Health Care Service Disparity: Factors Associated With The Distribution Of Primary Care Physicians, Robert L. Morgan

Primary care physicians operate on the front lines of health care. Although primary care physicians play a critical role in improving health outcomes, workforce trends in the United States show a growing shortage of primary care physicians as demand for primary care rises. In conveying the importance of primary care physicians, the worsening physician shortage, the inequitable distribution of providers, and the lackluster institutional response thus far, this paper calls into question the effectiveness of current indicators used to identify underserved areas and provide appropriate government assistance. For decades urban centers across the country have experienced significant transition in demographics, population, composition of workforce, and the industries that constitute their economic base. The Federal Government has sought to address the issues of urban cites through a series of urban polices. This study explores one of the more prominent and sustained urban policies, the Community Development Block Grant (CDBG) program and evaluates a series of political factors on local decision making in the allocations of Community Development Block Grant dollars.

Thank You For Your Time! Would You Mind Donating To Our Cause? The Effect Of Gratitude On Prosocial Behavior, Matthew L. Hortt

A random assignment experiment examined the effects of three expressions of gratitude on two prosocial behaviors: volunteering and making monetary donations to charitable organizations. The results indicated that two of the expressions of gratitude had a significant opposite effect on the two prosocial behaviors. Both a verbal thank-you speech and a hand written thank-you note, resulted in a significant reduction in the amount of pledged volunteer hours, while resulting in a significant increase in the amount of pledged charitable dollars. The third expression of gratitude, a ten dollar thank-you gift card, produced no significant findings for either prosocial behavior. The …

This dissertation studies citizen participation, mental health care and block grants. Each state has a Mental Health Planning and Advisory Council (MHPAC) that is required by the Community Mental Health Services Block Grant program. Councils must consist of at least 50 percent citizens. This dissertation looked at MHPAC activity levels of the 50 states (and Washington, DC) and developed an activity level index to measure council activity from 2008-2011. Two main questions were posed. First, do planning council differ in their level of activity? If so, what explains this variation? It is often necessary for nonprofit organizations (NPOs) to formulate a Request for Proposal (RFP) to procure essential contracted services. This is most common when seeking the services of an external evaluator. Since most NPOs do not have internal evaluation staff, developing an appropriate RFP can be quite challenging. With limited literature and resources to guide NPOs on how to prepare RFPs, the process for procuring qualified evaluators can be even more daunting. The purpose of this study is to examine the administrative style used in New York State (NYS) counties for administering two needs-based federal programs: Supplemental Nutrition Assistance Program (SNAP) and Temporary Assistance for Needy Families (TANF). Needs-based federally-funded policies have significant implications for public administration and intergovernmental relations because these programs involve public servants in the determination and delivery of services of federally-mandated programs which states deliver through a variety of models (state, county, or contracting with private or nonprofit agencies). California has adopted a Complete Streets policy, which requires local municipalities to design roadways that meet the needs of all users (pedestrians, bicyclists, and motorists). This policy, combined with complaints about motorists speeding in residential areas, has been a catalyst for jurisdictions to install traffic calming measures on residential streets. One popular traffic calming measure used in the City of Redwood City is the installation of speed humps. This study examines the impact that violence has on an underserved community and its opportunity for revitalization. It attempts to reveal and analyze significant differences of opinion among residents, politicians, and other stakeholders in the Englewood community of Chicago, focusing primarily on what is needed to revitalize the community and reduce the level of violence in it. One key research finding is that there is a significant disconnect between residents of Englewood, the politicians who represent them, and activists and social-service providers who work with them in the community. Law Enforcement Innovation And Diffusion: A Network Analysis Of Police Accreditation, Jeremiah Paul Johnson

This study seeks to identify network structures capable of predicting innovation uptake among law enforcement organizations. Utilizing a mixed-methods approach, diffusion is studied through the lens of a single innovation, state law enforcement accreditation. Quantitative data culled from a variety of social artifacts in two New England states are used as a basis for the study. Relational data extracted from meetings held by a private police chief's association over an 11 year period were used to construct an affiliation matrix. Social network analysis demonstrates that actors with high levels of centrality are more likely to self-select state accreditation enrollment than …

Student evaluation team, AVID Advising, conducted an evaluation of a not for profit organization, Clean the World, Las Vegas Volunteer Program from February 2015 through August 2015. The pre-­‐ valuation consisted of an analysis of the organization’s growth since opening its Las Vegas doors in 2012, staff responsibilities, and their volunteer program. Guatemala has, until today, struggled to achieve security and justice following the end of nearly half a century of civil war in 1996. One specific institution, the International Commission Against Impunity in Guatemala (CICIG), has been implemented to rectify many of the Guatemalan state’s difficulties in establishing and maintaining the rule of law. In this thesis, I look to better explain CICIG’s role in Guatemala relative to security and justice in a post-conflict setting: I define CICIG as an institution potentially capable of building societal trust, and I explain how the inclusion of procedural justice within transitional justice can help …

This paper examines the extent to which media and government discourse about public housing differs from the lived experience of public housing residents. It uses case studies of the two largest and most negatively stereotyped public housing communities in London, Ontario – Limberlost and Southdale – and it argues that there are three distinct discourses surrounding public housing in the city. This paper attempts to identify what local public health unit (PHU) characteristics, if any, may be contributing factors to the variations in provincial and local per capita funding levels between PHUs. Financial data was collected on the size of the grant provided to each health unit by the Province of Ontario and the total expenditures spent by each PHU. The economic, political, and social environment in Ontario is placing increased pressure on the delivery of local fire prevention services and fire chiefs and elected officials are expected to do more with fewer resources. Subsequently, exploring mechanisms to work collaboratively with neighbouring fire departments in order to improve the efficacy of fire prevention programs should be a priority. This paper examines the conducive and inhibiting factors of voluntary collaboration for fire prevention activities within Ontario’s fire service.
