Trust And Contexts: A Conceptual Framework For Understanding Coastal Household Preparedness, Ogechukwu M. Agim Nwandu-Vincent

Despite research findings that show the benefits of being prepared for increasingly tumultuous natural and coastal hazard events, studies on hazard preparedness indicate that low levels of preparedness may occur in vulnerable areas due to the uncertainty around hazard risks, expected hazard onset and impact strength, as well as associated effects. Study findings indicate that trust may impact the uncertainty and complexity faced by people dealing with unfamiliar, infrequent, and complex hazards, as well as contexts such as factors such as age, gender, prior hazard experience, and homeownership.

Carbon credits issued in the voluntary carbon market are an important source of funding for projects in developing countries designed to reduce greenhouse gas emissions, such as forest preservation and renewable energy. Beyond their potential to provide billions of dollars of private sector financing for decarbonization, carbon credits can generate economic opportunity, employment, and biodiversity. But they are controversial, mainly (but not only) because it is difficult to confirm and to quantify their emissions benefits. As the climate crisis escalates, governments—and recently even those in the wealthier countries in the Global North—are struggling to manage the impacts we are experiencing around the world in frightening abundance, including record-setting temperatures, fires, floods, and glacial and ice melt. Behind closed doors, policymakers are concerned as they contemplate the increasing likelihood, even under the most ambitious emission reduction pathways, that the world will overshoot the goal agreed upon in the Paris Agreement to limit global average temperature rise to 1.5oC beyond pre-industrial levels.

The high-level objective is to advance our understanding of how very recent recurrent flooding has impacted residents within the City of Portsmouth, and then forecast these impacts under projections of sea level rise. While this research draws upon data for the City of Portsmouth, the findings may be generalized to the broader Hampton Roads region.

This chapter describes the application of the Action-oriented Stakeholder Engagement for a Resilient Tomorrow (ASERT) framework for communicating with and engaging both residents and community stakeholders in their localities’ efforts to prepare for and to respond to flooding and sea level rise. Climate change is having a range of impacts on Maine’s coastal communities, impacts that will be further exacerbated by increased coastal flooding, storm events, and a warming Gulf of Maine. To better understand the status of adaptation planning by Maine coastal communities, we conducted a survey and in-depth interviews with decision makers from coastal communities. We found that communities are addressing the effects of climate change and have moved towards specific implementation strategies. Adaptation planning to date includes incorporation of climate change impacts in comprehensive planning and addressing impacts on roads, culverts, and waterfront infrastructure. The price of emission permits is deemed too low to mitigate climate change. In three studies, policy approaches to pricing carbon in a market setting are examined. First, the emission permit market is analyzed comparatively to how the ethanol mandate impacted prices in the corn market. This leads to the realization that the marketization of carbon is more like a currency than a physical commodity. The next study examines emission permits as a monetary policy tool. Emissions correlate GDP output, thus central banks can use emission permits as forward guidance, as a means to optimize the price for climate change …

There has been little policy effort to address sea level rise in coastal states in the US. It is important to examine, at the state level, how the multitude of different (and changing) actors with different preferences and perspectives contribute to such inertia. This study examines state-level legislative inaction with regards to sea level rise. Using Kingdon's multiple streams framework, we draw a picture of the policy landscape in Virginia as one where the problem of sea level rise is perceived as a low priority, with little consensus on achievable policy solutions, and is politically controversial. Coastal indigenous communities in Keta, Ghana, are experiencing resettlement as a result of slow-onset, climate-induced flooding and erosion. Previous researchers have documented the risk of relocation from rapid-onset events, but little is known about the effectiveness of policies developed in response to slow-onset changes. This phenomenological study investigated the ongoing lived experiences of adult household members in Keta who were relocated by the government. Jun's critical theory provided a constructionist interpretive framework to determine whether Ghana's national policy on climate change resettlement adequately meets Rawls's criteria for distributive social justice.
