Urban Sprawl: Policies For Containment And Cost Recoupment, Roy W. Bahl, Michael Mcguire

The purpose of this paper is to offer, in a very preliminary form, a general framework for the evaluation and identification of the effects of alternative land use controls·, tax measures, and user charges on the set of decisions which lead to sprawl. In particular, we attempt to explore two points: that only distance related charges can both recoup costs and constrain sprawl, and that existing tax programmes may do little to contain sprawl. This essay is an overview of the problems and possibilities in measuring municipal output, with special emphasis on productivity. The following section explores the nature of public productivity and management issues in the setting of the current fiscal crisis. Attention is then directed to an examination of contemporary fiscal theory in an attempt to identify the conceptual issues that are relevant to public output and its measurement. The third section sets forth a framework for systematic thinking about output measurement. From 1900 to 1960, employment in New York State grew slightly faster than in the rest of the nation, but since 1960 it has lagged substantially behind the national rate. This slowdown in employment growth has created many short-term problems and has serious implications for long-range planning of state policy. This chapter will compare the employment growth trend in New York State to that in the United States as a whole and to those of other geographic regions.
