Rising water temperatures along the northeastern U.S. continental shelf have resulted in an offshore range shift of the Atlantic surfclam Spisula solidissima to waters still occupied by ocean quahogs Arctica islandica. Fishers presently are prohibited from landing both Atlantic surfclams and ocean quahogs in the same catch, thus limiting fishing to locations where the target species can be sorted on deck. Wind energy development on and around the fishing grounds will further restrict the fishery. Estuarine shorelines face the threats of accelerating sea-level rise, recurrent storms, and disruptions of natural sediment and ecological adjustments owing to historic human interventions. The growing availability and technical capability of uncrewed systems (UxS), including remote or autonomous aerial and surface vessels, provide new opportunities to study and understand estuarine shoreline changes. This chapter assesses the state of the technology, interdisciplinary science and engineering literature, and presents case studies from the Chesapeake Bay, Virginia, and coastal North Carolina, USA, that demonstrate new insights into coastal geomorphic processes and applications to managing complex and dynamic estuarine shorelines. The National Academy of Engineering has identified restoring and improving urban infrastructure as one of the grand challenges for engineering. Urban coastal communities are particularly at risk as their infrastructure is experiencing frequent inundation related to climate change impacts. Rising sea levels in coastal communities create backflow into stormwater systems and deplete capacity. In addition, the increase in rainfall intensity, duration, and frequency related to climate change create additional challenges for aging infrastructure systems. A substantial number of studies have been published since the Ninth International Workshop on Tropical Cyclones (IWTC-9) in 2018, improving our understanding of the effect of climate change on tropical cyclones (TCs) and associated hazards and risks. These studies have reinforced the robustness of increases in TC intensity and associated TC hazards and risks due to anthropogenic climate change. New modeling and observational studies suggested the potential influence of anthropogenic climate forcings, including greenhouse gases and aerosols, on global and regional TC activity at the decadal and century time scales. Climate dictates the critical aspects of human environmental conditions. The frequency and intensity of extreme weather conditions due to human-induced climate change have alarmingly increased. Consequently, climate change directly affects environmental sustainability and human mortality in the short term and creates prolonged and complicated long-term indirect grave risks. This paper examines three-level environmental impact risks associated with climate change on human mortality. It proposes a conceptual framework for developing an empirical event-based human mortality database related to climate change and communication strategies to enhance global environmental adaptation, resilience, and sustainability.

[Scholarcy Abstract] The rates of sea level rise in coastal Virginia and the Chesapeake Bay significantly exceed the global rate and weakening of the Atlantic Meridional Overturning Circulation adds to the annual rates.

The ability of vegetated coastal ecosystems to sequester high rates of “blue” carbon over millennial time scales has attracted the interest of national and international policy makers as a tool for climate change mitigation. Whereas focus on blue carbon conservation has been mostly on threatened rural seascapes, there is scope to consider blue carbon dynamics along highly fragmented and developed urban coastlines. This paper explores the strategies and practices of capturing climate risk premia for venture capital (VC) fund managers and entrepreneurs in the private cleantech sector. It also examines the impact of the feed-in tariffs (FITs) policy on the management of cleantech investments. It is shown that a longer investment period, less investment capital in cleantech investment management strategies, and optimistic climate risk management practices will help investors to better capture climate risk premia. While there is evidence for an acceleration in global mean sea level (MSL) since the 1960s, its detection at local levels has been hampered by the considerable influence of natural variability on the rate of MSL change. Here we report a MSL acceleration in tide gauge records along the U.S. Southeast and Gulf coasts that has led to rates (>10 mm yr−1 since 2010) that are unprecedented in at least 120 years. We show that this acceleration is primarily induced by an ocean dynamic signal exceeding the externally forced response from historical climate model simulations. However, when the …

This research draws upon expertise across multiple disciplines and fields. Leveraged are natural systems data and social-behavioral data. The high-level objective is to advance our understanding of how very recent recurrent flooding has impacted residents within the City of Portsmouth, and then forecast these impacts under projections of sea level rise. While this research draws upon data for the City of Portsmouth, the findings may be generalized to the broader Hampton Roads region.

As coastal communities across the U.S. and worldwide undertake efforts to enhance their resilience to coastal hazards, they must do so while ensuring that all voices are heard, addressing and preventing disparate impacts, and, ultimately, increasing resilience in an equitable way. The Resilience Adaptation Feasibility Tool (RAFT) assists coastal communities in incorporating equity into resilience planning and implementation of projects to increase resilience. The RAFT includes social and economic dimensions in assessment of resilience and focuses on how localities can build resilience equitably. Low-lying coastal cities across the world are vulnerable to the combined impact of rainfall and storm tide. However, existing approaches lack the ability to model the combined effect of these flood mechanisms, especially under climate change and sea level rise (SLR). Nuisance flooding, or recurrent flooding, occurs during high tide and may be exacerbated when combined with other events such as heavy precipitation, strong winds, or storm surge. Sea level rise has contributed to increased frequency and duration of nuisance flooding in low-lying coastal areas and is causing community-specific impacts such as transportation disruption, road closures, compromises to life and property, overwhelmed storm water systems, and infrastructure damage. This chapter focuses on how drivers respond during nuisance flooding events. This chapter describes the application of the Action-oriented Stakeholder Engagement for a Resilient Tomorrow (ASERT) framework for communicating with and engaging both residents and community stakeholders in their localities’ efforts to prepare for and to respond to flooding and sea level rise. The application of ASERT incorporates communication, education/learning, and gamification elements that can be embedded into community meetings. This chapter discusses practical approaches for using participatory mapping as a tool to visualize and communicate sea level rise (SLR) and climate change risks, to share information about the vulnerability to, and threats of, climate change, and to co-produce knowledge with stakeholders. The examples presented in this chapter are from demonstrated applications in communities in Virginia (USA) that involve participatory mapping and that utilize a web-Geographic Information System (GIS). This chapter focuses on risk communication in the tourism sector. Tourism organizations must communicate with a variety of stakeholders when conveying messages about impending severe weather or disasters, which are increasing due climate change and sea level rise. There is also an increased need to distribute information to tourism stakeholders about preparing for, continuing service during, and recovering from, disasters. Stakeholders involved with the tourism industry include business owners, government officials and tourists, all of whom have differing degrees of vulnerability in a destination when a threat occurs. On November 2, 2021, voters in the City of Virginia Beach will vote on a referendum that determines whether or not the City Council should increase real estate taxes to fund a Flood Protection Program. The proposal accelerates the construction of six flood mitigation projects already in the Virginia Beach Capital Improvement Plan by 3 years, and funds design and construction of 15 additional projects that would also be completed by 2031.
