It is a phenomenon where students desire attending school, but for reasons beyond their control, they are prohibited from attending classes. Some of these reasons are teachers' strike action, students' poverty, lack of educational infrastructures, and unsafe educational environment. The goal of this exploratory study is to examine the effects of public service motivation (PSM) in predicting decision-making of criminal justice personnel (reentry managers) in the management of former prisoners. The overarching research question seeks to answer if, and in what way, PSM score influences reentry managers' approach to their work with the formerly incarcerated, who are in transition from prison back into the community. This problem impacts the victims of crimes as they endure emotional and mental distress of additional investigations and new trials. Defendants are impacted by errors in verdicts because of the loss of freedom while being factually innocent. ECB has rarely been understood and empirically studied at the organizational level. The present study fills this gap by using an organizational learning perspective. Specifically, the study was a response to the following research question: do organizations with high EC differ from organizations with low EC in terms of OLC? This study examines in two ways the provision of support services in outpatient substance abuse treatment (OSAT): (1) the extent to which ownership makes a difference; (2) how public policy and market conditions influence the ownership effect. Two types of support services are investigated: free treatment provision and the total number of ancillary services helping underserved populations recover from drug and alcohol abuse.

This thesis evaluates the equity performance of a recent state environmental justice policy, California’s Senate Bill 535 (S.B. 535). “Environmental justice” refers to the disproportionate environmental harm imposed on low-income and minority communities. S.B. 535 uses competitive grants to provide funding to these communities. The research is centered around two questions: (1) to what extent has S.B. 535 experienced successful implementation in its first year of operation, and (2) how can policy actors improve implementation while balancing performance and equity goals?
