The epic failure of fixed public housing projects supports the paradigm that poverty concentration makes poverty and the cycle of poverty intractable. Moreover, neoliberal, free-enterprise theorists interrogate the viability of the state as a provider of social goods and services and press the need for market-based schemes such as housing vouchers. However, how do you de-concentrate the poor voluntarily without government dictating residential choice? This article reports the results of the first ten years of a policy experiment leveraging a mobile voucher program to attempt to achieve voluntary dispersion and de-concentration of the poor in Phoenix, Arizona. This article examines the implementation of The Patient Protection and Affordable Care Act (ACA) with a particular focus on the states’ contracted outreach and enrollment services. Having collected administrative and perceptual data from key informants, we examined outreach and enrollment contracts in six states that have reduced the uninsured rate by at least 20% of ACA-eligible population. Our findings suggest that the complexity of the law and its structure, as well as the characteristics of contracting were, in effect, “drowned out” by clear patterns of highly collaborative implementation that involved extensive chains of diverse outreach/enrollment actors. The purpose of this thesis is to analyze how law reform toward gender equity has an impact on economic growth in Arab countries in the Middle East. Personal status law reform granting women economic, social, and personal freedoms is spreading across the region and showing substantial change. Using case studies of major PSL reforms in Tunisia and Morocco, this thesis outlines qualitative and quantitative evidence to support the case that gender equity benefits the economic growth of the given country.

This research investigates the conditions under which a state’s regional influence increases, or a state becomes a regional power, using an in-depth analysis of the case of Ethiopia in the Horn of Africa. I make a two-fold argument (a) developments in the Horn of Africa over the last two decades show that the regional influence of Ethiopia has been growing, and (b) analysis of attributional capabilities – population, military, economy – alone do not fully explain this development. Past research suggests that voter behavior is influenced by perceptions of electoral competitiveness. For example, when an election is perceived to be close, voters will be more likely to turnout and/or cast strategic votes for their second-most preferred candidate. Operationalizing electoral competitiveness in three-candidate elections presents previously unrecognized methodological challenges. This paper first shows that many past strategies for measuring ‘closeness’ in three-candidate contests have violated at least one of three basic properties that any such measure should satisfy. We then propose a new measurement grounded in probability ratios, and prove formally that ratio-indices satisfy these axiomatic criteria. Empirical analyses …

Substantial scholarship argues that regulation of religion suppresses religiosity in a community by reducing individuals’ satisfaction with their religious experience. To date this research has assumed that regulations are enforced on and affect religious communities uniformly. It has also focused heavily on Western Christian populations and aggregated national data. We suggest that state regulation of religious communities and behaviours impacts citizens differently based on their affiliation. Using individual-level assessments of freedom and religiosity from Muslim-majority countries, we show that, at the individual level, restricting freedom suppresses religious belief and behaviour. Restrictions on religious minorities, however, can increase religiosity. As such, …

The phrase goodness of God does occur occasionally in the Hebrew Bible, but has not been considered by Old Testament scholars. to be a key piece of Israelite theology. Rather, it has been interpreted as just another way of talking about God’s acts of hesed or loving kindness for his covenant people and is usually interpreted in the context of the covenants Israel received through Abraham and Moses. Conventional academic discussion vis-à-vis America’s Special Operations Forces, is largely focused at the tactical and operational level of analysis. This means the emphasis on explaining outcomes is placed on personnel (recruiting, assessing, selecting, and training), cutting edge equipment, innovative tactics, or advanced command and control procedures. In 2017, for the first time since the end of the Cold War, none of the capability targets identified in NATO’s quadrennial NATO Defence Planning Process (NDPP) were left on the negotiating table. Previously, capability targets were identified by the alliance’s secretariat, but they remained unfilled as allies failed to assume responsibility for them.

This monograph examines the 2014–18 iteration of the NDPP, which represented a stunning turnaround in transatlantic burden sharing. The analysis reveals a combination of factors—the changed threat environment, political pressure from Washington, and the role of “policy entrepreneurs” working within NATO—best explain the alliance’s success in …

The announcement of the three-year Long-Term Refinancing Operations (LTROs) by the European Central Bank (ECB) on December 8, 2011, signaled the beginning of the largest ECB market liquidity programs to date. Continued and increasing liquidity-related pressures in the form of ballooning financial market credit default swap (CDS) spreads, Euro-area volatility, and interbank lending rates prompted a much more forceful ECB response than what had been done previously. The LTROs, using a repurchase (repo) agreement auction mechanism, allowed any Eurozone financial institution to tap essentially unlimited funding at a fixed rate of just 1%. Public choice literature divides the rationality of voting between instrumental and expressive. In this paper, we take the Vermont legislature in passing the H. 57 bill as a case to explain some of the determinants of expressive voting empirically. The H.57 bill declares that no government entity can interfere with, or restrict, a consenting individual’s right to abortion care across the entire gestation period. However, the bill has not changed the previously states quo of the state towards abortion rights. Using Starting Strong as a case study, this article examines how four successful Student Learning Outcomes (SLO’s) emerged and one was eliminated during the Quality Enhancement Plan’s (QEP’s) development process. In comparison to the one that was purged, the four successful SLO’s had five commonalities: 1. Virtually unanimous support from the administration; 2. Wide acceptance of the SLO from the faculty and staff members working on the QEP; 3. A shared conception between the administration and faculty/staff of what is an appropriate SLO; 4. A source of national shame can be the perception that one’s nation is intellectually inferior to other nations. This kind of national shame can lead not to despair but to a sense of national responsibility to engage in creative self-renewal and to create national identity from scratch. An exemplar of someone who recognized and engaged with this kind of national shame is Nguyễn An Ninh (1900–1943), an influential Vietnamese anti-colonial intellectual in French colonial Vietnam. Ninh’s account of national shame challenges existing assumptions in political theory, namely that national identity requires national pride, that national shame comes from bad actions …

State institutions that came into being centuries ago have taken on different roles in the post-World War II period of globalization. These institutions may have changed significantly as their roles have become greater to accommodate participation in the global political economy. The theory I develop in this paper indicates that the legal origins of a state continue to have a relationship with its current level of economic globalization. This article examines Václav Havel’s The Power of the Powerless in the context of a broader ideation of dissent, primarily using Hannah Arendt’s The Origins of Totalitarianism and William Connolly’s The Fragility of Things as supplements. Havel’s argument remains relevant over thirty years after its initial publication, and his ideas regarding dissent as a fundamental challenge to authoritarian untruth are valuable and deserve further exploration. From this conceptualization, a “politics of dissent” is proposed as a means to express dissatisfaction with authoritarian government and to reevaluate democratic social and political discourse.

Environmental regulation is often viewed as conflicting with economic needs. This paper examines under what personal and contextual economic conditions individuals support increased environmental protection efforts. Data from the 2017 World Values Survey is analyzed to determine the probability that an individual will prioritize environmental protection over economic growth at varying levels of household income with a comparison between the context of an economically secure country and an economically insecure country. The results indicate that, across all income levels, individuals in economically secure countries are more likely to prioritize the environment than those in economically insecure countries. he University of New Orleans’ Survey Research Center (SRC) conducted a statewide interactive voice response (IVR) survey of Louisiana voters on the topic of who they preferred in the 2020 presidential election. We also asked them about the Covid-19 virus. Survey respondents were randomly selected from the Louisiana Secretary of State’s voter file. However, not all registered voters were eligible for the poll. Only those registered voters who had voted at least once in the past ten statewide elections in Louisiana were selected for the sample.
