This workshop is cosponsored by the Intermountain Oil and Gas BMP Project and the Colorado Water and Energy Research Center, with financial support from the Environmentally Friendly Drilling Project and the CU-Boulder Outreach Committee.

The Colorado Oil and Gas Conservation Commission (COGCC) recently initiated a rule making process to develop new, statewide regulations for baseline sampling and monitoring of groundwater near new oil and gas wells. COGCC’s first rule making hearing was held November 14; the rule is expected to be finalized December 10. Residential solid waste management refers to the managing of unwanted materials discarded by households so that these materials are either properly disposed of or reprocessed to reenter the production material stream. This issue is usually the responsibility of the municipal council; however in Kenya just like many other developing countries, this critical issue is often mismanaged, causing environmental pollution and exposing residents to health risks. Valuing Improvements To Coastal Waters Using Choice Experiments: An Application To Revisions Of The Eu Bathing Waters Directive, Stephen Hynes, Dugald Tinch, Nick Hanley

Planned changes to the European Union’s Bathing Waters Directive (2006/7 EC) will force member states to produce improvements in a number of parameters of coastal water quality. This study uses the choice experiment method to estimate the economic benefits attached to such improvements, based on a sample of recreationalists on beaches in Ireland. The analysis indicates that improvements in all of the bathing water related attributes studied result in positive willingness to pay, and also show evidence of scope effects. Using random parameters and latent class modelling techniques, potential heterogeneity in preferences is then investigated and shown to be present …

The future of the planet may depend upon our ability to increase energy supplies even as we reduce carbon emissions. This conference will address how a low-carbon energy program might evolve with a particular focus on the American West. It will focus on the future of energy in the West--on a “managed transition” to a different energy mix, on the need to nest this effort in a framework that acknowledges interconnections, and on identifying the most salient opportunities to consider the legal, political, financial, and technical challenges.

The global seafood industry currently lacks a standardized, widespread method to easily trace the chain of custody of products that they purchase. With global overfishing leading to declining fish stocks around the world, it is vital for seafood providers to have the ability to identify and buy products from sustainable fisheries that are well managed, target abundant species, and fish in environmentally responsible ways. Maine Policy Review

Water is essential both to human survival and to the ecosystems on which people depend. Although Maine is blessed with abundant water sources, managing them is crucial for both short and long-term uses. The authors describe the varying time and spatial scales involved in managing water resources, pointing out that policy decisions made at one time can have far-reaching consequences. They provide illustrations of water-resource projects from Maine’s Sustainability Solutions Initiative, ranging in size from Sebago Laketo vernal pools on individual properties.

Wicked Tools: The Value Of Scientific Models For Solving Maine’S Wicked Problems, Tim Waring

“Wicked problems” are urgent, high-stake socioeconomic-environmental challenges that often involve ideological conflict and have no “best solutions.” Using examples from Maine’s Sustainability Solutions Initiative projects, Tim Waring describes how scientific models can be used to address these kinds of problems. When well-constructed and tested models are used to address policy-relevant issues, include input from stakeholders, and integrate social, economic and environmental dynamics, they can become “wicked tools” to address some of society’s biggest challenges.
