The burden of undertaking large-scale change initiatives, specifically those that are externally initiated, can be especially difficult for small municipalities that often lack the resources and specialized staff to address these changes. The absence of legislation, the lack of a standard cybersecurity framework, and the failure to adopt a resilient cybersecurity posture can be detrimental to the availability, confidentiality, and integrity of municipal information systems. The purpose of this phenomenological study was to understand the cybersecurity posture of municipalities from the perception of public servants serving in information technology (IT) leadership roles in highly populated municipalities in the San Juan-Carolina-Caguas Metropolitan Statistical Area of Puerto Rico. The historiography of local government in mid-nineteenth century Canada West/Ontario is divided on the question of municipal autonomy. The more dominant thesis asserts that the Municipal Corporations (Baldwin) Act of 1849 ushered in a period of freedom for municipalities. The second depicts the Act as oppressive of autonomy in the interests of economic development. Both interpretations are based largely on extrapolation from earlier and later periods; there have been no direct examinations of local governance in Canada West/Ontario for what may be considered its formative period, from 1850 to 1880. This study examined the factors that influence a local government’s decision to engage in regional collaborations. Analysis of 7 local government managers and eleven elected officials revealed that the decision to engage in regional collaboration was influenced by external factors, organizational factors, and internal motivations. Elected officials and local government managers identified a disaster occurrence, fiscal stress, outside agencies, jurisdictional benefit, and communication as key factors. Decentralization has become one of the most important public-sector reform programs globally since the 1990s with mixed results. In this four-paper dissertation, I explored how decentralization reforms affect public goods and services delivery, by analyzing how post-decentralization institutional changes shape local expenditure decisions and health service utilizations in Indonesia. Despite an abundance of research on the impacts of city-county consolidation, the majority of studies to date have focused on outcomes related to efficiency, effectiveness, and economic development. In 1995 the Australian Government commissioned the report Enterprising Nation ‘: renewing Australia’s managers to meet the challenges of the Asia-Pacific century (Karpin, 1995), which emphasised the change that was necessary in Australian business to remain competitive in the global and growing economy. Recently, through the development of online technology, civic crowdfunding has emerged as a way in which to connect citizens to community problems and projects. Interlocal cooperation provides local governments with a third means of service provision, after direct provision and contracting out, that allows problems to be addressed at the regional level. Much of the academic literature on this topic places appointed officials as those who take the lead role in these types of arrangements. This research explores the involvement of elected officials, specifically city mayors, in interlocal cooperation. This dissertation is designed to examine the impact of the complementarity of politics and administration on local governments' fiscal performance. The study adopts Svara's Politics-Administration Complementarity Model, which explains the mutual interdependence and reciprocal influence of administrative relationships between the elected and appointed officials of local governments towards a General Management City (a traditional mayor-council city that appoints a professional city manager to conduct the city's administration without formally adopting the council-manager form).

A comparative analysis of southern Nevada municipalities, and their active participation to implement historical preservation is the foundation of research for this paper. The city of Las Vegas and surrounding municipalities have varying preservation programs in place. The distinctions between the municipalities historic preservation programs foster little protection for the historic site itself in most cases. Historic preservationists are actively bringing to the attention of government the importance of preservation, and are seeking more and more action on the part of the government to implement historic preservation mandates and protection.
