Making the best use of the fully appropriated water supply in most areas of the Rio Grande Drainage Basin remains the major issue facing the state of New Mexico. This dissertation develops a comprehensive and integrative methodological approach capable of evaluating water resources problems in the Rio Grande Basin. A combination of two well-known and utilized economic tools (the input-output and linear programming techniques) served as the basis for model formulation.

When representatives of the city of Albuquerque and the Albuquerque city police were unable to negotiate a new contract when the previous contract expired on June 30, 1975, the police officers engaged in a work slowdown by issuing less traffic citations. On Saturday, July 12, the officers on the third shift were told to end their slowdown. Instead, the officers on the third shift began a wildcat strike that afternoon. By Saturday night, 240 officers had joined the strike; that number soon grew to about 340 officers out of a total police department of 504. On the following Thursday, those …

The objective of this study was to find where economies in scale lie, and what, if any, would be the preferred or most economical in packing facilities. Data relative to equipment and labor requirements and capabilities and to materials and services were obtained through manufacturers, sales agencies, research studies and case studies. Two computerized programs were developed to select equipment, labor, and facilities which would be most efficient and least-cost and this was done for packing 10-pound bags with potatoes. Not all government regulation is bad, but the costs are often simply passed along to the consumer, essentially as a "hidden tax." It is a pleasure for me to speak this evening before such a distinguished group of agribusiness and academic representatives, all of whom have a common interest. Twenty years ago, that interest would have been denominated as "agricultural policy". Today it would be called "food policy", which presumably is a broader term. Food policy is usually defined to encompass the interests of everyone in the production and marketing process from producer to consumer. It is by no means limited geographically, but encompasses people and firms who are involved -- directly or indirectly, domestically and internationally - in the food business. …

The purpose of this thesis is to show the existing quantitative tool (model) measuring the true grant-value of foreign aid, expand that model somewhat to arrive at least at reasonably accurate input factors which are otherwise difficult to evaluate, and to document China's foreign aid program on a recipient by recipient basis, both in terms of its nature and its estimated grant-components.

This economic forecast examines trends within the major sectors of the economy to make predictions about how the American economy will fare in 1978. The overall outlook is relatively tame. The real economic growth rate will average about 4.5% in 1978 with inflation a little under 6% and a moderate decline in unemployment. All in all, 1978 is predicted to be a stable period of modest growth and prosperity.

This paper is concerned with quantitative methods for the analysis of travel behaviour of individuals. It reviews some of the recent developments in model specification, estimation, model evaluation and testing, and aggregation and forecasting. Topics in model specification include the multinomial probit model and its computation, and generalized extreme value models and their relation to sequential models. Topics in estimation methods include the use of choice-based samples, sample designs, and incomplete choice sets. Model evaluation topics include prediction success tables and diagnostic tests of specification. Many of the popular suggestions for improving energy use under mechanized agriculture would result in a reduction in total food supply or they are in conflict with economic decisions. This paper examines several of these suggestions and identifies the economic limits to their implementation. The choice of food products or techniques of production must be evaluated in the context of all uses of energy. Only a market system is capable of permitting every consumer to express his preferences for the infinite array of foods and energy uses.

The capital-theoretic model suggested for determining the price- quantity combinations does not hold in the case of most natural resources, including petroleum, since the inelastic demand function would vitiate the optimal solution. The specification of a dynamic demand function, with necessary, attributes, no doubt, results in a valid optimal solution in period t, but that could be achieved only at the cost of sub-optimal solution in other periods. If the OPEC starts behaving as a discriminating monopoly, instead of as a pure monopoly, the optimal solution is assured in all markets and in all time periods.

The energy needs of the developing countries are enormous. They will grow with the passage of time as the pace of economic development accelerates and those countries enter the industrial epoch. The sheer physical non-availability of coal and petroleum to most of them makes it obligatory to choose an unconventional resource as an energy-base. The nuclear fission is the only option now available which is feasible, less-expensive and plentiful. Solar and fusion may be the ultimate sources in the steady state, when appropriate technologies are developed.
