This was a plenary presentation given at the XXIV IAALD World Congress on July 22, 2013, at Cornell University. It described international information literacy policy with examples from different countries and organizations. It clarified definitions of information literacy and policy; discussed information policy in relation to global challenges; and addressing the challenges.

NASA can more effectively perform its missions by transferring its aeronautic responsibilities to the Federal Aviation Administration and be renamed the National Space Agency. The U.S. must also recognize that space is an emerging arena of international competition and conflict and militarily protect its space assets from China which seeks to use space to restrict the U.S.' ability to defend its strategic interests in regions such as the Western Pacific.

The aim of this article is to analyze the political intervention regime in states through the study of Federal Interventorship mechanisms. We center our attention on the "Estado Novo" and do not take into account any particular Interventoria, nor any specific struggle between a political faction in a given state with new leaders of the National State. The focus, throughout the discussion of evidence from some singular states (São Paulo, Pernambuco, Rio de Janeiro, Rio Grande do Sul, Minas Gerais), collected both in historiography and at Getulio Vargas archive, is in the analysis of the main difficulties that the Vargas …

Just as Marx's insights into capitalism have been most strikingly vindicated by the rise of neoliberalism and the near-collapse of the world economy, Marxism as social movement has become bereft of support. Is there any point in people who find Marx's analysis useful in clinging to the term "Marxism" - which Marx himself rejected -- at time when self-identified Marxist organizations and societies have collapsed or renounced the identification, and Marxism own working class constituency rejects the term? The wide-spreading protest movement in Turkey is bringing up the irresistible analogy: Taksim Square is for Turkey what Tahrir Square is for Egypt. Considering that Tahrir Square events were the extension of the protest movement that started it all from Tunisia, it follows that the turmoil in Turkey is similar to the so-called Arab Spring. But most observers and media analysts are dismissing Taksim Square movement arguing that Turkey’s uprising is not similar to the Arab Spring because Erdoğan and his party are democratically elected and that Erdoğan has governed over a period of unprecedented economic prosperity.

Explaining Prolonged Silences In Transitional Justice: The Disappeared In Cyprus And Spain, Iosif Kovras

The article examines why some postconflict societies defer the recovery of those who forcibly disappeared as a result of political violence, even after a fully fledged democratic regime is consolidated. The prolonged silences in Cyprus and Spain contradict the experience of other countries such as Bosnia, Guatemala, and South Africa, where truth recovery for disappeared or missing persons was a central element of the transition to peace and democracy. Exhumations of mass graves containing the victims from the two periods of violence in Cyprus (1963–1974) and the Spanish Civil War (1936–1939) was delayed up until the early 2000s. Cyprus and …

Since 2005 election of Evo Morales, Bolivia has been undergoing an unprecedented process of reforms aimed at increasing citizens’ direct access to political power. Among the reforms is the 2011 direct election of high court justices—a first among contemporary democracies. This paper analyzes the results of that unique election. Unlike partisan elections, candidates (who were pre-selected by the legislature) were not allowed to campaign and media coverage of candidates was highly restricted. Instead, the country’s electoral organ was charged with disseminating information about the candidates as part of its mission to educate voters about the judicial elections. The political hero cult of Mao Zedong is archetypal in terms of the development of a modern cult of personality. It was centrally planned and used by the Chinese Communist Party as a political weapon. Its development is well-documented, but this paper describes an element of it that has not been discussed, which is the fact that the true object of veneration in the Mao cult was actually his ideology as a distinct entity from the man himself. This ideology's creation was the original purpose of the CCP's participation in his cult because it was a source of political legitimacy. …

The endurance of Arab authoritarian regimes has been quite daunting, especially with the rise of the Arab Spring. Some Arab regimes have ruled with domination and repression since the nineteenth century. These regimes stand out globally with respect to the number of democratic countries. Even with the recent rebellions, the rise of the Arab Spring, starting in 2011, a number of Arab regimes still continue to thrive and remain intact under authoritarian rule. Research examining fraternities and sororities is minimal. Whenever research does arise, it usually focuses on negative stigmas with these organizations, such as alcohol abuse or hazing. This study seeks to examine more positive aspects of Greek organizations in order to inspire further research into fraternities and sororities. It was hypothesized that Greek-affiliated college students differ from unaffiliated college students in the Big Five personality factors such that Greek members are less likely to be open to experience, less conscientious, more extraverted, and less neurotic than nonmembers. Greek members and nonmembers will be similar in agreeableness. It is also hypothesized that …

This thesis examines the effect of private soldiers, both Mercenaries and Private Military Contractors (PMC), on the duration of civil wars in Africa from 1960 to 2003. Linear regression is used to determine if private soldiers increase or decrease the duration of civil wars. Ultimately it is found they have little to no statistical impact. This is contrary to the expectations of the theoretical literature on private military contractors, some of which expects private soldiers to profit from war and seek to lengthen duration, and some of which expects the use of additional private soldiers to shorten the duration of …

Using hierarchical cluster analysis, a new measure of democracy, the DCC index, is proposed and constructed from five popular indices of democracy (Freedom House, Polity IV, Vanhanen's index of democratization, Cheibub et al.'s index of democracy and dictatorship, and the Cingranelli-Richards index of electoral self-determination). The DCC was used to classify the regime types for twenty-four countries in the Americas and thirty-nine countries in Europe over a thirty-year period. The results indicated that democracy is a latent class variable. Considerable evidence suggests that economic interdependence and integration reduce the likelihood of militarized conflict. However, scholars have devoted remarkably scant attention to testing different explanations of the liberal peace. This article offers an empirical test that can help adjudicate the two main arguments on the liberal peace: the opportunity cost and signaling arguments. Under the incomplete information assumption, I derive different observable implications of the competing arguments regarding how target states respond when challenged. By estimating selection models comprising dispute initiation and reciprocation, I find that, as challengers are more dependent on bilateral trade, targets are less likely to reciprocate …

Why, contrary to their predecessors, did the Taliban resort to use of suicide attacks in the 2000s in Afghanistan? By drawing from terrorist innovation literature and Michael Horowitz’s adoption capacity theory—a theory of diffusion of military innovation—the author argues that suicide attacks in Afghanistan is better understood as an innovation or emulation of a new technique to retaliate in asymmetric warfare when insurgents face arms embargo, military pressure, and have direct links to external terrorist groups. The findings of my in-depth case study of Afghanistan between 1978 and 2010 support the proposition and show that it was an …

Peace enforcement—the threat or use of military force to compel belligerent adherence to a civil war settlement—has become increasingly salient in the past decade. Using a hazards analysis of all civil wars and associated third party interventions between 1945 and 2013 in addition to three structured, focused case studies, I argue that peace enforcement operations that 1) utilize the appropriate typological spoiler management strategy and 2) maintain legitimacy and impartiality through close cooperation with UN peacekeepers, are the most successful at catalyzing civil war termination and securing durable peace. Scholars and journalists have periodically referred to Germany and its military, the Bundeswehr, as normalizing. The trend, which is defined here as the increasing frequency and intensity of out-of-area military operations, is contested among international relations scholars, and this debate reaches the core of the three main theories outlining drivers of state behavior. This paper analyzes the underlying causation of normalization from these schools of thought by considering the decision-making process leading to Germany’s participation in multilateral military operations in Bosnia-Herzegovina, Kosovo, and Afghanistan.

Mahmoud Abbas’s 2011 attempt to obtain Palestinian statehood through the United Nations challenged the status quo “Middle East peace process” by offering an alternative solution to the system of bilateral negotiations that has otherwise been stagnant for much of the last decade. Since Salam Fayyad became prime minister in 2007, the Palestinian Authority has been actively working towards building institutions that would serve as the foundation for the future State of Palestine. International accolades for Fayyad’s initiative garnered far-reaching support to facilitate the state-building program.
