The research presented here is a new testbed design for CubeSat and payload testing and development. This research demonstrates a low-cost, hardware-in-the-loop testing apparatus for use with university CubeSat programs for testing throughout the different levels of the development process. The average university CubeSat program undergoes very little hardware-in-the-loop testing. Most of the focus is the targeted towards performance testing and environmental testing which occur after completion the development process. This research shows that, for minimal schedule and cost impact, testing can occur early in the development process. This dissertation details the development and operation of a novel dual-polarized Phase-Tilt Weather Radar (PTWR) designed for meteorological applications. The use of radar has a well-documented history in detection and classification of weather phenomena, but due to the limited mechanical scanning speed, its usage for severe weather observations remains far from ideal. The PTWR utilizes phased-array technology and provides unique capabilities such as smart scanning, fast scan update, and tracking. Providing advance notice of rare events, such as a cloud cluster (CC) developing into a tropical cyclone (TC), is of great importance. Having advance warning of such rare events possibly can help avoid or reduce the risk of damages and allow emergency responders and the affected community enough time to respond appropriately. Considering this, forecasters need better data mining and data driven techniques to identify developing CCs. Prior studies have attempted to predict the formation of TCs using numerical weather prediction models as well as satellite and radar data.
