In this special issue of the Journal of Public Deliberation, multiple faces of Participatory Budgeting programs are revealed. The articles demonstrate that there is no standardized set of “best practices” that governments are adopting, but there are a broader set of principles that are adapted by local governments to meet local circumstances. Adopt and adapt appears to be the logic behind many PB programs.

This essay is a reflection piece. I identify key principles at the core of how PB functions and to discuss the scope of change we might expect to see generated by these institutions. I move beyond the idea that there is a specific model or set of “best practices” that define PB. Rather, it is most fruitful to conceptualize PB as a set of principles that can generate social change. The weaker the adherence to these principles, the less social change generated. Sudan was in a state of civil war for most of the years following independence in 1956, apart from a temporary respite between 1972 and 1983. After hostilities resumed, the Sudan People's Liberation Movement/Army (SPLM/A) captured Leer from the government in March 1986, and the town became a stronghold of the rebel commander Riek Machar, who had been born there. In August 1991 Riek Machar broke away from John Garang's mainstream branch of the SPLM/A. Machar's breakaway faction was called the SPLM/A-Nasir faction from 1991 to 1993, and then the South Sudan Independence Army (SSIA) from 1994 to 1997. In …

This article pursues two main objectives. First, it provides a transnational overview and analysis of participatory budgeting, which has been central to the literature on democratic innovations in citizen participation. Second, it combines this broad empirical project with a theoretical approach based on the construction of ideal-types in the Weberian tradition. Namely, it presents six models of citizen participation: participatory democracy, proximity democracy, participative modernization, multi-stakeholder participation, community development and neo-corporatism. This brief essay reviews Firat Cengiz’s book Antitrust Federalism in the EU and the US (2012), which compares the role of federalism in the competition law of the European Union and the United States. Both of these systems are “federal,” of course, because both have individual nation-states (Europe) or states (US) with their own individual competition provisions, but also an overarching competition law that applies to the entire group. This requires a certain amount of cooperation with respect to both territorial reach and substantive coverage.

Cengiz distinguishes among “markets,” “hierarchies,” and “networks” as forms of federalism. Markets are the least …

And with national unemployment near 8 percent, it is important for college students to consider what obstacles they may face when entering the workforce. I examine the following elements in regards to women’s mobilization in Latin America and Venezuela from the late 1950s to the present: (a) the influence of the state and economy on times when women mobilized (b) class division within the movement (c) women’s demands during different time periods (d) the ways in which women were successful in working towards gender equality. Today, this debt is heavily burdensome; money spent on debt service is money that cannot be invested into infrastructure development, health, education, or other areas that might benefit the large number of Africans who live in poverty. Democracy does not spontaneously occur by citizens gathering to choose laws. Instead, representative democracy takes place within an extensive legal framework that determines such matters as who gets to vote, how campaigns are conducted, and what conditions must be met for representatives to make valid law.
