In his 1978 memoirs, President Nixon claimed, “By using diplomatic signals and behind-the-scenes pressures we had been able to save West Pakistan from the imminent threat of Indian aggression and domination. We had also once again avoided a major confrontation with the Soviet Union.”[1] Kissinger’s far more detailed chapter on “the tilt,” in the first volume of his memoirs, White House Years, complements and largely corroborates Nixon’s. Is there a presidential rhetoric of hard times? We are interested in presidents’ rhetorical reactions during economic contractions. Do they rhetorically react at all? If they choose to speak, what do they seek to convey to the public about the economy? We analyze the major discretionary speeches presidents give during recessions. Some presidents are reluctant to address major economic remarks to the public; in five of the 11 recessions since World War II, presidents have not offered a major economic speech. Barack Obama inherited a war in Iraq, has worked with the North Atlantic Treaty Organization to initiate a 17,000 American combat troop surge in Afghanistan in March 2009 and another increase of 30,000 personnel later that year, more than doubling the total American presence. The processing of messages in the political world is often a function of the frames in which the information is embedded (e.g. Druckman 2001; 2007; Gamson 1989; Iyengar 1991; Jacoby 2001; Nelson, Clawson, and Oxley 1997). These frames have the ability to alter preferences based on how people process information. Research on frames has neglected how an individual’s personality creates the ability to resist or accept the various frames found in political communications. This dissertation focuses on the National Register of Historic Places and considers the geographical implications of valuing particular historic sites over others. Certain historical sites will either gain or lose desirability from one era to the next, this dissertation identifies and explains three unique preservation ethical eras, and it maps the sites which were selected during those eras. These eras are the Settlement Era (1966 – 1975), the Commercial Architecture Era (1976 – 1991), and the Progressive Planning Era (1992 – 2010). The findings show that transformations in the program included an early phase when state authorities listed historical resources …

This article delves into the interaction between federal and state laws prohibiting human trafficking. The article advocates for comprehensive human trafficking laws at the state level, including police training, victim aftercare, forfeiture, and prosecution as essential elements. It looks comprehensively at the existing state laws prohibiting human trafficking. Additionally it examines the five existing models for state law and suggests benefits and potential improvements for each model. The article concludes y advocating a holistic law prohibiting human trafficking in the Commonwealth of Virginia.

One mystery of U.S. politics is why the president’s party regularly loses congressional seats at midterm. Although presidential coattails and their withdrawal provide a partial explanation, coattails cannot account for the fact that the presidential party typically performs worse than normal at midterm. This paper addresses the midterm vote separate from the presidential year vote, with evidence from generic congressional polls conducted during midterm election years. Polls early in the midterm year project a normal vote result in November. But as the campaign progresses, vote preferences almost always move toward the out party. This paper presents the results of an indirect assessment of the personality of U.S. president Barack Obama, from the conceptual perspective of personologist Theodore Millon.

Information concerning Obama was collected from biographical sources and media reports and synthesized into a personality profile using the Millon Inventory of Diagnostic Criteria (MIDC), which yields 34 normal and maladaptive personality classifications congruent with Axis II of DSM–IV.

The personality profile yielded by the MIDC was analyzed on the basis of interpretive guidelines provided in the MIDC and Millon Index of Personality Styles manuals. Obama’s primary personality patterns were found to be Ambitious/confident …

The Model Penal Code made great advances in clarity and legality, moving most of the states from a mix of common law and ad hoc statutes to the modern American form of a comprehensive, succinct code that has served as a model around the world. Yet the decades since the wave of Model Code-based codifications have seen a steady degradation of American codes brought on by a relentless and accelerating rate of criminal law amendments that ignore the style, format, and content of the existing codes. This thesis explores how LGBT marriage activists and lawyers have employed a racial interpretation of due process and equal protection in recent same-sex marriage litigation. Special attention is paid to the Supreme Court's opinion in Loving v. Virginia, the landmark case that declared anti-miscegenation laws unconstitutional. By exploring the use of racial precedent in same-sex marriage litigation and its treatment in state court cases, this thesis critiques the racial interpretation of due process and equal protection that became the basis for LGBT marriage briefs and litigation, and attempts to answer the question of whether a racial interpretation of due process …

Think Outside The Cell: Are Binding Detention Standards The Most Effective Strategy To Prevent Abuses Of Detained Illegal Aliens?, Federico D. Burlon

In the last twenty years the U.S. government has increasingly utilized detention to control illegal immigration. This practice has become controversial because it has caused numerous in-custody abuses and deaths of immigrants, asylum seekers, refugees and even citizens. Immigrant rights advocates have called for the passage of binding detention standards to prevent in-custody abuses. This thesis’s policy analysis reveals, however, that while they may finesse the practice of immigration detention, such binding standards would be ineffective in protecting immigrants’ rights. Instead this policy analysis calls for and explains the feasibility of discontinuing the practice of mass immigrant detention.

Literature on religious involvement in public affairs typically examines the national scene, particularly public opinion and political behavior in presidential elections. Few scholars examine religious actors in urban politics and policymaking. Those who do study local politics emphasize morality policy and ignore issues of metropolitan governance and institutional design, central concerns of the urban politics field. This dissertation fills that gap by studying Louisville, Kentucky, site of the first large-scale city-county consolidation since 1969. I ask: does religion affect how people vote in a consolidation referendum and shape their opinions about merged government? I employ a survey instrument (N=807), collected …

Party identification remained an important determinant of vote choice in the 2008 election. Indeed, the extent to which people voted according to their partisanship remained as exceptionally high as it had been in the 2004 election. The Democrats led in partisanship, with a greater lead than in 2004. The ANES four‐wave panel survey shows that some change occurred in the Democratic direction during 2008. The Democrats gained among most population groups, with the exception of older citizens. Obama's victory margin was due to his carrying pure independents and the growth in strong Democrats as opposed to strong Republicans. Both candidates …

The U.S. Supreme Court in Citizens United v Federal Elections Commission declared unconstitutional under the First Amendment right to freedom of speech federal statutory limitations on corporate political expenditures. Before Citizens United, Maryland was already among the 26 states that permitted corporations to make direct political contributions and to make independent political expenditures. Consequently, Citizens United did not change Maryland election law and practice. The Maryland General Assembly has steadfastly resisted efforts to change the Maryland approach. Over the past several years, the General Assembly has repeatedly rejected bills that would have banned political contributions by business entities. Many in …

Attribution Theory observes that people have a compelling need to explain things, and those explanations break down into things internal to the self or to an outside force. This article notes how neatly that theory parallels work by Lakoff that conservatives and Republicans take a "stern father" approach to issues, finding individual fault for almost any problem, while Democrats and liberals look to external forces. Mediated portrayals of poverty tend to enforce the former view rather than the latter. Blackwater is just one example of a private firm working for the US government.
