Nuisance flooding, or recurrent flooding, occurs during high tide and may be exacerbated when combined with other events such as heavy precipitation, strong winds, or storm surge. Sea level rise has contributed to increased frequency and duration of nuisance flooding in low-lying coastal areas and is causing community-specific impacts such as transportation disruption, road closures, compromises to life and property, overwhelmed storm water systems, and infrastructure damage. This chapter focuses on how drivers respond during nuisance flooding events. Specifically, we discuss how drivers in the Hampton Roads region of southeastern coastal Virginia obtain information about road flooding, how they respond, …

This chapter describes the application of the Action-oriented Stakeholder Engagement for a Resilient Tomorrow (ASERT) framework for communicating with and engaging both residents and community stakeholders in their localities’ efforts to prepare for and to respond to flooding and sea level rise. The application of ASERT incorporates communication, education/learning, and gamification elements that can be embedded into community meetings. We describe the way in which ASERT community meetings are designed (1) to provide an inclusive and engaging process that will allow residents to participate in their city’s resilience efforts; (2) to provide information about resilience in an environment that encourages …

This chapter discusses practical approaches for using participatory mapping as a tool to visualize and communicate sea level rise (SLR) and climate change risks, to share information about the vulnerability to, and threats of, climate change, and to co-produce knowledge with stakeholders. The examples presented in this chapter are from demonstrated applications in communities in Virginia (USA) that involve participatory mapping and that utilize a web-Geographic Information System (GIS). The web-GIS is innovatively combined with other technologies and participatory processes to create low-cost high-tech approaches so that even people with little to no knowledge of GIS can interact with maps …

On November 2, 2021, voters in the City of Virginia Beach will vote on a referendum that determines whether or not the City Council should increase real estate taxes to fund a Flood Protection Program. The proposal accelerates the construction of six flood mitigation projects already in the Virginia Beach Capital Improvement Plan by 3 years, and funds design and construction of 15 additional projects that would also be completed by 2031. As the Arctic experiences consequences of climate change, a shift from thicker, multi-year ice to thinner, first-year ice has been observed. First-year ice is prone to extensive pools of meltwater (“melt ponds”) forming on its surface, which enhance light transmission to the ocean. Changes in the timing and distribution of melt pond formation and associated increases in under-ice light availability are the primary drivers for seasonal progression of water column primary production and warming. The Arctic Ocean is a rapidly changing environment, and a key observational system for monitoring climate change. The Arctic is going under a rapid transition from thicker, multi-year ice, to thinner first-year ice, that may have many potential consequences. As first year Arctic sea ice begins to retreat in the spring and early summer, melting snow and ice form ponds on the surface- “melt ponds”. The global migration crisis the world has experienced thus far is only the tip of the iceberg. As the earth’s temperature continues to warm and extreme weather conditions worsen, millions of people across the globe will be displaced, and women in particular will face more difficult challenges. What the climate migration literature fails to study is these longer-term impacts beyond sudden onset disasters. Governments and institutions will be forced to respond and adapt to the new reality resulting from the climate crisis. Densely populated low-lying coastal zones of countries that border the Indian Ocean are at risk due to sea level rise. However, sea level change in the Indian Ocean is poorly understood primarily due to short and sparse tide gauge observations. Although satellite altimetry provides accurate basin-wide sea level measurements, trends computed from its relatively short (~27-year) data record are heavily influenced by interannual to multi-decadal variability. To accurately project future Indian Ocean sea level trends using altimeter data it is imperative that trends associated with fluctuating internal variability (interannual-decadal) be identified and extracted, which in turn requires long (~100-year) data. …

The initial lockdown phase of the COVID-19 pandemic presented an unfortunate opportunity to observe how abrupt, large-scale changes in traffic volume can reduce greenhouse gas emissions. This study explores how carbon dioxide (CO2) emissions from Virginia’s transportation sector may have been affected by the changes in activity stemming from COVID-19 to inform more carbon-neutral policies as the state recovers from the economic downfall. Emission savings were calculated by multiplying the percent change from 2019 to 2020 in traffic volume from the Virginia Department of Transportation with the business-as-usual 2020 U.S. Environmental Protection Agency estimate of CO2 emissions …

The changing climate and rising sea levels touch nearly every aspect of life in Hampton Roads, with some neighborhoods and communities experiencing it more acutely. But, overall, how persistent is recurrent flooding as perceived by Hampton Roads residents? Coastal reservations are increasingly vulnerable to hazards exacerbated by climate change. Resources for restoration projects are limited. Storm surge, storms, tidal flooding, and erosion endanger artifacts and limit livelihoods of tribes in coastal Virginia. GIS offers a platform to increase communication between scientists, planners, and indigenous groups. The Pamunkey Indian Tribe engaged in a participatory mapping exercise to assess the role of traditional ecological knowledge (TEK) in coastal management decision-making and its capacity to address flooding. Rising waters and the increasing devastation of flood events make coastal resilience a significant issue in the Hampton Roads region of Virginia, particularly in the city of Norfolk. Enhancing resilience requires ongoing stakeholder engagement designed to invite dialogue while encouraging cross-jurisdictional collaboration and comprehensive problem-solving. The 19th century experiences of Yellow Fever epidemics in New Orleans and Norfolk present historical parallels for how those cities, and others, are experiencing existential threats from climate change and sea level rise in the 21st century. In particular, the 19th century ?Sanitary Reform? movement can be interpreted as a model for challenges facing 21st century ?Climate Resilience? initiatives, including denialism and political obfuscation of scientific debates as well as tensions between short-term profit and the cost of long-term infrastructure investments and between individualism and communitarianism. Annual rankings of global temperature are widely cited by media and the general public, not only to place the most recent year in a historical perspective, but also as a first-order metric of recent climate change that is easily digestible by the general public. Moreover, all annual NOAAGlobalTemp anomalies from 1880 (the earliest reading available) through the mid-1970s are well below anomalies of the top 10 warmest years in Table 1, even when considering the uncertainty of the NOAAGlobalTemp time series values. While the impact of absolute extreme temperatures on human health has been amply studied, far less attention has been given to relative temperature extremes, that is, events that are highly unusual for the time of year but not necessarily extreme relative to a location's overall climate. In this research, we use a recently defined extreme temperature event metric to define absolute extreme heat events (EHE) and extreme cold events (ECE) using absolute thresholds, and relative extreme heat events (REHE) and relative extreme cold events (RECE) using relative thresholds. Respondents were asked whether or not they own or are in the process of buying their home, rent, or have some other arrangement. Similar to past years, the majority of residents reported that they own or are in the process of buying their home (66.8%), marking the second highest percentage in the past five years, only behind last year’s percentage of 67.7. Another 28.6 percent indicated that they rent, while only 2.8 percent reported having another arrangement.

Report on a program for public engagement meetings using the ASERT (Action-oriented Stakeholder Engagement for a Resilient Tomorrow) framework to solicit resident input into the City of Virginia Beach’s Comprehensive Sea Level Rise and Recurrent Flooding Analysis and Planning Study. A series of community meetings from December 2017-January 2018 took the form of a “Flood Resilience Game Night” with five stations in which residents could participate in activities to earn stamps on a game card.

Sea-level rise (SLR) is a manifestation of climate change that is particularly hazardous to port cities that must remain on the waterfront to function, yet are increasingly battered and flooded by encroaching storms, and sinking into the rising saltwater. The temperature in our atmosphere is steadily rising; therefore, we need a method of communicating climate risk that educates and motivates people faster than the rising sea level. Our presentation analyzes the communicative effectiveness of Climate Challenge, a game created for this purpose. We will also analyze and utilize prior research of climate change games and serious games. We gathered participants for our research using convenience and snowball sampling. This review explores the collective knowledge of the temporal trends of heat on human health, with regard to the hypothesis that humans are less vulnerable to heat events presently than in the past. Using Web of Science and Scopus, the authors identified all peer-reviewed articles that contained keywords on human impact (e.g. mortality, morbidity) and meteorological component (e.g. heat, heatwave).
