Local Governmental Collective Action And Mandated Policy Implementation, Michael D. Roberts
Local Governmental Collective Action And Mandated Policy Implementation, Michael D. Roberts
Doctoral Dissertations
Groundwater depletion is a global concern. Around the world, groundwater supplies more than half the water used for agriculture and human drinking. Many other species and ecosystems are supported by groundwater and rely on the integrity of groundwater and surface water connections. Like many social and environmental problems, addressing the overextraction of groundwater requires collective action across governmental authorities and jurisdictions. To date, there are few examples of successful, voluntary groundwater management. To steer collective action at the local level, higher levels of government often use policy mandates. This dissertation examines the implementation of one such mandate. California’s Sustainable Groundwater …

Evaluating Safety, Permanency, And Well-Being Outcomes For Adolescents In Family Home Program Care, Tami C. Soper
Walden Dissertations and Doctoral Studies
Policy decision makers have restricted the use of residential behavioral health services for youth involved in child welfare and juvenile justice systems, threatening their existence. Family Home Program (FHP), an evidence-based residential model, is an example of a program at risk of extinction because of negative characterization. While in-home, community-based, and foster care levels of child welfare services are assessed for conformity with federal outcomes using the federal Child and Family Services Review (CFSR), residential care does not receive this review. The purpose of this study was to bridge the evaluation gap between in-home and community-based child welfare programs and …

Efficient Primary Education Service Delivery In The Local Nigerian Government, Kezia Igwebueze
Walden Dissertations and Doctoral Studies
The inefficient service delivery of local government in Nigeria in the provision and maintenance of primary education and educational facilities is problematic. There is the dearth of instructional, recreational, residential, and social facilities in the learning environment that enable teachers and learners to carry out their work and assimilate efficiently. The purpose of this qualitative case study was to explore the determining factors that influence the culture of inefficiency in the primary education service delivery function across local government councils in Nigeria and investigate how the culture of efficiency can be recreated. Sutherland’s differential association theory provided the theoretical foundation …

Diagnosing Market Inefficiency: The Impact Of Consolidation In The Private Health Insurance Market On Healthcare Costs In The United States, Zachary Ising
West Chester University Doctoral Projects
This study presents a critical analysis of the relationship between the market concentration of private health insurance companies and per capita healthcare costs in the United States. It explores the hypothesis that consolidation within the private health insurance sector, driven by frequent mergers and acquisitions, contributes to a dysfunctional healthcare system characterized by high consumer costs. The study investigates the degree of market concentration in the health insurance sector from 2017 to 2020, focusing on healthcare costs per capita as the dependent variable, and employing independent variables such as market data of health insurers, the Herfindahl-Hirschman Index (HHI), and the …
The Impact Of Conservation Land On Property Taxes And Municipal Budgets In Maine: A Mixed-Methods Study, Abigail Bennett
The Impact Of Conservation Land On Property Taxes And Municipal Budgets In Maine: A Mixed-Methods Study, Abigail Bennett
Electronic Theses and Dissertations
This study is an interdisciplinary project done in collaboration with the Municipal Budget and Conservation Working group, a group of stakeholders that formed in 2018 to study conservation and town budgets. We use mixed methods to explore the impacts of conservation and municipal budgets in Maine. We use regression analysis on 21 years of panel data to identify causal relationships between conservation and mill rates, controlling for economic and town budget factors. We found statistically significant but small effects on average, with a 1% increase in conserved acres in a town associated with average tax bill increases of $1 or …
American Institution Of Public, K-12 Education: An Institutional Field Under A Complexity Paradigm, Jennifer Jean Joyalle
American Institution Of Public, K-12 Education: An Institutional Field Under A Complexity Paradigm, Jennifer Jean Joyalle
Dissertations and Theses
Institutional fields serve as foundational bedrocks that shape and govern behaviors, norms, and practices within distinct domains of societal and organizational interactions. The emergence of machine learning and the ability to manipulate large datasets offer researchers and decision makers the potential ability to model and visualize the behavior associated with institutional fields.
This proof of concept provides an example of visualizing the changing conditions in the institutional field of public K-12 education in America as a topology. By interweaving three primary strands of theory -- institutional fields, complexity in the guise of complex adaptive systems as a paradigm, and paradigms …

Exploring Local Elected Officials' Capacity To Govern Effectively, Mario King
Dissertations
A successful local government exemplifies inclusivity, innovation, and deliberate decision-making, all advancing responsible management of taxpayers' resources. In this qualitative investigation, a phenomenological approach is employed to delve into the lived experiences of local elected officials. The aim of this study was to gain insights into the capacity of these local elected officials for success in governance. Subsequently, the insights from these local elected officials' experiences are harnessed to evaluate their influence and impact on municipal performance.
The management of municipal performance encompasses the provision of social services, the maintenance of fiscal operations, and adherence to statutory obligations (Avellaneda, 2008). …

Economic Analysis Of Population-Based Next Generation Sequencing For Breast Cancer, Sapphire Curelaru
Economic Analysis Of Population-Based Next Generation Sequencing For Breast Cancer, Sapphire Curelaru
University Honors Theses
Breast cancer develops due to accumulated DNA replication insults which causes cancer to uncontrollably proliferate. An individual's predisposition to developing cancer, as well as the composition of a tumor, can be sequenced using genetic tests. Myriad's BRACAnalysis CDx® seems to be the most utilized genetic test. However, Next Generation Sequencing (NGS) seems to be a better genetic test for breast cancer when compared to Myriad's BRACAnalysisCDx® in terms of return-time, accuracy, efficiency, and healthcare cost. By using Next Generation Sequencing tests, stakeholders can save money on genetic testing which can be invested in more genetic tests. Payers can …

Navigating Complexity Of Serving Displaced Communities: A Study Of Yemeni Community-Based Organizations In Egypt, Alya Mohammed Al-Mahdi
Theses and Dissertations
Forced displacement is a global crisis that poses challenges for nations like Egypt. Despite international NGO support, escalating displaced individuals have overwhelmed existing capacities. Refugee Community-Based Organizations (CBOs) have emerged as a natural response from the communities themselves to bridge the gap between the state and NGOs and the refugee community. However, CBOs in Egypt face challenges that impact their operation and continuity. Through qualitative research, this study aims to explore the experience of the Yemeni CBOs. Through interviews with seven people from six CBOs conducted through field visits and online calls, this research uncovers the dynamics of Yemeni CBOs …

Dealing With The Effects Of Covid-19 Job Demands On Public Sector Employees’ Work Engagement And Job Burnout: The Role Of Public Service Motivation, Servant Leadership, And Mission Valence, Phillip Joseph Dillulio
Psychology Theses & Dissertations
The global recession stemming from the COVID-19 pandemic had a significant impact on the public sector of the U.S. economy. Specifically, reduced tax revenues from a dramatic decline in economic activity and increased demand for public services resulted in new and increased job demands for public sector employees (Eggers et al., 2020). However, limited research has examined the effects of COVID-19-related demands on job burnout and work engagement among public sector employees, and the role of personal, social, and organizational resources to protect their well-being (Demerouti & Bakker, 2023). The current study addressed this gap by employing the Job Demands …
