Exploring Local Elected Officials' Capacity To Govern Effectively, Mario King
Dissertations
A successful local government exemplifies inclusivity, innovation, and deliberate decision-making, all advancing responsible management of taxpayers' resources. In this qualitative investigation, a phenomenological approach is employed to delve into the lived experiences of local elected officials. The aim of this study was to gain insights into the capacity of these local elected officials for success in governance. Subsequently, the insights from these local elected officials' experiences are harnessed to evaluate their influence and impact on municipal performance.
The management of municipal performance encompasses the provision of social services, the maintenance of fiscal operations, and adherence to statutory obligations (Avellaneda, 2008). …

BISNIS & BIROKRASI: Jurnal Ilmu Administrasi dan Organisasi
Social media has altered emergency communication between local governments and citizens. Studies on social media and natural disasters are expanding. Few studies have explored the crisis of social media use among local government officials. This study investigated how Indonesian leaders use social media. It used data scraping techniques with the Twitter API and the http://tweepy.readthedocs.io/en/v3.5.0/api.html#tweepy-api-twitter-api-wrapper library to collect tweets from each governor's account in Bahasa, Indonesia, between January 1, 2020, and December 31, 2020. The collected data were stored in a MySQL database to facilitate manual analysis and converted to text format. The data were manually labeled using a three-step …
Immigration Federalism In The United States: Constructing A Contemporary Institutional Framework Centered On Local Communities Through A Case Study Approach, Sara Kuehlhorn Friedman
Immigration Federalism In The United States: Constructing A Contemporary Institutional Framework Centered On Local Communities Through A Case Study Approach, Sara Kuehlhorn Friedman
Dissertations and Theses
This research study presents a new model of immigration federalism which integrates existing theories into a framework that emphasizes agency at the local level. Unlike dominant models of federalism that observe the cascading effect of higher-level policy on lower levels of government, this research focuses on empirical evidence at the local level to understand its relation to policy at higher levels. Immigration federalism is receiving substantial interest in scholarly work and in practice, but it lacks a cohesive and comprehensive theory explaining variation at the community level. There is little reason to expect sweeping changes in immigration policy at the …
Let’S Talk About Trust: Exploring The Importance Of Communication In Building And Maintaining Public Trust In Local Government, Amanda M. Cantlin
Let’S Talk About Trust: Exploring The Importance Of Communication In Building And Maintaining Public Trust In Local Government, Amanda M. Cantlin
West Chester University Doctoral Projects
In the decades leading up to the 1960s, the majority of citizens trusted the government to do what was right. But as the country advanced toward 1970, this idyllic state transformed suddenly and unexpectedly. The decline of trust that has characterized decades ever since is of concern because there are some troubling consequences of public distrust. These impacts include disobedience, obstinance, disrespect, and selfishness. Some fear that incessant distrust threatens to erode the democratic principles on which this nation is founded. This study considers whether the way in which citizens and local public officials communicate impacts the level of public …

A Female Perspective On Overcoming Barriers To Become A City Manager In Californian Municipalities, Jessica M. Gordon
Walden Dissertations and Doctoral Studies
There are significant implications related to understanding perceived barriers experienced by women in local government. The purpose of this study was to identify career barriers of women executives in municipal administrations based on their own experiences. Approached using the situational leadership theory and role congruity theory and the narrative research design along with thematic analysis, this study was comprised of one-on-one interviews with nine female city managers currently working in Californian municipal administrations. Five themes (early influences, home life, work life, leadership experiences and development of others) were not only present within each of the participants’ experiences, but also represent …

Ethical Code Of Conduct And Its Impact In Decision Making Among Managers In Local Government In Zimbabwe, Mavis Bhehane Bordvik
Walden Dissertations and Doctoral Studies
This qualitative case study addressed a gap in administrative ethics literature and was aimed at exploring how leaders in local government make ethical decisions and to understand the impact of codes of ethics on ethical conduct and ethical decision making. Trevino’s interactionist model of ethical decision making was used as a theoretical lens to guide the study. Because the model explores contextual interactions and the moral compass of individuals, it illuminated whether managers in local government perceive ethics and codes of ethics as important in decision making. The research questions solicited information on how leaders in local government describe their …

Servant Leadership And Conflict Adaptivity In Local Government Leaders, June F. Mighty
Servant Leadership And Conflict Adaptivity In Local Government Leaders, June F. Mighty
Electronic Theses and Dissertations
Government organizations’ focus on public service provides a fertile ground for conflict due to competing interests and goals. Conflicts exist and persist because of workplace pressures such as unstable political climates, budget restrictions, technological advances, a diverse workforce, disruptive change, and organizational transformation. Although typically risk-averse, these organizations need flexible and adaptive leaders who exhibit the appropriate behaviors in the best interests of the organization and the community. Servant-leaders seem likely to demonstrate conflict adaptivity due to their focus on serving the needs of followers and other stakeholders, which may require different conflict styles at different times and in different …

Most research examining factors associated with local government adoption of sustainability practices focuses on the impact of community characteristics. Little is known about whether adoption is also related to the characteristics of the leaders in these jurisdictions. To address this gap in the literature, this exploratory study uses data from a national survey of U.S. local governments (n = 1,672) to examine the potential correlation between adoption of certain sustainability practices and the gender of a jurisdiction’s highest elected official. Our regression models find that jurisdictions led by women were more likely to have adopted redistributive programmes and practices encouraging …
Community-Based Organizations' Engagement In Social Innovations To Promote Sustainable Urban Development, Yael Racov Drory
Community-Based Organizations' Engagement In Social Innovations To Promote Sustainable Urban Development, Yael Racov Drory
Walden Dissertations and Doctoral Studies
Institutional void often fuels efforts by social entrepreneurs to fill gaps through social innovations (SIs). Furthermore, governments promote SIs because they tend to advance sustainable solutions and social change. In a town in Israel, after years of intense social activism, during governance by a Convened Committee (CC) established by the central government, community-based-organizations (CBOs) are no longer engaged in innovative activism. Fewer solutions to institutional void could deteriorate or generate social problems. A gap in the literature exists regarding Israeli CBOs' engagement in sustainable urban development (SUD) SIs during CC governance. The purpose of this research was to uncover the …

Understanding The Individual And Organizational Attributes Of Servant Leadership In Local Governments, Pallavi Awasthi
Understanding The Individual And Organizational Attributes Of Servant Leadership In Local Governments, Pallavi Awasthi
FIU Electronic Theses and Dissertations
Servant leaders are driven by a natural feeling to serve first which manifests into a conscious desire to lead. The servant leadership style emphasizes internalizing ethical behavior, along with empathy and service orientation in creating value for the community which is critical in public administration. While the servant leadership concept has gained much interest among business management scholars, it has received little attention in public administration. This dissertation aims to fill this wide gap in public administrative leadership scholarship by investigating the role of servant leadership in public administration.
Specifically, the dissertation seeks to understand individual (servant identity and moral …

The Successful Implementation Of O. Reg. 588/17: Organizational Factors That Contribute To The Success Of Asset Management Planning For Municipal Infrastructure In Small Ontario Municipalities, Jenna Campbell (Shultz)
MPA Major Research Papers
Asset management planning in Ontario has evolved since the early 2000s and Ontario Regulation 588/17: Asset Management Planning for Municipal Infrastructure came into effect on January 1, 2019. The requirements of the regulation are different for small municipalities, being those having a population of less than 25,000, than for large municipalities. The burden of undertaking large-scale change initiatives, specifically those that are externally initiated, can be especially difficult for small municipalities that often lack the resources and specialized staff to address these changes. This paper explores the organizational factors that contribute to the success of local government asset management planning …

Which Us Municipalities Adopt Pay-As-You-Throw And Curbside Recycling?, Raymond Gradus, George C. Homsy, Lu Liao, Mildred E. Warner
Public Administration Faculty Scholarship
This study investigates the drivers of curbside recycling program adoption and Pay as You Throw (PAYT) program adoption in 1,856 US local governments using a 2015 survey. While 50% of municipalities and counties adopt curbside recycling programs, we find that the adoption curbside recycling is limited by capacity constraints; local governments with lower per capita expenditures and more poverty are less likely to implement curbside recycling. PAYT programs are less common overall (10% of municipalities) and less common in richer communities and more common in communities with higher education levels. Local official political affiliation is not significant in either model. …
Sustainability And Disaster Planning: What Are The Connections?, George C. Homsy, Lu Liao, Mildred E. Warner
Sustainability And Disaster Planning: What Are The Connections?, George C. Homsy, Lu Liao, Mildred E. Warner
Public Administration Faculty Scholarship
In this paper, we examine the connections between resiliency and sustainability by asking: can disaster planning lead to more sustainability actions? In a survey we conducted of 1,899 cities, towns, and counties across the United States in 2015, we found that disaster plans are three times more common than sustainability plans. Our regression models find both types of plans lead to sustainability action as does regional collaboration across the rural-urban interface. However, we find that hazard mitigation planning may be done without including sustainability staff, citizens, and other officials. After controlling for motivations, capacity, and cooperation, we find rural communities …

This study attempts to understand how the functionality of the mayor-chief administrator officer (CAO) relationship impacts the ongoing operation of these two local government positions. Looking at the structural and interpersonal aspects of the lived experience of this relationship enlightens us as to the manner in which the relationship functions. A review is made of literature on local government, generally, and on the separate roles of mayors and CAOs as well as the limited research on how their relationships operate. General relationship and leadership scholarship is used to better understand this specific relationship and its nuanced social processes. Qualitative research …
