Of late, practical and theoretical interest in diplomacy and diplomatic studies has grown, prompting a number of diplomatic scholars to undertake a long overdue stock take of the past, present, and future of the subfield. Islamic politics remains at the centre of international relations in the early 21st century, with important implications for regional processes in Southeast Asia, the Middle East and Eurasian-Central Asian affairs. One mechanism for the aspirations of states with Muslim majorities and communities is the OIC, the Organisation of the Islamic Conference, now with 57 members and several observers. The OIC also has organisational linkages with NAM (the Non-Aligned Movement), the UN, the League of Arab States, the Economic Cooperation Organisation, the AU (African Union) and indirectly with ASEAN. International Regimes have long been understood as cooperative mechanisms that allow states to work with each other, shaping expectations and generating areas of convergence on specific issues. (Chen & Chen 2009; Gorg & Ulrich 2006; Brahm 2005; Keohane 1982). Ranging across numerous areas, including fisheries conservation, food production, international trade, proliferation control regimes, control of illicit goods, monetary regimes, development agenda, and environmental cooperation, they can often operate where international institutional control is weak. How is democracy made real? How does an undemocratic country create new institutions and transform its polity such that democratic values and practices become integral parts of its political culture?
