Nuisance flooding, or recurrent flooding, occurs during high tide and may be exacerbated when combined with other events such as heavy precipitation, strong winds, or storm surge. Sea level rise has contributed to increased frequency and duration of nuisance flooding in low-lying coastal areas and is causing community-specific impacts such as transportation disruption, road closures, compromises to life and property, overwhelmed storm water systems, and infrastructure damage. This chapter focuses on how drivers respond during nuisance flooding events. This chapter describes the application of the Action-oriented Stakeholder Engagement for a Resilient Tomorrow (ASERT) framework for communicating with and engaging both residents and community stakeholders in their localities’ efforts to prepare for and to respond to flooding and sea level rise. The application of ASERT incorporates communication, education/learning, and gamification elements that can be embedded into community meetings. This chapter discusses practical approaches for using participatory mapping as a tool to visualize and communicate sea level rise (SLR) and climate change risks, to share information about the vulnerability to, and threats of, climate change, and to co-produce knowledge with stakeholders. The examples presented in this chapter are from demonstrated applications in communities in Virginia (USA) that involve participatory mapping and that utilize a web-Geographic Information System (GIS). As the Arctic experiences consequences of climate change, a shift from thicker, multi-year ice to thinner, first-year ice has been observed. First-year ice is prone to extensive pools of meltwater (“melt ponds”) forming on its surface, which enhance light transmission to the ocean. Changes in the timing and distribution of melt pond formation and associated increases in under-ice light availability are the primary drivers for seasonal progression of water column primary production and warming. The Arctic Ocean is a rapidly changing environment, and a key observational system for monitoring climate change. The Arctic is going under a rapid transition from thicker, multi-year ice, to thinner first-year ice, that may have many potential consequences. As first year Arctic sea ice begins to retreat in the spring and early summer, melting snow and ice form ponds on the surface- “melt ponds”. Densely populated low-lying coastal zones of countries that border the Indian Ocean are at risk due to sea level rise. However, sea level change in the Indian Ocean is poorly understood primarily due to short and sparse tide gauge observations. Although satellite altimetry provides accurate basin-wide sea level measurements, trends computed from its relatively short (~27-year) data record are heavily influenced by interannual to multi-decadal variability. To accurately project future Indian Ocean sea level trends using altimeter data it is imperative that trends associated with fluctuating internal variability (interannual-decadal) be identified and extracted, which in turn requires long (~100-year) data. …

The initial lockdown phase of the COVID-19 pandemic presented an unfortunate opportunity to observe how abrupt, large-scale changes in traffic volume can reduce greenhouse gas emissions. This study explores how carbon dioxide (CO₂) emissions from Virginia’s transportation sector may have been affected by the changes in activity stemming from COVID-19 to inform more carbon-neutral policies as the state recovers from the economic downfall. Emission savings were calculated by multiplying the percent change from 2019 to 2020 in traffic volume from the Virginia Department of Transportation with the business-as-usual 2020 U.S. Environmental Protection Agency estimate of CO₂ emissions …

The changing climate and rising sea levels touch nearly every aspect of life in Hampton Roads, with some neighborhoods and communities experiencing it more acutely. But, overall, how persistent is recurrent flooding as perceived by Hampton Roads residents? Coastal reservations are increasingly vulnerable to hazards exacerbated by climate change. Resources for restoration projects are limited. Storm surge, storms, tidal flooding, and erosion endanger artifacts and limit livelihoods of tribes in coastal Virginia. GIS offers a platform to increase communication between scientists, planners, and indigenous groups. The Pamunkey Indian Tribe engaged in a participatory mapping exercise to assess the role of traditional ecological knowledge (TEK) in coastal management decision-making and its capacity to address flooding. The 19th century experiences of Yellow Fever epidemics in New Orleans and Norfolk present historical parallels for how those cities, and others, are experiencing existential threats from climate change and sea level rise in the 21st century. In particular, the 19th century ?Sanitary Reform? movement can be interpreted as a model for challenges facing 21st century ?Climate Resilience? initiatives, including denialism and political obfuscation of scientific debates as well as tensions between short-term profit and the cost of long-term infrastructure investments and between individualism and communitarianism. Annual rankings of global temperature are widely cited by media and the general public, not only to place the most recent year in a historical perspective, but also as a first-order metric of recent climate change that is easily digestible by the general public. Moreover, all annual NOAAGlobalTemp anomalies from 1880 (the earliest reading available) through the mid-1970s are well below anomalies of the top 10 warmest years in Table 1, even when considering the uncertainty of the NOAAGlobalTemp time series values. While the impact of absolute extreme temperatures on human health has been amply studied, far less attention has been given to relative temperature extremes, that is, events that are highly unusual for the time of year but not necessarily extreme relative to a location's overall climate. In this research, we use a recently defined extreme temperature event metric to define absolute extreme heat events (EHE) and extreme cold events (ECE) using absolute thresholds, and relative extreme heat events (REHE) and relative extreme cold events (RECE) using relative thresholds. Similar to past years, the majority of residents reported that they own or are in the process of buying their home (66.8%), marking the second highest percentage in the past five years, only behind last year’s percentage of 67.7. Another 28.6 percent indicated that they rent, while only 2.8 percent reported having another arrangement.

Report on a program for public engagement meetings using the ASERT (Action-oriented Stakeholder Engagement for a Resilient Tomorrow) framework to solicit resident input into the City of Virginia Beach’s Comprehensive Sea Level Rise and Recurrent Flooding Analysis and Planning Study. A series of community meetings from December 2017-January 2018 took the form of a “Flood Resilience Game Night” with five stations in which residents could participate in activities to earn stamps on a game card.

The temperature in our atmosphere is steadily rising; therefore, we need a method of communicating climate risk that educates and motivates people faster than the rising sea level. Our presentation analyzes the communicative effectiveness of Climate Challenge, a game created for this purpose. We will also analyze and utilize prior research of climate change games and serious games. We gathered participants for our research using convenience and snowball sampling. Over recent decades, studies have examined various morbidity and mortality outcomes associated with heat exposure. This review explores the collective knowledge of the temporal trends of heat on human health, with regard to the hypothesis that humans are less vulnerable to heat events presently than in the past. Using Web of Science and Scopus, the authors identified all peer-reviewed articles that contained keywords on human impact (e.g. mortality, morbidity) and meteorological component (e.g. heat, heatwave). After sorting, a total of 71 articles, both case studies and epidemiological studies, contained explicit assessments of temporal trends in human vulnerability, and thus were …
